December 7th. 1931.
The Board -of County Commissioners met in regular session with allmembers present.
Also, I.R ;Williams, County Attorney.
It was ordered that all pool tables in Harnett County be taxed $5.00 per table
per year an all tables outside of incorporated towns.
It was ordered that report' of Geo. L. Cannaday, Tax Collector, be accepted and
filed. '
It was ordered that report of Geo. I. Cannaday as Collector of Privilege Tax be
accepted and filed.
It was ordered that J.S. McLean, County Auditor, investigate valuation of real
estate of W.E. Mason in Buokhorn Township and correct error if there be any.
It was ordered that J.W. Stephens be allowed $10.00 per month for the present month
and that an investigation be made of his case.
It was ordered that H.S : Holloway and J.C. Senter be requested to investigate the
real estate valuation og A.G. Blanchard in Hectors Creek Township and report to
Board.
It was ordered that report of Miss Flora McQueen, Welfare Officer, be accepted and
filed.
• It was ordered,that the $7.00 per month allowed Mary Norris be discontinued or that
she be removed/to the County Home.
It was ordered that the Chairman appoint a Committee to negotiate a sale of the
old County Home property. The Chairman thereupdn appointed H.M. 0 *Quinn, J.B. Ennis
and,E.L. Cooke as a Committee for this purpose.
NORTH CAROLINA: HARNETT COUNTY.
TO THE HONORABLE BOARD OF COUNTY COMMISSIONERS:
Sidney G. Thomas, Administrator of the estate of W.J. Mason, respectfully
showeth to the Board that he listed the property of his decedent in Upper Little
River Township for the year 1931, consisting of both personalty and real estate and
that he listed solvent credits in the sum of $3397.00 and that $3212.00 of this
amount was a note due by Harvey 0. McNeill and secured by a deed of trust on Fifty
acres of land. That default was made in the payment of the said note, and the es-
tate to protect the estate, bid in said land, and now owns it, receibing a deed for
same in May, after the tike to list said property.
That the estate is now- trying to sell said property, and having bnly offered
Nineteen Hundred Dollars for said land.
That the estate is compelled to pay tax on this land in the name of H.G.
McNeill.
The administrator contends that it is a hardship for the estate to pay the
taxes on both notes for this year 1931 taxes.
Wherefore the said administrator -prays this Board to release the estate to
the amount of $3212.00 which is a part of the solvent credits given in for taxation
for the year 1931.

After hearing the foregoing petition of Sidney G. Thomas, administrator of W.J. Mas
and it appearing that it is but just for the said administrator to pay the taxes of
the land securing the solvent credits he listed as above set out, it is therefore
ordered by the Board that the said Administrator pf the estate of W.J. Mason be
released of taxes on the listed value of solvent credits for -1931 in the sum of
j1606.00.
It was ordered that report of Dr. A.W. Peede, County Health and Quarantine Officer
be accepted and filed.
On motion duly made and carried:Be it resolved; That the South East * of Block in
Town of Lillington,on which is situated home of A.M.Shaw,now mortgaged to J.C.Thoms
tee for S.A.Shine be segregated and tax valuation thereof be fixed at sum of 440 0.0
for years 1928,1929,1930 and 1931. The county auditor is authorized and directed to
compute teax for years 1928,1929,30,31 on valuation of $400.00 and execute proper
receipt upon payment of taxes for said years on said valuation,plus legal interest

RESOLUTION:
Now therefore be it resolved that the County of Harnett for the sum of 036.47
convey to the said Alma and Lucy Surles that eleven acres of land described as
follows:
First Tract: Beginning at a stake corner in the Hodges line and runs South 30
deg. West with the Suggs line 6.50 chains to a stake corner; then North 70 deg. West
10 chains to a stake corner in a branch neer an old ditch; then North 30 degrees Eaa
3.50 chains to a stake corner in the Hodges line; thence as the Hodges line South
87* deg. 10 chains to the beginning, and is 5 acres, more or leas.
SECOND TRACT: Beginning at a stake in Lam Suggs line and runs as his line 8 31*
W 7.8* chains to his corner;thence as Moore's line about N. 60 W. 7.75 chains to a
etake in his line; thence N 23* W 6.85 chains to a stake in 34T. Byrd's line;thence
as his line S 67* E 8.85 chains to the beginning, containing 6 acres, more or less.
And the Chairman of the Board of County '+ommissioners execute in the name of
the County proper deed of conveyance upon payment of 4136.47.

PETITION IN ABOVE CAUSE:
Whereas the County of Harnett is the owner of the land described in that deed
from J.0. West, Commissioner to the County of Harnett, which deed was executed
under an order of sale in the Judgment at entitled County of Harnett VS J.W. Byrd
and wife, Grove Tarp.; And Whereat, Alma Surles and Lucy Surles, Benson, N.C. hold a
deed dated June 7, 1930 of record in Book 242 at page 200 from Mrs. J.W. Byrd for the
same property and they desire to pay all taxes against said property and receive a
tax deed from the County of Harnett.

Atlantic Joint Stock Land Bank respectfully showeth:
That I.K. Byrd lists for the years 1929 and 1930 in Lillington Township, for
taxes,lw 113 acres of land valued at 43170.00, and the same lands for the year 1931
valued as follows: 60 acres $1980.00; 53 acres 1070.00; that R.R. Byrd lists in the
same toihnahip, for the year 1929 and 1930 99 acres valued at 42460.00 and the same
lands for the year 1931 valued at 42220.00; that Atlantic Joint Stock Land Bank holds
a mortgage against 53 acres listed by I.K. Byrd and against 83 acres listed by R.R.
Byfd, which mortgage has been foreclosed and said bank has become the owner of said
two tracts of land; that said bank desires to have said lands segregated and pay the
taxes on same; that a fair and relative value of the 53 acre tract for the years
1929 and 1930 is 41120.00, and that a fair sad :relative value for the 83 acre tract f
for the years 1929 and 1930 is 42395.00 and for the year 1931, 42165.00.
Wherefore, your petitioner respectfully requests your Honorable Board to pass
a proper order segregating said lands, fixing the value as Above set out and allow
this petitioner to pay the taxes on said lands according to said value.

It appearing to the Board of Commissioners of Harnett County that for the ye ar
1929 and 1930, I.K. Byrd listed for taxes in Lillington Township,Harnett County 113
acres of land valued at 43170.00 and that R.R. Byrd listed for said years 99 acres
of land in said township valued at 42460.00, and that Atlantic Joint Stock Land Bank
of Raleigh holds a mortgage on 53 acres listed by I.K. Byrd and 83 acres listed by
R.R. Byrd, which has .been foreclosed and said Bank is now the owner of and that said
Bank desires to have said lands.segregated in order that it may pay the taxes assessed
against that part of said lands-covered by its mortgage; and it further appearing
that for the year 1931, the 53 acre tract listed by I.K. Byrd is valued at 41070.00
and that the 99 acre tract listed by -R.R. Byrd is valued at 42220.00; and it appear-
ing that a fair and relative value dor the 53 acre tract for the years 1929 and 1930
is ?1120.00 and that a fair and relative value for the 83 acre tract for the years
19380and 1930 is 42395.00, and for the year 1931 42165.00.
It is hereby ordered that the Atlantic Joint Sothic Land Bank of Raleigh be al-
lowed to pay the taxes on said 53 are tract and 83 acre tract according to the values
set out above for the years above named, and upon the payment pf the taxes en said
lands at said values and a proportionate value of the personal property listed by t
the said I.K. Byrd and R.R. Byrd, respectively, the said lands shall be released and
freed from any further liens for taxes for said years; and that said hands shall in
the future be taxed at said valuea until _said values shall be charged by the proper
authority.

REPORT OF GRAND JURY
NORTH CAROLINA: IN THE SUPERIOR COURT.
HARNETT COUNTY: NOVERMBERETEB.M; °:_19.31.
TO HIS HONOR, E.H. Cranmer. Judge Presiding:
Vie, the Grand Jury for the November Term 1931 of Harnett Superior Court
respectfully make the following report:
1. We have carefully considered all bills brought before as and have made
returns accordingly:
2. We made inquiry of the Clerk as to the Reports made by the several Jus-
tices of the Peace in the !bounty, and do find that most of them are making proper
reports. We report that the following Justices have not made their report to this
Term: J.D.Barnes, R.R. Raynor, J.0. Cotton and M.R. Edwards.
3. We made inquiry of the Clerk as to the Guardian Reports and he informed
us that all are making reports, but that sveral have made their report this year
but he expects them to do so before the first of the year, 1932.
4. We have made inspection of all the offices in the Court House and we find
them in as good condition as possible for the officers to keep them.
5. We inspected the jail and find it in a eery satisfactory condition and
sanitary and we wish to thank the Jailor, Mr,, Jackson for his care of the same.
6. We inspected the bonvict Camp and find in excellent cpndition and we de-
sire to call the Court's attention to the able manner in which Mr. Allen Shaw and
his officers are keeping the same.
7. We went to the County Home in a body. We talked with the inmates of the
Home and found that they are being very carefully looked after by Mrs. Brown, the
6uperintendant and her husband. Everything was clean and neat and everybody happy.
8. We desire to make the following recommendations and ask that they be
carried out as early as possible.
That the water pipes in the jail be repaired and the leaks in the living
quarters be repaired.
That the barn at the County Home be painted and that a shelter be built for
the farming utensils and machines.
That a filing cabinet be furnished to the Sheriff, he not now having any
safe place to keep his many papers.
That a filing cabinet be furnished
being full and running over.
We wish to commend the action of
feed stuffs and hogs for use of the County
to the Commissioners that they clear more
vegetables and truck for use at the home.
We desire to thank the 'k urt and all the officers for the courtesies shown
us in our deliberations. We recommend that the Grand Jury at the January Term 1932
look into the presentments we are leaving with the Clerk.

It was ordered that the 32 acres of land formerly listed by C.G.Stewart and wife,
Grove Township, now owned by J.D.Moss and Bennett be placed on the ttax books and
valued at $600.00.
It was ordered that the property of B.F.Atkins Estate, Lillington Township,
be reduced from $2,500. to $2,000;
It was ordered that error in valuation of property of M.C.Rogers in Upper Little
River Township be corrected and that valuation be changed to $1,000.00.
It was ordered that the valuation of the special appraisers of Upper Little River
be approved and that the Auditor is directed to change the value of John A.Buohanan
property of 473 acres to $6,055. and L.E.Page's 48j acres to $840.
WHEREAS the County of Harnett is the owner of tract of land formerly owned by
A.C.Christian and wife, containing 62 acres, more or less, situated in Upper Little
River Township, being the same land listed for taxation by A.C.Christian and wife;
AND WHEREAS, A.C.Christian and wife by deed dated Nov. 20, 1931 conveyed such
interest, if any, they had in the said lands to G.W.Edwarts and wife, Fannie Edwards
which deed is recorded in Book 242, at page 182;
NOWTHEREFORE, be it resolved that the County of Harnett convey the said lands list
by A.C.Christian and wife for taxation in Upper Little River Township for year 1928
to G.W.Edwards and wife, Fannie Edwards for the sum of $145.17, and that the
Chairman execute in the name of the County a proper deed for said lands upon the
payment of the said purchase price.
All members voting in favor of such resolution.
PETITION: WHEREAS, Susan E.Sox in the year 1928 owned land, principally in Neill's
Creek Township, her home tract all of which was situate in Neill's Creek Township,
and a 42 acre tract part of which lay in Neill's Creek Township and the other part
of the same tract was situate in Grove Township; and whereas, she-listed all ofther
land consisting of about 120 acres in Neill's Creek township; and whereas the list
taker in Grove township also listed the entire 42 acres and taxes were charged
to the said Susan E.Sox on the 42 acres in Grove Township for the year 1928, which
made a double listing of the 42 acre tract; And whereas the said Susan E.Sox has
paid all of her tax on all of her land for the year 1928 but by reason of the double
listing in Grove township tile said 42 acres have been sold by the County Attorney
for 1928 taxes;now, therefore,
Your petitioner respectfully requests the Honorable Board of County Co$nissioners
to make an order directing the County Attorney to cancel the judgment against the
said Susan E.Sox in the case against her for the non - payment of 1928 taxes.

ORDER: The County Board of Commissio.ers of Harnett County upon hearing the
petition above and investigating the matters and things therein set out and it
appearing that the said 42 acre tract of land described in the petition was double
listed for the year 1928, it is therefore ordered and adjudged that the former
County Attorney, J.O.West, take a non suit in the case of "County of Harnett vs.
Susan E.Sox " for the non - payment of 1928 taxes, and to cancel the judgment of
record in this case. J.W.Halford, Chairman of the Board.
It was ordered that the Auditor be directed and empowered to correct error if
any in the valuation of the property of Mrs. Sarah (J.W.) Lucas, in Grove Township.
RESOLVED: that Rex 0. Johnson be allowed to pay the taxes for 1929 and 1930
on the lands described in that mortgage deed from Jno. Green to Rex 0. Johnson,
recorded in Book Page and that the valuation of $1125.00 be used by the
Auditor in determining the taxes due for year 1929 -1930 and that a receipt be
issued by the Ayuditor when said taxes are paid.
