The Board of County Commissioners met in regular session with the following
members present: Dr.J.W.Halford, Chairman, E.L.Cooke, H.M.O'Quinn, and J.H.Williams,Jx
& J.B.Ennis. Also I.R.Williams, County Attorney.
It was ordered that I.S.Stephenson of Black River Township, be released of poll
tax for the year 1931.
It was ordered that J.Manley Jones, of Averasboro Township, be allowed to
peddle merchandise in Harnett County without charge.
It was ordered that the order formerly passed disallowing any allowance for
the negro farm agent be rescinded and an allowance of $12.50 per month be
allowed for this work.
It was ordered that Henry McLean , of Upper Little River Township, be relieved
of poll tax for the year 1931.
It was ordered that J.C.Brantley be allowed $50.00 per month, as Janitor,
instead of $45.00 formerly placed in the Budget.
It was ordered that owing to legal questions the valuation of the land of
J.P.Rosser, of Barbecue Township, be not changed on account of fire during July.
It was ordered that J.B.Ennis, E.L.Cooke and I.R.Williams, investigate the
valuation of Jas.A.Stewart property in Averasboro Township.
It was ordered that I.R.Williams investigate the tax matter of W.E.Wright,
of Averasboro Township, for the year 1929.
It was ordered that J.S.McLean, Auditor, be authorized to cancel all 1929
tax certificates and subsequent years thereto when he finds the property double
listed.
It was ordered that Miss McQueen, Welfare Officer, investigate the condition
of the children of J.Beck Matthews and if it is found advisable to reccommend
some assistance for the mother.
It was ordered that J.S.McLean, Auditor, and Geo.L.Cannady, Tax- Collector,
investigate the valuation of Wallace Green property in Barbecue Township.
It was ordered that J.S.McLean, Auditor, and J.H.Williams,Jr. investigats the
valuation of Vester B.Walker property in Stewart's Creek Township.
It was ordered that the salary of Geo.L.Cannady, Tax - Collector, be fixed at
$4400.00 instead of $4000.00 formerly provided.
It was ordered that I.R.Williams, and H.C.Strickland draw resolution creating
County Court and present it to the Board at next meeting.
It was moved by J.B.Ennis and seconded by H.M.O'Quinn that the 1931 tax sale
advertisement be postponed until October 1, 1932. Voting for: E.L.Cooke,
J.B.Ennis, H.M.O'Quinn and J.H.YJilliams, Jr. Voting against: Dr.J.W.Halford.
It was ordered that J.Claude Williams property valuation in Anderson Creek
Township be reduced from $2910.00 to $1750.00 for the years 1931 and 1932 on
account of error in listing.
It was ordered that 1928 taxes which are in suit against Geo.L.Hemmingway
tract of 51 ; acres be compromised for the balance of principal and interest,
without court costs, as the Board finds that the wrong lands were described in
the complaint filed in this cause.
It was ordered that Rufus Mangum be refunded $3.01 on account of not living
in School District for year 1929.
It was ordered that J.S.McLean, County Auditor, be instructed to pay one - fourth
of the School Audit when completed.
It was ordered that $266.66 per year be appropriated for the use of Supervisor
of Colored Schools instead of $215.00 previously appropriated.
It was ordered that I.R.Willlargs and J.B.Ennis be appointed a committee to
investigate the acreage of the SINV.Wiggins estate and make report to the Auditor
and he is hereby authorized to make adjustment of this matter for three years
as a result of this investigation.
It was ordered that Mrs. Helen Copeland be refunded $1.00 dog tax in Upper
Little River Township.
It was ordered that bids be received for all County laundry on the first
Monday in October for a term of six months.
It was ordered that petition for road beginning at C.H.Smith farm in Johnsonville
Township and leading by way of Olivia to Lillingtcn, N.C. be approved and the
State Highway Commission be requested to take action on this project at once.
It was ordered-that petition for road in Barbecue Township beginning at
Ed McNeill's home and running to T.R.Rosser's home on the Swann Station- Broadway
Road be approved and the State Highway Commission be requested to take action at
once.
It was ordered that petition for road in Barbecue Township leading from
D.D.Cameron's home to the Benhaven School Road be apprcvdd,'. and the State Highway
Commission be requested to take action at once.
It was ordered that Saline Green , of Barbecue Township, be relieved of taxes
on a valuation of $760.00. Refund granted of $11.40 for 1931.

RESOLUTION:
It appearing to the Board of Commissioners; that JileKinnon Williams of
Averasboro Township, in apt time filed a petition with the Board asking for a
reduction in the value of certain real estate re- valued in 1931 and listed for
taxation for the years 1931 and 1932 and that a committee was appointed to
investigate the matter; that it was found then and the Board finds now that one
store lot on East Broad St. in the town of Dunn was valued higher than other
property of similar location and value.
It is therefore orderedthat the value of said store lot be reduced from
$4680.00 to $3500.00 and that taxes for the years 1931 and 1932 be calculated
by the Auditor on this valuation.
RESOLUTION:
It appearing to the Board of Commissioners; that Mrs. R.S.Jernigan, of
Averasboro Township, in apt time filed a petition with the Board asking for a
reduction in the value of certain real estate re- valued in 1931 and listed for
taxation in 1931 and 1932; that a committee was appointed to investigate the
matter; that it was found then and the Board now finds that one store lot on
East Broad Street in the town of Dunn was valued higher than other ptoperty
of similar location and value. .
It is therefore ordered that the value of said store lot be reduced from
$4130.00 to $3250.00 and that taxes for the years 1931 and 1932 be calculated
by the Auditor on this valuation.
RESOLUTION:.
WHEREAS, the County of Harnett is the owner of those seven lots in Duke
Township, described in that Deed from J.O.West, Commissioner, to the County of
Harnett in . an action entitled " County of Harnett vs T.L.Sewell and wife;' and,
WHEREAS, W.F.Brock and W.T.Johnson, Administrators of the Estate of
D.H.Truelove, are the owners of that note of $1,000.00 dated August 5, 1927 and
due August 5, 1928, which note is secured by a Deed of Trust executed by
T.L.Seweil and wife, to C.J.Smith, Trustee, and,
WHEREAS, the said Administrators have offered the County of Harnett the sum
of $244.17 Dollars, being all taxes including 1932: taxes, up to date, as
purchase price of said lots,
NOW, THEREFORE, be it resolved:
THAT the County of Harnett sell said lots to said Administrators for the sum
of $244.17 Dollars, and that the Chairman of the Board of Commissioners and the
Clerk of the Board - --of Commissioners be authorized to execute proper conveyance
to the said Administrators.
RESOLUTION: ,
WHEREAS,,Geo. I1. Woodley, bought the Isaac Johnson tract of land at the
Commissioners' sale and the said land had been previously bought in by the
County, and the Board of County Commissioners ordered that the said Geo. D.
Woodley be reimbursed the money paid out by him.
It is therefore ordered that the said Geo. D.\Woodley be allowed to pay
his taxes for the year 1931 and 1932, from the amoGnt due him by the County
of Harnett.

RESOLUTION:
It appearing to the Board of Commissioners, that W.T.Royals, colored, of
Averasboro Township, listed for taxation in the year 1929 household and kitchen
furniture in excess of exemption of $175.00; that for the year 1930 he listed
for taxation household and kitchen furniture $150.00 above exemption and listed
solvent credits $450.00; that for the year 1931 he listed household and
kitchen furniture $100.00 in excess of exemption, and listed solvent credits
$450.00; that fot the year 1932 he listed household and kitchen furniture
$100.00 above exemption and listed solvent credits $450.00._
That W.T.Royals, is an old colored man and did not understand listing the
above property for taxation; that the said W.T.Royals had no household and
kitchen furniture above exemptions and that the solvent credits listed by him
for said year consil4idd of a note and mortgage due him by .T.A.Sawyer, which
note and mortgage had been assigned and conveyed in payment on a debt due by
said W.T.Royals, and that he had no other solvent credits. 1
It is therefore ordered that W.T.Royals tax values be reduced $175.00
for 1929; $600.00 for 1930; $550.00 for -1931; and $550.00 for 1932.
It was ordered that the report of L.M.Chaffin, Clerk Superior Court, be
accepted and filed and the check for $65.40 be ordered delivered to the
County Auditor.
It was ordered that the report of Dr.A.W.Peede, County Health Officer,
be accppted and filed.
It was ordered that the report of Geo.L.Cannady, Tax - Collector, be
acceptgd.and filed.
It was ordered that report of Geo. L. Cannady, Collector of Privilege Tax,
be :accepted and fil "ed.
It was then ord'-red t the Board adjourn Sine Die.
