January 2nd, 1933.
The Board of County Commissioners met in regular session with the following members
present: Chairman J.B.Ennis, J.S. Barker, J.D. Byrd, E.L.Cooke and H.M. O'Quinn.
Also present, I.R.Williams, County Attorney.
It is ordered that A.J. Surles be relieved of the payment of $1.00 dog tax.
RESOLUTION:
It is ordered that the taxable valuation of the farm of S.P. Jones, Black River
Township, for the years 1931 and 1932 be reduced by $748,00 which amount represents
50% of the outstanding purchase notes of his homestead, properly listed and tax paid
by the holders, residents of Harnett County. The Auditor will issue credit memoranda
on the basis mentioned at the time taxpayer paus his respective 1931 and 1932 taxes.

It is ordered that the report of Geo. Ls Cannaday, TaxCollector be accepted and filed
It is ordered that the report of A.W.Peede, County Health Officer, be accepted and
filed.
It is ordered that the request of Mr. H.C. Cameron for a larger school building t=
at Benhaven be referred to the Board of Education.
It is ordered that C.H. Avery be employed for 2 months at a salary of $25.00 per
month to guard school children at the Erwin school.
It is ordered that Mr. E.L.Cooke and Miss Flora McQueen be appointed a Committee
to investigate the condition of Mrs. Meta Godwin.
It is ordered that the Gounty take no judgment in the case of the County of Harnett
vs Niven Ray within 60 days and I.R.Williams is instructed to attempt collection
of these taxes from the holders of mortgages on the land.
It is ordered that Miss McQueen re requested to investigate the condition of Tyler
Sexton and Beulah Sexton, both blind, and report to the Board at its next meeting.
It is ordered that I.R.Williams be requested to draw petition for road in Buokhorn
Township.
It is ordered that R.H. Smith be released of the payment of poll tax as he is over
50 years of age. Taxes for the year 1932 in Black River Township,
It is ordered that the petition for road beginning at a point near the convict camp
and running thence to a point on the Harnett Erwin road be approved and forwarded
to the State Highway Commission for consideration,
It is ordered that the stock of merchandise and fixtures of Louis Baer, Averasboro
Township, be fixed at $6000.00 for year 1932, provided opinion is secured from Atty.
Gen. approving same as far as State is concerned.
It is ordered that the case of Mrs. MoLamb4 requesting aid for her children, be
referred to Miss McQueen, Welfare Officer.
It is ordered that report o . Brown, Supt. of the County farm, be accepted and
filed and that the sum of Sfl be allowed him for this work.
It is ordered that the bill of Bray Bros. for work in connection with the $70,000,00
contemplated bond issue be disallowed.
It is ordered that the bond of Edwin Harrington, Register of Deeds, be accepted and
recorded and filed with the Clerk of Court.
It is ordered that Chairman Ennis and J.8.McLean, County Auditor, be authorized to
lease the House and all land on the South side of the Road, knowA as the County Farm,
to the State Highway Commission,

It is ordered that the Chairman of the Board together with the Clerk reoonvey to Mrs.
Mollie Wood or the proper party lands located in U.L.R. Twp. 32.4 acres, upon pay-
ment of taxes, cost and penalties, amount of which to be ascertained by Auditor.
It is ordered that jury tickets when drawn on Jury Fund of Harnett Oounty be counter-
signed by the County Auditor and not drawn on any Bank and the Glerk of the Superior
Court of Harnett 1s ordered to comply with this order.

Whereas sometime ago Mrs. Martha Woodall, now Mrs. Martha Woodall Davis, con-
veyed to L.C.Stephens ten acres of cleared land, with building located thereon in
Averasboro Township, Harnett County; and whereas the said Mrs. Martha Woodall Davis
still owns fourteen acres of woodland in Averasboro Township,Harnett Gaunt , and w
whereas, both of these traotsof land were listed for taxes for the year 1932 in the
name of Mrs. Martha Woodall, at the value of $1770.00, and whereas the said Mrs.
Martha Woodall Davis and L.C• Stephens desire that the said treats be segregated on
the tax books in order that the said Mrs. Martha Woodall Davis may pay the tames on
the fourteen acres of woodland owned by her and that L.C. Stephens may pay the taxes
on the ten acres owned by his.
NOW THEREFORE it is hereby agreed between the said Mrs. Martha Woodall Davis
and L.C.Stephens that the ten acres owned by L.C4 Stephens; shall be valued at $1200.0
and that the 10 urteen acres owned by Mrs. Martha Woodall Davis shall be valued at
$570.00, and the said Mrs. Martha Woodall Davis asd L.C' Stephens respectfully peti-
tionthe Board of Commissioners of Harnett County to pass a proper resolutionsesgregat
ing the said two tracts of land on the tax books of Harnett County and fixing the

It is ordered that the valuation of the 10 acres of land in Averasboro Township now
owned by L.C. Stephens and listed by Martha Woodall for taxation in 1932 be fixed at
$1200.00 and that the 14 acres now owned by Mrs. Martha Woodall Davis be fixed at
$570.00. •
It is ordered that the valuation of 13 acres land now owned by L.C.Stephens and for-
merly listed by Mary Pope be fixed at $1125.00 and that the 24 acres balance now
owned by Mary Pope be fixed at $400.00

The matter of reliefwork in the County being discussed the request of Dr. Fred
Morrison for the appointment of a. Relief Council was considered and the.following
persons were designated to compose the Relief Council for Harnett (aunty: J.B.Ennis,
Chairman, Board of County Commissioners, The Board of Public Welfare, C.J. Smith,
Chairman, Board of Education, S.H.Wilbon, Mayor of Lillington, N.C.; C.B. Aycock,
Mayor of Bunn, N.C. H.L. Steele, Ralph Wade, J.0. Anthony, E.H. Bost, Chas. Ross,
J.R.Baggett, B.P. Gentry and I.R.Williams, County Attorney.
It is ordered that the plan of 1r. Fred Morrison, State Director of Releig, be
endorsed and ordered spread on, the minutes as regarding Harnett County as follows:
"January 10, 1933.

Dear Mr. Innis:
I regret that I did not have an opportunity to meet you when you
were in this office yesterday. Mter carefully discussing the situation in Harnett
County and the need for relief funds in your County with Mr. I.R. Williams, and also
with Dr. Roy M. Brown and Miss Dasher, I should like for you to consider the follow-
ing suggestions ass practical plan for improving relief administrations
1. A relief Council for Harnett County consisting of some ten or twelve persons
and set upon the 'general pattern approved by this office for the several counties.
I would suggest the following persons as members of the council: Yourself as Chairma
of the Board, the Chairman of the Board of Public Welfare, She Chairman of the Boar
of Education, the mayors of Lillington and Dunn,. the county Superintendent of school
and /three or four other persons of eakeoity" and interest in this undertaking.
2. Miss McQueen, the County Superintendent of Public Welfare., relief adminis-
trator and responsible esx'to this office and to the above'"couneil of relief.
3. Mr. Winborne as assistant to Miss McQueen to investigating and class work.
4. Sheriff Fowler as assistant to Miss Mcqueen in'eharge of developing, sup -
ervising and directing work projects, with Mr. Upchurch as his assistant if a real
work relief program can be developed successfully in your county.
5. .competent bookkeeper and clerk in miss Mceen's office who can handle all
of the details of records and reports efficiently and accurately, so as to relive
Miss McQueen of the necessity of spending a great deal of her time on routine cler-
ical work and make it possible for her to be in active charge of the relief program
throughout the county.
6. Federal Funds to be handled through the county treasury as other public fund
are hat &aed - routed.
7. All relief funds to be paid out on the authorization of Miss McQueen, with
the approval of the County aceountan) as to availability.
8. Relief funds °not to be diminished by the payment of tax on checks or 'by
fees or charges for handling by any person for any purpose.
9. Mr.,Winborne to be paid a, supplemental salary pf 440.00 a month and necessar
travel expenses not to exceed $30.00 a month. Sheriff Fowler to be paid at salary of
475.00 a month and nevessary tnawel.expenses not to exceed 450.00 per month. Mr.
