WHEREAS by judgment No i -77, Book 22, at oage 77, it appears that 60 acres
of land belonging to E.C. Womack and wife were foreclosed;
And it further appears that none of the three suits brought by the County
of Harnett describes that tract containing 50 acres mortgaged to D.B. Teague,Trustee
for Banking Loan and Trust Wompany which deed of trust is recorded in Book 204 at
page 130:

is hereby authorized to release said 50 acres tract upon the payment pf the axes
levied on said lands with legal penalties, and vj.R. Williams be permitted to list

Report of Grand Jury:
TO HIS HONOR, JUDGE W.C.HARRIS, PRESIDING:
We, the Grand Jury for the May 1932 term of Harnett Superior Court,
respectfully submit the following report:
We have carefully considered all bills coming before us and made returns,
and have inquired into all matters presented for investigation and made reports.
We visited the County Home in a body and found it well kept and the inmates
comfortably provided for. We interviewed practically all of them and found
them happy and highly pleased with their care and treatment. But we found
many flies in the Home, and the screens in bad condition.
We recommend that the screen be repaired promptly, and that crib wire grilles
be placed over the lower panel of all outside screen doors, that crib wire base,
or wood base not less than nine inches high, be placed at the bottom of all
porch screens inside for the protection of the screen wire, that outside
fasteners be placed on the window screens, that one set of steps, now in a
dangerous condition be repaired, and that arrangements be made to prevent surface
water from running into the basement. The building is in good condition except
for these needed repairs.
We recommend that a new kitchen range be installed promptly with the pipe
properly connected with the brick flue, and that the present ragged and badly
worn carpet runners in the halls be repaired, or renewed.
We found the cow stables in a wet and unsanitary condition, with swarms
of flies in,and about them, We recommend that these stables be kept clean,
and that clean dry bedding be furnished for the milk cows.
We found that a shelter for implements, recommended by a former Grand Jury,
is now in course of construction. The barn has not been painted but it is not
practical to paint until the shelters, which are connected to the barn, are
completed.
We recommend that a leak in the roof of the old County Home building be
repaired, and that minor repairs be made to the porch to preserve this building,
and that a wagon and implateat$ :at this old home be kept under shelters already
on the premises.
We visited the Convict Camp in a body and found it in commendable condition,
with ample room for the care of the prisoners now assigned to this camp.
There were only a few prisoners in the camp at the time of our visit. These
expressed themsleves as satisfied with the food, care and treatment.
We have inspected the school busses in a general way and found some of them
not in good condition, but the county mechanics are now starting to repair them
for use during the next school term.
We recommend the county mechanics inspect the governors on all trucks
at least twice a month during the school term and see that the seals on them are
not tempered with.
We recommend that the school busses be used only on state - maintained roads,
or roads kept in as good condition as the average state - maintained roads in
Harnett County.
We have inspected the jail and found it well kept.
We Beuad that none of the recommendations of the last three Grand Juries
relative to the jail have been complied with except repairs to the water pipes.
We call especial attention to the recommendations for a cell on the second
floor for colored women, the hot water 'connection with the jailors range and

the leak in the roof over the living quarters.
We recommend that the loose plaster ceilings in the living quarters be
removed promptly andthat these ceilings be repaired.
We have inspected the offices in the court Mouse and found them well kept.
We found that none of the recommendations of the last three Grand Juries
have been complied with. We call especial attention to the recommendation for
a filing cabinet for the Sheriff *s office, and a filing cabinet for the vault
in the Clerk of Court's office.
We recommend that the janitor keep the court house in a cleaner condition.
We recommend that twelve new cuspadors be furnished for the court house.
We recommend that a sign reading " FOR WHITE WOMEN ONLY" be posted over
the door to the ladies toilet in the court house, a sign reading "FOR COLORED
WOMEN ONLY" and one reading "FOR COLORED MEN ONLY" placed over the respective
doors to the public toilet for colored.
We find all Justices of the Peace have filed reports to date with
exception of J.D.Barnes of Dunn and E.M.Blanchard of Buckhorn Township.
It has been brought to our attention that several magristrates in our
county are using their offices as a Civil Collection Agency, inasmuch as they
are using Criminal Warrants for makers of bad checks and as a settlement,
the face of check plus Justice of the "Peace and officers fees for settlement,
and failing to show these cases in reports to Clerk of Court.
We recommend that the next Grand Jury gather evidence against such
magristrates and furnish same to the Solicitor for indictment.
We recommend thet reinstatement of the $25,000 bond of The First Citizens -
Bank and Trust Co, of Smithfield, as additional security for the county money
in that bank as the present security is inadequate. We find the bonds of
the county officials in good shape.
We investigated the report and -complaint that Ernest McPhail was allowed
liberty from jail, under 4n.stified bond of S.J.MePhail in the sum of $200.00
We find upon investigation that the only property listed on tax books
this year amounts to $130.00. It further appears that bond was called out
by non appearance of Ernest McPhail.
We recommend that from now on all officials, Clerk of Court of those
in position to take bonds be held responsble for failure to perform their
duty in such cases as this is the only way to insure the prompt appearance
for trial. It appears from the records the county if being put to' great
expense because of failure Of officials to get bonds that will bring those
charged with crime to trial.
'We investigated as far as we could the reports of guardians, administrators
and executors, two being brought to our special attention. The first of these
was C.R.Partin, administrator of J.Wash Moore estate, who has been cited from
time to time by Clerk of Court-, to make reports and has failed to do so in
any form since 1928: We recommend the next Grand Jury draw a bill of indictment
if by that time there has not been a complete satisfactory settlement.
The second of these is Floyd Taylor and Floyd Upchurch, adminstrators for
3.K.Upchurch estate, who seems to have never filed any report whatsoever.
We recommend that they be dolt with as the law prescribed. We also recommend
that Clerk of Court have a prepared list of adminstratbrs and guardians of
funds on hand for next Grand Jury,
The Register of Deeds, being out of town, we are unable to obtain any
list of persons failing to list for taxes Last year, and Mr. Freeman informs
that it will be July before they will have this years list ready for inspection
as several of the list takers have failed to make this list when they made
their returns. We recommend that this years list be turned over to the
next Grand Jury to deal with as the law prescribed.,
We desire to thank his Honor, Judge W.C.Harris, the Solicitor, and the
county officials for the assistance rendered and the courtesies shown us
during this term.
