The Board of County Commissioners met in regular session at 10 :30 A.M.
May 3, 1937 with Chairman J.B.Ennis, Commissioners Geo.T.Noel, Angus A.Cameron,
J.S.Barker, and Lonnie R.Byrd present. The County Attorney, H.C.Strickland, was
also present.
It is ordered that beer license be granted W.M.Bailey and Thomas W.Lee at
North & South Service Station one -half mile South of Dunn, on U.S.Highway No.301.
It is ordered that $6.00 per month be allowed K.H.Norris of Averasboro Twp.
for months of May and June 1937 on account of physicial disability.
Bids of Laundries submitted for work of the County were not on a uniform
basis and were rejected. New bids were called for based on a definite amount
per pound of laundry to be submitted first Monday in June.
It is ordered that beer license be granted to Samuel Ralston in town of
Lillington.
The Board appointed a committee composed of J.S.McLean, Geo.T.Noel and
J.B.Ennis to investigate the tax valuation on the residence of Dr.C.L.Corbett,
in the town of Dunn.
It is ordered that policy No. 1491 by Springfield Fite and Marine Insurance
Company for $10,000.00 coverage on the Courthouse for three years ending
April 5, 1940, be accepted.
The Board considered the claim for refund of Auctioneer Tax of T.C.young
and M.C.Smith and ordered that same be not allowed.
It is ordered that Mrs. W.C.Melvin be appointed as Registrar of Vital
Stastics in Stewart's Creek Township, to fill the unexpired term of lthe
late Dr.W.C.Melvin.
BE IT RESOLVED: That the Auditor be and he is hereby authorized and directed
to compute taxes due and delinquent on property listed by M.R.Butler Dunn, N.C.
at a pro -rata rate for the purpose of segregation as follows: One 1* acres with
the residence thereon as distinguished from a acre unimproved of said listing,
and to permit payment of taxes on the separate parcels as segregated.
BE IT RESOLVED by the Board of Commissioners of Harnett County:
That the following bonds now held by Wachovia Bank and Trust Company,
Raleigh, N.C. in escrow, to secure the deposits of County of Harnett in First -
Citizens Bank and Trust Company (Dunn, N.C., Branch) be released to said First -
Citizens Bank and Trust Company, the deposits of said County having been
sufficiently diminished to justify and permit such release:

RESOLUTION: WHEREAS the Overhills Land Company is the owner of the 87 acres
of land inAnderson Creek Township, Harnett County, formerly Daniel Smith as
described in Book 258, page 315, and Book 209, page 283, and Book D#2, page 254,
of Registry of Harnett County;
AND WHEREAS, the said land has been irregularly listed heretofore some time
as 36 acres and some time as 51 acres;
AND WHEREAS, the taxes on said land are unpaid for years 1930 to 1935,
inclusive;
AND WHEREAS, the said land should be afterlisted to constitute a legal listing
etc.
AND WHEREAS, the present owner desires to pay and discharge all past due and
outstanding taxes on said land:
NOW, THEREFORE, be it resolved that said land be afterlisted for the years
1930 to 1935 inclusive at the valuation of $750.00 and taxes calculated thereon
all by the auditor, and that said land be released of all past due and outstanding
taxes upon payment of the said afterlist for said years 1930 to 1935 inclusive;

And upon such payment the Auditor is authorized and directed to execute and
deliver proper receipt in full for said taxes on said land.

The following road petitions were approved by the Board and ordered forwarded
to the State Highway and Public Works Commission:
(1) Beginning at a point about 1000 feet south of Anderson Creek School house,
on the Lillington -Fort Bragg. Highway known as Itii.C..Highway No. 210, and running
thence East by lands of W.J.Morris house to the house of John Powell; thence
southeasterly crossing Anderson's Creek at the Old McArtan Bridge to N.C.Highway
No. a point near the residence of David Blalock and F.H.Taylor, which
highway is known as the road leading from Eliott Bridge to Flat Branch.
(2) Due to the deplorable condition of the road going by our homes.,which is
located on Dunn, N.C.R -3, the Post Office Department has recently discontinued
its mail service to us, therefore we, the undersigned citizens being on said
route, do hereby petition -your Honorable Board to repair or recondition the said
road to the extent that our regular mail route be re- established.
NORTH CAROLINA:
HARNETT COUNTY:
WHEREAS, on the 3 day "of May, 1931, the Board of Education of Harnett County
certified to the Board of Commissioners of Harnett County that it is necessary that
the sum of ($25,000.00) TWENTY FIVE THOUSAND DOLLARS be expended for the erection
of six additional class rooms to the LaFayette High School building of School
District Ho. 7 and for the purpose of erecting an auditorium at the Buckhorn
School building, School District No. 7, for the purpose of the operation of the
six months Public School as required and provided by the Constitution of North
Carolina.
AND WHEREAS, the Board of Education of Harnett County has certified that the
sum of(.417,620.00) SEVENTEEN THOUSAND SIX HUNDRED TWENTY DOLLARS is necessary
for the erection of the said classroom to the LaFayette High School and the sum
of ($7,380.00) SEVEN THOUSAND THREE HUNDRED EIGHTY DOLLARS is necessary for the
erection of the said auditorium to Buckhorn School.
AND WHEREAS, the Board of Education of Harnett County has been assured by the
literary fund of the State of North Carolina that the County of Harnett will be
loaned the sum of ($25,000.00) TWENTY FIVE THOUSAND DOLLARS by the said Literary
Fund on February 10, 1938 for the purposes aforesaid.
AND WHEREAS, it is necessary for the County of Harnett to borrow sum of
($25,000.00) TWENTY FIVE THOUSAND DOLLARS for the purpose of providing funds for
the erection of the said additional.class rooms to the LaFayette High School
building and for the purposes of erection of the school auditorium to the Buckhorn
School building, at once or in the near future in order that the erection of the
said buildings may proceed, in anticipation collection of taxes and other revenues
for the fiscal year 1937 and 1938;
THEREFORE, Be it resolved, by the Board of Commissionersof Harnett County that
the County of Harnett borrow, and be authorized to borrow on the full faith and
credit of said County of Harnett as provided under sections four, six and seven
of the County Finance Act, being Chapter 81, Acts of 1927 and of the Local
Government Act, being Chapter 80, Acts of 1931, and the amendments_ thereto, the
sum of ($25,000.00) TWENTY FIVE THOUSAND DOLLARS for the purposes above stated.
AND BE IT RESOLVED, that the Chairman of the Board of Commissioners of Harnett
County be and is hereby authorized to execute a note or notes of the said County
of Harnett in the aggregate sum of ($25,000.00) TWENTY FIVE THOUSAND DOT.T,ARS
bearing date of July 15, 1937, payable to bearer, signed by the Chairman of the
Board of Commissioners of Harnett County, and attested by the Clerk of Board of
Commissioners of Harnett County, with the seal of Harnett. County attached, payable
on 15th. day of February, 1938, said note or notes to bear interest at a. rate not
exceeding six per cent. per annum.
AND BE IT FURTHER RESOLVED, that application be made to Local Government
Commission of State of North Carolina, for approval by said commission of said
note or notes as by law required and that the said note or notes when so approved
by the Local Govenment Commission of liorth Carolina, be delivered to said Local
Government Commission of North Carolina for sale as provided by statute.

Angus A.Cameron. Voting for said resolution: J.B.Ennis, Geo.T.Noel, J.S.Barker,
Angus A.Cameron and L.R.Byrd. Voting against said new resolution: None.
It is ordered that the said resolution be spread upon the minutes of the Board
Of Commissioners when, and only when the State Literary Fund and unequivocal
assurance in writing that the said sum of ($25,000.00) TWENTY FIVE THOUSAND
DOLLARS will be available on February 10, 1938, it being the intention of this
Board of Commissioners hot to borrow the said sum if the same must be placed in
in the budget for the years 1937 and 1938 and raised solely by ad valorem tax.
It is ordered that J.K.Byrd be allowed a reduction of $300.00 in valuation
for the years 1935 and 1936 on account of error.
There being no further business the meeting recessed to convene again at the
call of the Chairman.
