NOVEMBER 6TH. 1933.
The board of County Commissioners met in regular session with the following
members present: J.B. Ennis, Chairman, H.M. O'Quinn, J.D. Byrd, J.S. Barker and
E.L. Cooke.
Also I.R. Williams, County Attorney, was also present.
It is ordered that L.S. Langdon be retuned poll tax for the year 1932 on
account of physical disbility.
It :ls ordered that R.C. Price of Black River Township be released from the
payment of lases-on • valuation of 480.00 on account of 1 acre listed to him by
error for the year 1932.
It is ordered that Dan Byrd of Averasboro Township be released from the payment
of poll tax for the year 1933, he being over 50 years of age.
it is ordered that G.C. Dennis of Buckohan Township be released from the
payment of poll tax for the years 1933, 1932 and 1931 on account of physical dis-
ability.
It is ordered that R.C• Price of Black River Township be released from the
payment of poll tax for the years 1931, 1932 and 1933 on account of physical
disability.
RESOLUTION:
It is ordered that the Superintendent of the County Hose submit each First
Monday a report showing the supplies on hand, which report will show the supplies
grown or prepared on the County Fars and those purchased by the County Purchasing
Agent; That all orders in conflict with this order are hereby rescinded.

It is ordered that I.R. Williams and J.S. McLean be appointed a Committee
to act with a Committee appointed by the Commissioners of the Town of Dunn in
arranging a settlement of the bill of the Recorder's Court of Dunn against Harnett
County.
It is ordered that the valuation of the 27 acres of land of Milton J. McKay of
Averasboro Township be reduced to 41500.00 and that the house of the said Milton J.
McKay be reduced to 41000.00 making a total valuation for this property of 42500.00
for the Mears 1931 and 1932 and that taxes be calculated and collected on this basis
on account of error in listing.
It is ordered that J.S. Moore of South Irwin, N.C. be allowed to purchase beer
license in Harnett County for one year.

It is ordered that the 1933 -34 budget for Schools be amended to the extent that
the County Board of Education be authorized to transfer from the first available fund
such moneys as necessary to nay upkeep of limas power lines leading to Long Branch
School and Boon:Trail Cahool in Harnett County.
It is ordered that all stamp bills of the Clerk of Court and Register of Deeds
be paid, this order to be re- troaotive.
It is ordered that the report of L.M. Chaffin, C.S.C. be accepted and filed
and that checks in the sum of 4287.14 and 4666.30, respectively, be ordered delivere
to the County Auditor.
It is ordered that valuation of merchandise and fixtures of Louis Baer in
Averasboro Township be fixed at 46000.00 for the year 1932, on account of loss by
fire.
It is ordered that H.M. O'Quinn, J.S. McLean and Edwin Herrington be appointed
a Committeeeto to check bills of physicians who completed typhoid and diptheria
vaccinations in Harnett County.
It is ordered that E.M. Slaughter of Averasboro Township be released from
the payment of 41.00 dog tax for the year 1932 as dog was listed by error.
It is ordered that komie C. Price be and he is hereby exempted from paying
peddler's license for year 1933 -34 on account of his being a disabled World War
Veteran, and being a resident of Black River Township, Harnett County.

Whereas, A.W. Edwards has been granted the right to peddle lawful wares by the

County of Wake for one year from July 1, 1933, on account of being a disabled World
War Veteran, it is therefore ordered by the Board of Commissioners that the said
A.W. Edwards be and he is hereby granted the tight to peddle lawful wares for a
period of one year from July 1st. 1933, on account of being a disabled World War
Veteran free from tax.

RESOLUTION:
RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF HARNETT COUNTY:
At a meeting of the Board of ounty Commissioners of Harnett County, held on the
6th. day of November, 1933, the following members were present, the same being a
quorum of said Board:
Messers J.B. Ennis, J.S. Barker, E.L. Cooke, J.D' Byrd and H.M. O'Quinn.
The following resolution was offered by Mr. O'Quinn and seconded by Mr. Byrd:
"Resolved by the Board of County Commissioners of Harnett County:
1. That for,properly maintaining a six months school term in District No. 6
Grove Township, Coats School, White race, Harnett Bounty, as required by Article
II, Section 3 of the Constitution of the State of North Carolina, it is found as a
fact that it is necessary that certain improvements be made therein of the follow -
ing character:
Erect building and build a sewerage disposal plant and purchase any necessary
site.
Note *: A grant of 30% of the eost and labor and material is to be added to the
$17,550.00, making a total of 425,000.00 available.
2. That in order to provide said improvements it is necessary that the sum of
Seventeen Thousand Five Hundred Fifty (017,550.00) Dollars be obtained by borrowing
the same to be used by the county Board of Education of Harnett County for sadd
purpose, and that in addition a grant of 30% of the cost of labor and material be
obtained.
3. That the Board of Bounty Commissioners of Harnett County does hereby approve
the application for and procurement of, a loan and grant for said purpose from the
United States (Federalt Emergency Administration of Public Works).
And the said Board does hereby authorize and direct that all necessary steps
be taken to procure said loan finder the provisions of the National Recovery Beet and
the rules and regulations therein set forth governing the making of loans from said
Federal Emergency Administration of Public Works, and the Chairman and Secretary
of this Board are hereby authorized, empowered and directed for and on behalf of
this Board to join with the County Board of Education of Harnett county in making
the necessary application therefor, and to take such action under this Resolution
and under the statutes of North Carolina and the rules and regulations of the Fede
al Emergency ,Administration of Public Works as may be necessary for said purpose"

purchase any necessary site.
Note* A grant of 30% of the cost of labor and material is to be added to the

The following resolution was offered by Mr. Barker and seconded by Mr. Cooke
"Resolved by the Board of County Commissioners of Harnett county:
1. That for properly maintaining a six months' school in Vistrict No. 7
Buckhorn Township, Buckhorn School, White race, Harnett County, as required by
Article 11, Section 3 of the Constitution of the State of North Carolina, it is
neoessary that certain improvements be made therein of the following character
To complete Buckhorn School building already under construction.
2. That in order to provide said improvements it is necessary that the sum
of Three Thousand Dollars 03000.00) be obtained by borrowing the same to be used
by the county Bosfd of Education of Harnett county for said purpose.
3. That the Board of County Commissioners of Harnett County does hereby approve
of and authorize the application for, and procurement of, a loan for said purpose
from the State Literary Fund of the State of North Carolina, extaplished under
Chapter Public Laws 19 , and said Board does hereby authorize and direct
that all necessary steps be s en to procure said loan under the terms of said
statutes and the rules and regulations of the State Board of Education governing
the making of loans from said fund, and the Chairman and Secretary of this Board
are hereby authorized, empowered and directed for and on behalf of this Board to
join with the County Board of Education of Harnett County in making the necessary
application therefor, and to take such action under this resolution and under said
statutes, rules and regulations as may be necessary for said purpose ".
The resolution was duly adopted by the following vote:

It is ordered that the following Resolution and notice be adopted:
"For the information of delihquent tax payers for 1931 and prior years it is ordered
that the following notice be published for two weeks in the Harnett County News
and the Dunn Dispatch, newspapers published in Harnett county.
NOTICE
"Delinquent Tax payers can reoeive the following discounts for the prinoipal of
taxes and all interest on same for 1931 and prior years taxes:
10p until Deoember 1, 1933,

516 from Jan. 1st. 1934 to Feb. 1st. 1934.
20 from Feb. let. 1934 to March 1st. 1934.
None after March lat. 1934.
The Oounty Auditor is in charge of the collection of such taxes.
