January 6th. 1936.
The Board of County Commissioners met in regular session with the following
members present: J.B. Ennis, Chairman, E.L. Cooke, J.S. Barker, Geo T. Noel and
A.A. Cameron. I.R. Williams, County Attorney also present.
It is ordered that petition for road in Neills Creel: Township and in the town
of Buies Creek be approved and forwarded to State Highway and Public Works Com-
mission for consideration.
It is ordered that petition for road in Barbecue Township from Benhaven
High School to Highway No, 24 2 miles Southeast of Olivia be approved and for-
warded to State Highway and Public Works Commission for consideration.
It is ordered that petition for road in Buckhorn Township connecting Oak
Ridge road and Cokesbury road 2 miles South of Duncan, N.C' be approved and for-
warded to State Highway and Public Works Oommtssion for consideration.
It is ordered that petition for road in Upper Little River Township from
Highway #60 at Cameron's Filling Station to 'Patterson road be approved and for-
warded to State Highway and Public Works Commission for consideration.
It is ordered that N.B. Denning be refunded •$2.00 for poll tax for 1934 in
Black $fiver Township as he is a resident of Orrum Township, Robeson County and
has paid his 1934 poll tax there.
RESOLVED that the Auditor be and he is hereby authorized to allow Geo. L.
Cannady, Former Tax Collector, the sum of $1.20 for each land sale made by him
for 1934 taxes and salary up to November 5, 1935, and Geo. L, Cannady is to pay
all expenses whatsoever in connection with said 1934 band Sales.
It is ordered that report of W.D. Harrington, Collector of Privilege Tax,
be accepted and filed and check in the sum of $427.50 be turned over to the County
Auditor for distribution.
IT IS ORIFRED that report of W.D. Harrington, Tax Collector, be accepted and
filed.
It isi ordered that Bannerman Motor Co. be granted the privilege of purchasing
beer license. This order to be subject to the approval of the Town Board of Dunn,
N.C.
It is ordered that report of Dr. A.W. Peede, County Health Officer, be accepted
and filed.
It is, ordered that L.E. Page of Upper Little River Township be released of
1.00 dog tax for the year 1935.
It is ordered that Miss Lillie Davis be requested to investigate condition of
R.O. Step. =:art, Coats, N.C' and report to Board.
It is ordered that Charlie Thornton be allowed $4.00 per day for 6 days work
per month in assisting Miss Davis, Welfare Officer, in Duke and Averasboro Township
Mr. Thornton to be allowed this amount from the 1st. day if December, 1935 and
until the 1st. day of April, 1936.
It is ordered that L.Fh West of South Erwin be granted the privilege of
purchasing beer license.
The resignation of D.J. Taylor, Constable for Duke. Township, having been
presented, it is ordered that the same be accepted.
It is ordered that W.C. IJarshburn be refuned 32.00 dog tax as 2 dogs were
listed inlieu of the one owned by him.
It is ordered that petition for road in Slack River Township from Talmage
Gardner's to Alonzo Ennis place be approved and forwarded to State Highway and
Public Works Commission for consideration.
It is ordered that William Alvin Stone of Grove Township be relieved of the
payment of poll tax for the year 1935 on account of physical disability.
It is ordered that Commissioners Barker and Ennis and Auditor McLean be
authorized to rent the County Farm if a suitable contract can be made.
RESOLUTION:
A RESOLUTION AUTHORIZENG $80,000 SCHOOL BONDS BY THE COUNTY OF HARNETT AND
PROVIDING FOR THE PAYMENT OF THE PRINCIPAL AND INTEREST THEREOF.
WHEREAS, the Board of Education of Harnett County has determined that in order
to properly maintain the six months' public school term required by the Constitution
it is necessary to construct certain new school buildings, and
WHEREAS, application has been made to the United States of America through
the Federal Emergency Administration of Public Works for a loan and grant to

finance the construction of the aforesaid school buildings, and
WHEREAS, the Board of County Commissioners of Harnett County, acting as an
administratrive agent of the State of North Carolina in providing the state system
of public schools is of tple opinion and hereby finds as a fact, that, in order to
properly maintain the six months public school term required by the Constitution, i
is necessary to erect new school buildings in said County. -
THEEREFORE, BE IT RESOLVED by the Board of (Commissioners of Harnett County that
in order to erect the buildings aforesaid there be issued by said Harnett County,
acting as an administrative agent for the State of North Carolina in providing a
state system of public schools, and pursuant to the "Emegerney County Bond Act of
1935" negotiable coupon bonds of said County in an amount not to exceed $80,000.00.
The said bonds shall bear such date and shall be payable at such time or times,shall
be in such denominations, shall be payable at such place or places and shall contain
such provisions as to registrations as as shall hereafter be determined by governing
body of said County. Said bonds shall be signed by the Chairman of the Board of
County Commissioners and by the clerk of said Board, and shall bear the corporate
seal of said County and shall bear interest at the rate of four per centnm per
annum, payable semi - annually.
BE IT FURTHER RESOLVED that there shall be levied and collected annually at the
times other taxes are levied and collected a special tax in addition to other taxes
authorized or required by law to be levied, of sufficient rate and amount to pay
the principal and interest of said bonds as the same become due and payable.
BE IT FURTHER RESOLVED that the Local Government dommission of North Carolina
be requested to approve t of the issuance of said bonds and that it sell said bonds.
BE IT FURTHER RESOLVED and it is hereby declared and determined that the
buildings mentioned in the preamble of-this resolution and for which the said
bonds are to be issued are necessary for the maintenance of the six months public
school term as required by the Constitution, and that the cost thereof is to be
financed by means of a loan and grant from the United States of America through
the Federal Emeggency Administration of Public, Works.
BE IT FURTHER RESOLVED that this resolution shall take effect thirty (30) days
after the first publication thereof after its passage unless in the meantime a
etition for its submission to the voters is filed under the provisions of the doun
inaneeAct, and that in such event it shall .take effect when approved by the
voters of the County at an election as provided by law.
BE IT FURTHER RESOLVED that the Clerk of this Board be and he is hereby
authorized and directed to cause the foregoing resolution to be published in some
newspaper to be published in Harnett County once in each of two successive weeks,
and that there shall be appended to such pulications a notice in substantially the
following form:
"The foregoing resolution was passed on the 6th. day of January, 1936 and was
first published on the 9 day of Jan. 1936. Any aetion.or proceeding questioning
the validity of sad resolution must be commenced within thirty days after its
first publication"

Upon motion of G,T. Noel, seconded by J.S. Barker the foregoing resolution was
passed: Those voting for the adoption of said resolution being: Messers J.B,Ennis,
G.T. Noel, J.S. Barker, E.L. Cooke and A.A. Cameron. Those voting against the
adoption of said resolution: None.
It is ordered that the valuation of lot of Pairs. A.D. Stewart in Neills Creek Town-
ship be valued for the years 1933, 1934 and 1935 at a valuation of $150.00 as the
same was not assessed for those, years.
It is ordered that Geo. W. Edwards, col. a disabled World War Veteran be and he is
hereby granted the privilege of selling medicines in Harnett County,' without paying
license until June 30th. 1936.
RESOLUTION:
WHEREAS, this Board on the 6th. day of January, 1936 adopted a bond resolution
authorizing 380,000. Sahool Bonds for the purpose of maintaining the six months
public school term required by the Constitution, and
WHEREAS, it is now deemed necessary to issue 1480,000. of said bonds,
NOW THEREFORE, BE IT RESOLVED by the Board of Commissioners of Harnett County
that there be issued by said Harnett County negotiable coupon bonds in the aggregate
principal sum of 440,000. , The said bonds shall be dated December 1, 1935, shall
be in denominations of $1000.00 each, and both principal and interest of said bonds
shall be payable at the office of the Treasurer of Harnett County, Lillington, North
Carolina, or at the option of the holder at The Chase National Bank of the City of
New York in the Borough of Manhattan, City and State of New York. Said bonds shall
be registerable as to principal at the option of the holder. Said bonds shall mature
in numerical order as follows: 42,000. thereon on December 1 in each of the years
1937 to 1944,'and 33,000. thereof on December 1 in each of the years 1945 to 1949
and $4,000. thereon on December 1 in each of the years 1950 to 1955 and 45,000.
thereof on December 1 in each of the years 1956 to 1960, inclusive. Said bonds shall
be signed by the Chairman of the Board of County Commissioners and by the Clerk of
the said Board, and-shall bear the corporate seal of said county, and it shall be
sufficient for the coupons attached to such bonds to bear the facsimile printed or
lithographed signature of said Clerk. Said bonds shall draw interest at the rate
four (40) per centnm per annum, payable semi - annually, on the first days of June and

December in each year and shall be serially numbered from 1 to 80, inclusive.
BE IT FURTHER RESOLVED jrhat it shall be sufficient for the said bonds and
coupons and the provisions for registration thereof to be in substantially the
following form, to -wit:

SVHOOL BUILDING BOND
The County of Harnett, North Carolina, is justly indebted and for value
received hereby promises to pay to the bearer, or if TIIS bond be registered, to
the registered owner thereof, on the first day of December, 19 the principal
sum of One Thousand Dollars together with interest thereon at the rate of four per
cent per annum, payable semi - annually on the first days of June and December in
each year upon the presentation and surrender of the annexed interest coupons as
they severally fall due, Both principal and interest of this bond are payable at
the office of the Treasurer of Harnett County, Lillington, North Carolina, or at
the optio of the holder at the Chase National Bank of the City of New York in the
Borough of Manhattan in the City and State of New York, in lawful money of the
United States of America. For the prompt payment thereof, both principal and
interest as the same shall fall due, the full faith and credit of said county are
hereby irrevocably pledged.
This bond is one of a series issued by said Gounity acting as an adminis-
trative agent of the State of North Carolina in providing a state system of public
school: and is issued under and pursuant to the Emergency County Bond Act of 1935
for the pur oses of erecting school buildings within said County in order to main-
tain schools in said County for the Constitutional six months school term, and
has been authorized by a resolution duly adopted by Board of Commissioners of
said County.
It is hereby certified dnd recited that all acts, conditions and things
required to happen, exist and be performed precedent to and in the issuance of
this bond, have hap ened, exist and have been performed in due time, form and
manner as required by the laws and Constitution of North Carolina; that provision
has been made for the levy and collection of a direct special annual tax upon all
taxable property within said County sufficient to pay the principal and interest
of this bond as the same shall fall due, and that the total indebtedness of said
County including this bond does not exceed any Constitutional or Statutory limi-
tations thereon.
This bond is registerable as to principal along in accordance with the
, rovisions endorsed hereon.
IN VITNES3 WHEREOF, said County of Iiarnett, by order of its Board of
Commissioners, has caused this bond to be signed by its Chairman and its Clerk
under the seal of said County and has caused the annexed interest coupons to bear
the facsimile signature of paid Clerk, all as of the firs; day of December, 1935.

of Harnett by the Clerk of the Board of County Commissioners as Bond Registrar or
by such other Bond Registrar as may be legally approved by the Governing body of
said County, notation of such registry to be made hereon by the Bond Registrar and
this bond may thereafter be transferred on said Bond Register any upon a written
assignment of the registered owner or his attorney duly acknowledged or approved,
such transfer to be endorsed hereon by the Bond Re,r•istrar, Such transfer may be to
bearer and thereby transferability by delivery shall be restored, but this bond
shall again be subject to successive registrations and transfers as before. The

be requestedtto<, approve of the issuance of said bonds and to sell said bonds.
Upon motion of J.S. Barker, seconded by A.A. Cameron, the foregoing resolution
was passed. Those voting for the adoption of said resolution were: Messers J.B.
Ennis;Chairman, E.L. Cooke, G.T. Noel, J.S. Barker and A.A. Cameron. Those voting
against the adoption of said resolution: None
The resignation of D.J. Taylor of Duke Township as Constable, haveing been presented
and accepted it is orderedby the Board that his Bondsman be relieved of further
liability from and after the 6th. day of January, 1936.
RESOLUTION:
WHEREAS, Geo. L. Cannady, Tax Collector for the 1934 Levy has 'settled in full
for all taxes shown by fhe said 1934 levy, it is therefore ordered that the said
Geo. L, Cannady and the surety on his bond as said Tax Collector be discharged
fromfurther liability.
It having been brought to the attention of this Board /the necessity of appointing
some person to act as a member of the State Farm Reporting Service it is ordered
by this Board that J.B. Ennis be designated to fill this place.
It is ordered that the County Auditor be instructed to after -list to Mildred Lee
Or Mildred Lee West that certain piece of property in Averasboro Township, being
one -half of Lot "A" of the division of J.J. Lane Edate, containing 6- 68/100 acres
at a valuation of $300.00. It is further ordered upon payment of $22.27 that this
piece of property be released for taxation for the year 1935 and all prior years.
