JANUARY 1ST. 1934.
The Board of County Commissioners met in regular session with the following
members present: J.B. Innis, Chairman, H.Y. O'Quinn, J.S. Barker and J.D Byrd
and Z.L. Cooke. i
It is ordered that report of Z.M. Chaffin, C.S.C. be accepted and filed and checks
in the sum of $E11.30 and $276.20 respectively, be delivered to the County Auditor
for deposit.
It is ordered that Insurance policy on the jail in the sum of $1600.00 with Pied-
mont Insurance Company be accepted end filed and premium in the sum of $48.00
be paid to Mr. J.C. Thomson.
It is ordered that report of H.Y. OtQuinn as to supplies now on hand at the County
Home be aooepted and filed.
It is ordered that Owen Dixon be allowed to list 411 acres land in Bleak River
Township, the Auditor to calculate the amount of said taxes and that he be
permitted to pay same without penalty.
It is ordered that petition for road in Buskhorn Towna$ip from Albert Truelove'
to wake County line be approved and sent to the State Department. 0
It is ordered that report of Goo. L` Camnady, Tax Collector, be accepted and filed.
It is ordered that report of Geo. L. Camnady, Collector of Privilege Tax, be
accepted and filed/
It is ordered that a telephone be authorised in the office of J.O. Anthony, County
Farm Agent, for a period of sixty days, the County to pay for installation and for
two months rental of same.
It is ordered thatthe lueation of re- indexing County records as presented by Mrs.
Hall be deferred until a later meeting and that Mra. Hall present an approximate
statement as to the coat to the County for this work.
RESOLUTION:
Resolved that Goo. L. Csnnady, Tax Collector, ascertain the names of all male
persons who have not paid their personal property and poll taxes, and who are now
employed by any of the U.S. Government public works and report the same to this
Board by let. Monday in Feb. 1934.
It is ordered that the $300.00 privilege tax gollected by Geo. L. Carmody for a
Fair and Carnival on the grounds of the Sour County ,agricultural Fair Association
be refanded as the Fair Association was greeted to be tax free.
It is ordered that W.P. Byrd be allowed $5.00 for survey and calculation of the J.R.
Young property as to acreage for tax purposes.
It is ordered that report of Dr. A.W' Peed*, County Health Office, be accepted
and filed.
RXS0LUTION:
Whereas the County of Harnett levied a special tax for relief during the
rises' year:
And whereas it is the opinipn of this Board that the best method of
Relief is to provide positions for the unemployed rather than a dole.
And whereas, the C.S.A. will furnish all labor necessary to erect the
addition to Shawtown School # necessary for the maintenance of en 8 months
school provided the County 01Rarnett furnishes the sum of $1200.00 for materials
And the Board of Zduoation has certified that such additions are neoeasar;
Now therefore, be it resolved that the budget for 1933 -1934 be amended es
follows: That the sum of $1500.00 be transferred from the Special smergeney Relief
Fund to the General County tot School Fund for the purpose of erecting building and
thereby furnishing work for un- employed.
RESOLUTION:
--"----"---Whereas, under ruling of the Attorney General dated June 29, 1933 it was
held that taxes levied for a special school district and collected since May 15,
1933* belong to School Districts, it is ordered that the Secretary to the Board of
Ideation and the Auditor of $araett County issuet checks on any funds belonging to
any Special Districts for payment of any necessary accounts contracted in supple-
menting the *ix months publio aohool term for that district provided said
are approved by local school Committeemen.
REPORT:
The Committee appointed to investigate the bill of Town of Dunn having
recommended that the bills for costa incurred in the Recorder's Court of Dunn be
disallowed the recommendation of the Committee is hereby adopted.

RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF HARNETT COUNTY WITH

RESPECT TO THE PAYMENT OF CERTAIN TAXES ON PROPERTY OF N.A. TOWNSEND IN AVERASBORO
TOWNSHIP AND IN THE TOWN OD DUNN.N,C.
WHEREAS on the 27th, day of August, B.D. 1926, N.A. Townsend and wife, Myrtle
W. Townsend executed and delivered to A.L. Brooke, Trustee, a certain deed of trust
which is duly recorded in the office of Register of Deeds for Harnett County,- North
Carolina, North Carolina, in Book 218, page 480, in which deed of trust was conveyed
the following described two lots of lands
FIRST LOT: Beginning at the intersection: of the Northern margin of umbe.rland
Street vitr the Western margin of Layton Avenue and runs thence Northward ly with
Layton Avenue 75 feet; thence Westwardly parallel with Cumberland Street 140 feet;
thence Southf98rdly parallel with Layton Avenue 75 feet to Cumberland Street; thence
Eastwardly with Cumberland Street 150 feet to the beginning.
SECOND LOT: Beginning at the intersection of the Northern line of Divine Street
with the Eastern line of Ellis Avenue, and runs thence with Ellis Avenue Northwerdly
300 feet to Cumberland Street; thence with Cumberland Street Eastwardly 150 feet
thence Sonthwardly parallel with Ellis Avenue 300 feet to, Divine Street; thence !estw
ly with Divine Street 150 feet to the beginning.
AND WHEREAS; There was default in the payment of the indebtedness secured by the
said deed of trust, and the same was duly foreclosed en the 25th. day of October,
1933, and The Dixie ire Insurance Company of Greensboro, North Carolina, purchased
the same et the said sale;
AND WHEREAS, the taxes on the said property for the years 1929, 1930, 1931, 1932
and 1933 have not been paid and tpe said Dixie tire Insurance Company is anxious to
pay the same;
AND WHEREAS, The Auditor of Harnett County has made due calculation of the taxes
due on the particular property above described based upon the taxes due on the par-
tioular property above described based upob the valuation as appeata of record, which
said taxes are as follows:
1929 taxes (includingproportionatepart costa) 4107.52

NOW THEREOORE, BE IT RESOLVED by the Board of County Commissioners of Harnett
County, North Caroline, in regular session assembled on Monday, the lst.day of
January, 1934;
1. That upon the peysat of said sum of 4373.75 to J.S. McLean, County Auditor
of Harnett County, N.C. that the said Auditor do issue to the Dixie Fire Insurance
Company a receipt showing the payment of the said taxes; and,
2. That upon the said payment the said lands hereinbefore described shall there-
upon be released and discharge of any and all liens in favor of the County of Hornet
by reason of any levy made by dies Board or by reason of any assessments against the
said property, for taxes for the years 1929, 1930, 1931, 1932 and 1933.

NORTH CAROLINA: HARNETT COUNTY:
WHEREAS the Board of Education of Harnett county by contract duly approved by t
the State Board of Education has been paying as a rent to Campbell college for the
use of a graded school building the sum of One Hundred Twenty hive Dollars (4125.00)
per month;
AND WHEREAS.the heating system in said building is inadequeteand not equal to the
heating systems of the other public exh@ole of Harnett County;
AND WHEREAS, Campbell College has agreed that, if the County will pay a rental of
4180.00 per month for eight months, making a total of $1200.00 rental per annum, that
Campbell college will install a modern hot air heating system in said building and
will execute to the Board of Education of Harnett County a lease, leasing the school
building now occupied as a public school for District t9 for a term of five years,
With an option of five years renewal, said lease to be dated this day and to become
effective upon the installation of the heating system;
AND WHEREAS,' The Board of Education does find as a fact that it is far more
aconomioal for the tax payers of Harnett County to lease said building for a term of
five years under the conditions herein set forth than to erect a modern school build-
ing in School DistricA 19.
NOW THEREFORE, BE IT RESOLVED by the Board of k'ducetion of Harnett County that
this Board does recommend to the Board of Commissioners of Hernett:Oounty that the
budget of this"Board be amended for the present fiseari year as as to include the
increased rental and that this Board of Education be_ permitted and instructed to
xecute e_lease embodying the terms set forth in this resolution; provided the said
lease contains a provision that if the State of North Carolina should take over l
al
bohool buildings in the State of North Carolina, that this lease be null and void`

PESOLVED by the Board of County Commissioners of Harnett County that the foregoing
Resolution be adopted and the Chairman of the Board of Education and the County Com-
missioners execute a proper lease embodying the terms set forth in said Resolution
of the Board of Education dated this date.

To The Honorable Board of Commissioners of Harnett County:
The petition of J.A. Jackson respectfully shows the following:
That the County of Harnett, through J.O.test, attorney, instituted two snits for
the collection of 1928 taxes against t.is petitioner, said suits being No. 1 -288 an
1-43S .
-That this affiant, through oversight on the part of the list taker, list more
personal property than he was due to list. That his solvent credits show the follow
ing• J.L. Thompson and William Thompson 43500.00, Allen Lee, 4725.00, E. Barefoot,
4100.00 and notes and eoeounts 41000.00 making a total of 47325.00.
That the deduottion on the said 1928 list contain the following: $2500.00 owed
by this petitioner to N.M. Johnson and First National Bank of 42000.00.
That the said list -taker fail to place in the deductions the following real
estate owed by this petitioner et the time of list:
To Hattie Bell Wade"43000.00 for balance of purchase price of 3 acres bought
in 1927, which deed of trust is recorded in Harnett County in Book 224, et page 319.
To Page Trust Company, for debt assumed by this petitioner owed by G.O. Godwin
and secured by deed of trist recorded in Harnett County in Book 168, at page 532
on 221 acres, the about being due in 1928 being 41000.00.
To Old Dominion Trust Company, Richmond, Va., mortgage deed on 138 acres in
Sampson County, N.C., my former Home Place - $3000.00.
That if the list taker had placed the correct deductions On the tax list for
1928 this petitioner would not be charged with the sum of 42825.00 solvent credits.
That this petitioner during the year 1928 lived in the Lond Braneh School Distrio
that by error the said list -taker charged this petitioner with a fifty cent rate
on pert of his property, returning in the tax abstract as the property being in
the Averasboro School District, when in fact none of the personal property or the
real estate was in said school district.
That this petitioner has offered to the Auditor of Harnett County the sum of
4142.09 in full settlement of this tax for 1928, which sum the Auditor refused to
take without and order of this Honorable Board; that this petitioner had placed
the Auditor's cheek for the said sum of 4142.09, which this petitioner prays will
be accepted by the Board ea full settlement of 1928 taxes due by this petitioner.

It was moved by Mr. H.M. O'Q,uinn and seconded by M J.D. Byrd that order previously
passed by the Board refunding 4300.00 to the Four !minty Fair Association be
rescinded and that further action in this matter be delayed until a later meeting
of this Board. This motion was duly adopted by a vote of the Board.
