HomeMy WebLinkAbout07031933159 JULY 3rd. 1933. The Board of County Commissioners met in regular Session with the following members present: J.B. Ennis, Chairman, H.M. OTQuinn, J. Daniel Byrd, J.S• Barker and E.L. O:ooke. I.R.Williams, Co.Atty. also present. It is ordered that J.L. Moore be granted license to sell beer in Coats, N.C. he having been granted license by the Town of Coats. It is ordered that report of Dr.A.W.Peede, Couhty Health Officer, be accepted and filed. It is ordered that report of L.M. Chaffin be accepted and filed and that check in the sum of 467.40 be delivered to the County Auditor for deposit. It is ordered that E.V. Barefatt, disabled Werl War Veteran be authorized to peddle in Harnett County without the payment of license tax. It is ordered that Eugene E. liken, Duke Township be relieved of the payment of poll tax for the years 1932 and 1933, on account of being disabled world war veteran. It is ordered that J.M.Hawley, Duke Township, be relieved of the payment of poll to for the year 1932 and 1933 on account of being disabled world war veteran It is ordered that S.G. Davis be relieved of the payment of poll tax for the years 1932 and 1933 in U.L.R. Township on account of being disabled world war veteran. It is ordered that Geo.L. Cannaday investigate peddler's tax of Joe Thomas, Ave. Township and report to the Solioitor should he find that he has violated the State laws in this respect. It is ordered that the Town of Dunn be allowed 46.14 for water bill incurred by Mrs. C.T. Butler, former County charge, to include all payments due up and until July 1, 1932 and that no further bills be paid on her account. It is ordered that a former order of the board authorizing the Goats Sehool District fa to spend its surplus funds be rescinded. It is ordered that hereafter no bills for transportation of prisoners either within the County or from without the county will be paid by the County unless the trans - poration is authorized by the Sheriff of the County and the bills for such transpor- tation approved in writing by the Sheriff of the County. It is ordered that J.H. Ballanqe be allowed 4017.50 for the rent of J.R.Cannaday building for the time the Tax ollector was in possession of this building. This being the County's one -half of total bill, the Town of Dunn paying the other one -hal It is ordered that Manson Webb, lverasboro Township, be relieved of the payment of poll tax for the years 1932 and 1933 on aaccount of physical disability. TYPHOID FEVER AND DIPTHERIA PREVENTION: It is ordered that the sum of 42000.00 be and the same is hereby appropriated for purpose of a typhoid and diptheria campaign for year 1933, said campaign to begin at once under the terms of the rules set forth in the instructions of the State Board of Health; It is further ordered that any sums received from the Federal Relie Funds and State Board of Health be deducted from the said sue above appropriated. It is further ordered that this appropriation be carried in 1933 -34 budget; it is further ordered that a copy of the instructions from the State Board of Health be 'peeled on the minutes of this Board. BOARD POLICIES PERTAINING TO TYPHOID FEVER AND DIPTHERIA IMUNIZATION CAMPAIGNS. For the Fiscal Year beginning July 1, 1933. The North Carolina State Board of Health will cooperate with Scanty Boards of Commissioners in conducting immunization campaigns against typhoid fever and dipther during the fiscal year - beginning July 1, 1933, in accordance with the following provisions: 1. That the immunisation eampaign be approved by the County Medical Society. 2. That every regular licensed physician in the County be permitted to partiodpate in the work. 3. That no claim for compensation be submitted by the physicians for administering diptheria immunization treatments to any person over six years of age. 4. That eaoh physician who participates in the campaign keep an accurate record of the names addresses and injections of each person immunized on forma supplied by the State Board of Health. 5. That s.sak these records, on completion of the campaign be sent to the State Boar of Health. 3. That the State Board of Health will oerti I+ to the County Commissioners the correctness of the records and the amount to be paid to eaoh physician. 7. That the County Commissioners pay to each physician so certified an amount equal to .860 for each oomplete immunization treatment, the total amount to be stated in the certification. 160 8. That the County Commissioners submit to the State Board of Health a statement setting forhh the exact amount paid by ahem to the physician particupating in the campaign. 9. That the State Board of Health will then reimburse the County of Harnett twenty per cent (2r) of the amount actually paid to the physicians of the County is this amount has been properly certified to bylhe State Board of Health; provided, however that the said State Board of Health's financial participation shall not be in excess of Three Hundred Sollars (4300.00) 10. The State Board of Health agrees to furnish free placards to be used in adver- tising the oaccination clinics, free typhoid vaccine, and free diptheria toxoid during the campaigh. It is ordered that petition for Abed in Ave. Township from Dunn- Newton Grove Road to the Jonesboro Road be approved and ordered forwarded to the State Highway Commission. It is ordered that 41890.00 be played in the 1933 -34 budget for salaries for Vocation 1 Agricultural teachers in the Schools of Boone Trail - Benhaven; Lillington- Lafayette; Coats - Angier; Bunnlevel- Anderson Creek.Voting for above resolution:0'Quinn,Barker and Cooke. Voting Against: Byrd. It is ordered that 4300.00 be placed in the 1933-34 budget for the purchase of Equip- ment and supplies for vocational agriculture work. Voting for above resolution: O'Quinn, Barker and Cooke. in 1933 -34 budget It is ordered that 4500.00 be allowed /for the travel allowing for teachers in Vocation- al Agriculture. voting for above resolution: O'Quinn,Barker and Ennis;Voting against Byrd and Cooke. it is ordered that 4400.00 be placed in the 1933 -34 budget for supplies for Home Economics Coarse in Dunn and Erwin. Voting for above resolution: O'Quinn,Barker and Ennis. against :Byrd and Cooke. It is ordered that 4200.00 be placed in the 1933 -34 budget for Commercial Course in Bales Creek School. Voting for above resolution: Cooke,0'Quinn and Barker; Voting against: Byrd. It is ordered that 4500.00 be placed in the 1933 -34 budget for the use of the Depart- ment of Conservation and Development. Voting for the appropriation: Cooke,Barker and Ennis; Voting against: Byrd and O'Quinn. Having advertised for sealed bids for the laundry work for the County Home and Jail the following were received and opened: The Modern Steam Laundry .0425per pound White allay Laundry .06 per pound. The Modern Steam Laundry of tuna, N.C. being the low bidder it is ordered that the laundry work for County Home and Jail be given them for a period of twelve months It is ordered that the County 6f Harnett purchase a North Carolina Code, 1931, for use di Clerk pf Superior Cpurt's Office. It is ordered that report of Geo. L. Oannaday, collector of Privilege Tax be accepted and filed. RESOLUTION: WBEREAS,Miss Gladys Rockefeller has expressed an intention to build a Preven torium for the treatment of Tubercular children, which treatment is to be free of Charge; AND WHEREAS, the Board of Commissioners desire to relieve the said lands,used for said Preventorium,of taxes as long as said lands are used for this charitable purpose NOW THEREFORE, be it ordered that said lands be veined at 4600.00 and that no taxes be collected on the same so long as the lands are used for thischaritable purpose by Miss Gladys Rockefeller or any other person. IT IS ordered that a Committee composed of H.M. OtQuinn,J.D.Byrd, J.S. Barker and J.S. McLean be appothnted to investigate complaints arising from property owners whose property has been raised by Board of Equalization and Review. IT IS ORDERED that the valuation of the real estate listed as 44 acres by Ruth W. Alexander, Administrator of J.H. Withers Estate be reduced from 41330.00 to X1045.00.
