HomeMy WebLinkAbout12221936December 22, 1936 The Board of Commissioners of Harnett County met in special session at 3 P.M. Tuseday, December 22,. 1936, in their room at the Courthouse. Those present were: Chairman J.B.Ennis and Commissioners Geo.T.Noel, Lonnie Byrd, A.A.Cameron and J.S.Barker. The following business was transacted: It is ordered that beer license be granted to Mrs. Melissa Butler at No. 1 North and South Filling Station one mile South of Dunn on Fayetteville Highway. Beer License was also granted -to D.G.Gomedella in Duke Township, East Erwin Highway No. 60. BE IT RESOLVED that all matters of public interest to be presented to the Board of Commissioners of Harnett County for their consideration and determination shall be transmitted to the said Board in writing through and by the Clerk to the said Board, except such matters as may be presented to the Board by personal appearance - -of interested persons at regular or special meetings of the Board. BE IT FURTHER RESOLVED that matters with which any particular office or department of the County government may be concerned and in respect of which the Board of County Commissioners - should -act shall be presented through the Clerk to the Board or by personal appearance before the Board by the chief officer of the particular office or department concerned. It is ordered that the.50 acres of land in Anderson Creek Township listed in the name ofV.F.willis, be segregated from the 672 acres total listing and that Marshall Bolin be allowed to pay the proportionate part of the tax. The County Auditor is ordered to release for the year 1936 and prior years tax upon the payment of $81.17 taxes based on a valuation of $455.00. It is ordered that the County allow Kent Norris, of Averasboro Township, $10.00 for the months of December, 1936, and January and Ferbuary 1937. NORTH CAROLINA: HARNETT COUNTY: WHEREAS, on October 5, 1936, the Board of Commissioners of Harnett County, in a regular session, passed the following resulution which was duly recorded in Minute Docket No. 6, page 399, of the Commissioners of Harnett County: "NORTH CAROLINA - Harnett County: Whereas, the Board of Education of Harnett County has certified to the Board of Commissioners of Harnett County that it is necessary that the sum of EIGHT THOUSAND AND NO /100 DOLLARS ($8,000.00) be expended for the completion of the erection of an addition to the Irwin School Building of School District No. 5 of Harnett County for the purpose of the operation of maintenance of a six months public school, as provided by the Constitution of North Carolina; AND WHEREAS, the said sum of Eight Thousand and no /100 Dollars ($8,000.00) has been placed in the budget of the Board of Education of Harnett County for the reseal year of 1936 -37 which budget of the Board of Education of Harnett County has been duly approved and adopted by the Board of Commissioners of Harnett County; AND WHEREAS, it is necessary for the County of Harnett to borrow the sum of Eight Thousand and no /100 ($8,000.00) Dollars for the purpose of providing funds for the completion of the erection of said addition to the above mentioned school building .in. anticipation of collection of taxes and other revenues for the fiscal year ofe1936 -37; NOW, THEREFORE, be it resolved by the Board of Commissioners of Harnett County that the County of Harnett borrow, and be authorized to borrow on the full faith and credit of said county of Harnett, as provided under Sections 4, 6 and 7 of the. County Finance Act, being Chapter 81, Acts of 1927, and of the Local Government Act, being Chapter 60, Acts of 1931, and Amendments thereto, the sum of Eight Thousand and no /100 Dollars for the purposes above stated.. And be it further resolved, that the Chairman of said Board of Commissioners of Harnett uounty.:be -and he is hereby authorized to execute a note or notes of said County of .Harnett in the aggregate sum of Eight Thousand and no /100 Dollars ($8,000.00) bearing date of October 15, 1936, payable to bearer, signed by the Chairman of the Board of Commissioners of Marriott County, and attested by the Clerk of the Board.. of Commissioners of Harnett County, with the seal of Barnett County attached, payable on 30 day of June 1937 said note or notes to bear interest at a. rate .not exceeding 6% per annum; AND BE IT FURTHER RESOLVED that application be made to the Local Government Commissioner of the State of North Carolina for approval by said Commission of the saidnote or notes as by law required, and that the said note or notes, when so approved by the Local - government Commission of North Carolina, be delivered to the said Local Government Commission of North Carolina for salee as provided by statute. Present: Commissioners u.B.Ennis, E.L.Cooke, A.A.Cameron, J.S.Barker and Geo.T.Noel. 1 439 AND WHEREAS, the membership of the Board is now the same with the exception that Mr.L.R.Byrd has succeeded Mr. E.L.Cooke as Commissioner. AND WHEREAS, the said note authorized by the foregoing resolution was not advertised for sale or offered to be sold r AND WHEREAS the same necessity for borrowing said money for the same purpose does now exist as fully as set forth in the foregoing resolution; NOW, THEREFORE, be it resolved by the Board of Commissioners that the date of said note and maturity date of said note as set forth in the foregoing resolution be and the same is hereby changed as follows: That the said note be dated Dec. 30, 1936 and due and payable on the 30th. day of June, 1937; BE IT FURTHER RESOLVED that with the foregoing changes that the said res:lutio as set forth above be changed in no other respect. Present: Commissioners J.B.Ennis; A.A.Cameron; Geo.T.Noel; J.g.Barker & L.R.Byrd. Voting for said resolution: all of the above named Commissioners including the Chairman. It is ordered that the 10 acres of land and improvements thereon own6d`by J.A.Honeyoutt in Upper Little River Township, Harnett County, be taken possession of by the County and rented to a desirable tenant, and the proceeds therefrom be applied to the maintenance of J.A.Honeyoutt and his wife, Mary Honeycutt, inmates of the County Home; and to this end the County Attorney is directed to find a tenant for said property and negotiate for the rental thereof. It is ordered that County Attorney H.C.Strickland and Chairman 3.B.Ennis confer with Dr.Ashby at the State Hospital and determine the minimum amount for which the indebtedness of the County to the State Hospital may be fully settled. It is ordered that I.R.Williams , former County Attorney, be paid. $1500.00 as full compensation as attorney in all actions in which he approved for the County and on account of services rendered in connection with tax suits heretofore actually filed in the office of the Clerk of the Superior Court, excluding such compensation as may have been heretofore advanced or paid to him. This order shall have no relation to 348 tax suits prepared by Mr. Williams but now unified. WHEREAS, M.O.Lee, Coamissioner by order of the Clerk of Superior Court, has sold 67 2/5 acres of land of the Daniel MoDougald heirs, (colored), Upper Little River Township, to W.M.Talley, and whereas, there are the_ following taxes, cost and penalty outstanding against said property: Neill A.MoDougald ( oolored) 1936 $4.77 Fred Speed " 1935 kc 1936 31.45 Katie I.Cameron 1933,'34,'35 &'3,4 31.54 Zahn W.MeDougald 1935 & '36 6.37 THEMORE, be it resolved that upon payment of the $74.13 during the month of December 1936 the County Auditor is hereby ordered and direoted to release said land from further taxation for the year 1936 and prior years.
