The matter of reliefwork in the County being discussed the request of Dr. Fred Morrison for the appointment of a. Relief Council was considered and the.following persons were designated to compose the Relief Council for Harnett (aunty: J.B.Ennis, Chairman, Board of County Commissioners, The Board of Public Welfare, C.J. Smith, Chairman, Board of Education, S.H.Wilbon, Mayor of Lillington, N.C.; C.B. Aycock, Mayor of Bunn, N.C. H.L. Steele, Ralph Wade, J.0. Anthony, E.H. Bost, Chas. Ross, J.R.Baggett, B.P. Gentry and I.R.Williams, County Attorney. It is ordered that the plan of 1r. Fred Morrison, State Director of Releig, be endorsed and ordered spread on, the minutes as regarding Harnett County as follows: "January 10, 1933. Mr. J.B. Innis. .Chairman, County Board of Commissioners, Lillington, N.C.` Dear Mr. Innis: I regret that I did not have an opportunity to meet you when you were in this office yesterday. Mter carefully discussing the situation in Harnett County and the need for relief funds in your County with Mr. I.R. Williams, and also with Dr. Roy M. Brown and Miss Dasher, I should like for you to consider the follow- ing suggestions ass practical plan for improving relief administrations 1. A relief Council for Harnett County consisting of some ten or twelve persons and set upon the 'general pattern approved by this office for the several counties. I would suggest the following persons as members of the council: Yourself as Chairma of the Board, the Chairman of the Board of Public Welfare, She Chairman of the Boar of Education, the mayors of Lillington and Dunn,. the county Superintendent of school and /three or four other persons of eakeoity" and interest in this undertaking. 2. Miss McQueen, the County Superintendent of Public Welfare., relief adminis- trator and responsible esx'to this office and to the above'"couneil of relief. 3. Mr. Winborne as assistant to Miss McQueen to investigating and class work. 4. Sheriff Fowler as assistant to Miss Mcqueen in'eharge of developing, sup - ervising and directing work projects, with Mr. Upchurch as his assistant if a real work relief program can be developed successfully in your county. 5. .competent bookkeeper and clerk in miss Mceen's office who can handle all of the details of records and reports efficiently and accurately, so as to relive Miss McQueen of the necessity of spending a great deal of her time on routine cler- ical work and make it possible for her to be in active charge of the relief program throughout the county. 6. Federal Funds to be handled through the county treasury as other public fund are hat &aed - routed. 7. All relief funds to be paid out on the authorization of Miss McQueen, with the approval of the County aceountan) as to availability. 8. Relief funds °not to be diminished by the payment of tax on checks or 'by fees or charges for handling by any person for any purpose. 9. Mr.,Winborne to be paid a, supplemental salary pf 440.00 a month and necessar travel expenses not to exceed $30.00 a month. Sheriff Fowler to be paid at salary of 475.00 a month and nevessary tnawel.expenses not to exceed 450.00 per month. Mr. a s s 1 121 Upchurch to be paid $40.00 a month and necessary travel not to exceed $30.00 a month. The bavkktepatn4o be paid 450.00 a month, or a reasonable adjustment necessary to secure a genuine competent man or woman for this place. The record and accounting proceedare in the hendling of these funds mast be satisfactorily accurate so that the totals and the details ere easily available. 10.0 It is realized that the above plan would add a fairly substantial additional amount to the coat of relief work- administration above the present level. It is my opinion that this additional cost is for the present justified, and 1 should be glad to approve it on a basis of Harnett County appropriating 4100.00 a month and Federal Relief funds carrying the balance for a thre months period. At that time conditions may justify a smaller expenditure for relief and a corresponding decrease in the cost of administration. I am particularly anxious that, as Chairman of the board of Commissioners, you serves on the relief eoneil and also that you develop a pratieal program of work relief that will have some real permanent value to your county and decrease Um in some amount the future tax burden for permanent improvements through utiliz- ing a major part of these funds for providing needed public permanent improvements. Miss Lois Dosher of this office, who is supervisor of the distrie, including Harnett County, Is authorized to handle the adjustment of the details of the above suggestions if they meet with the approval of yourself and the council of relief of Harnett County. RESOLUTION: Resolved that the County of Harnett appropriate tto the iaergeney Fund of Harnett Bounty the sum of Three Hundred Dollars (4*00.00) and that the budget be amended so as to show this change; that this sum be expended under the direction of 'director of State Relief for the purpose of carrying out the plan of Relief work organization as outlined in the letter of Dr. Fred W. Morrison to J.B. Innis Chairman, dated January 10, 1933, which plan the Board of County Sommissioners' hereby approves and orders to be recorded. Commissioner Byrd, present, not voting. It is ordered that J.B. Ennis and E.L.Cooke be appointed a Committee to investi- gate the valuation of the H.G.S4jtton property in Dunn, N.C. It bus then ordered that the Board adjourn Sine Die.
