HomeMy WebLinkAbout06071943June 7,1943 The Board of Commissioners of Harnett County met in a regular session on Monday June 7th, at 10:00 o'clock A M with J B Ennis, Chairman, L.R. Byrd, Ferd D.Jackson,A.A.Cameron, and R.L.Pate present. Also present were H.C.Strickland, County Attorney and Inez Harrington,Clerk to the Board. The report of Howard Godwin,C.S.C. was approved and ordered filed. The report of Inez Harrington,Register of Deeds was approved and ordered filed. The report of Miss Lola O'Quinn,Delinquent Tax Collector was approved and ordered filed. The report of W.D.Harrington,Tax Collector was approved and ordered filed. It is ordered that the penalty in the amount of 01.00 listed to H.M.Beasley in Neill's Creek Township be released for the year 1942. The Board appointed Reid Ross as a member of the Library Board for a term of two years. Be it resolved that Commissioner R.L.Pate,County Purchasing Agent, be and he hereby is authorized and directed to file order (through Mr. J.M.Shaw, Contractor) for 2 grills partition and window guards for installation at the Harnett County Home, as per plans attached and approved, the cost to approximate $500. for the grill materials. It is ordered that $25. paid by W.E.Bethune for Beer License at Bethlane Bros. place in Bunnlevel be refunded to him. It having been paid under protest in order to be obtain a hearing. Beer License were granted to W.C.Bannerman for Bannermans Coffee Shop at 200 S. Clinton Ave., Dunn,N.C. for Beer. License were granted for beer and wine to George R.Joseph for Crystal Cream & Candy Co. at 103 East Broad St., Dunn,N.C. License were granted to C.L.Tart for beer for Tart's Grill W. Broad Street, Dunn,N.C. License were granted for beer to.Mrs.Lessie West for Little Food Shop, South Clinton Avenue, Dunn,N.C. License were granted to A.J.Collins for Beer and wine for Cape Fear Service Station,Lillington,N.C. #l. License were granted to Archie Wood for Beer for Archie's Place Dunn and Goldsboro Road. License were granted to J.G.Johnson for Beer for Gid's Cash Store Half way between Coats and Angier,N.C. License granted to Mrs.Jim Nassif for Beer and wine for the Victory Shop. Upon recommendation of Tax Supervisior, H.S.Freeman it is hereby ordered that M.B.Rayfield be allowed a reduction of X150. per year for five years on, account of delapidated condition of building on .East Pope & South Washington Avenue in the Town of Dunn. Upon presentation of the 1942 insolvent tax list by the Tax Collector it was ordered that the sale of land for unpaid 1942 taxes be continuted until the first Monday in August,1943. It was further ordered that the list be returned to the Collector with instruction to proceed to continue to collect the delinquent items. Be it resolved that the 25 acres in Barbecue Township formerly listed to Eliza Allen and acquired by Harnett County at a tax foreclosure sale under judgment No.A -1341 be sold to Walter B.Allen (Col.) for the sum of $150. on the ollowing terms and conditions: $50. Cash and §50 September 1st, 1943 and $50. November lst,1943. The Chairman of the Board is hereby authorized to execute the deed to Walter B.Allen and the Clerk to the Board will attest same. It ill :resolved] that C.R.Ammons be and he is hereby reappointed County Farm Agent for Harnett County for the term Beginning July st,1943 and ending June 30th,1944. 497 Be it resolved that T.D.O'Quinn be and he is hereby reappointed as assistant County Farm Agent for the term beginning July 1st, 1943 and ending June 30th,1944. Be it resolved that Miss Maude L.Searcy be and she is hereby reappointed as Home Demonstration Agent for the term beginning guly lst,1943 and ending June 30th, 1944. Be it resolved that L.K.Boston be and he is hereby reappointed as the assitant Colod Farm Agent for the from thetCounty beginning lst,1943 peer month June . Dr. Lineberry presented to the Board the Budget for the Local Health Project in Harnett County and the Board adopted the Budget as presented and ordered it filed. Miss Wilma Williams, Superintendent of Welfare presented the 1943 -44 budget for the Welfare Department which was adopted as presented and ordered filed. Reid Ross presented the budget for the library Board which was adopted and ordered filed. Reid Ross, Superintendent of the Board of Education presented the 1942 -43 School Budget and expalined each item. The Board adopted the Budget as presented and ordered it filed. BE IT RESOLVED that LolaO'Quinn be and she hereby is reappointed as Delinquent Tax Collector for Harnett County for the term beginning July 1,1943, and ending June 30,1944. In addition to the duties of collecting delinquent taxes, the Delinquent Tax Collector is also hereby authorized to collect pre - payments of taxes for the 1943 levy. All sums so collected shall be deposited daily in the county depository in keeping with the provisions of law. Before entering upon the duties of the office for the term herein mentioned, Miss OtQuinn will give a good bond in proper form in the amount of $10,000.00, with sufficient surety, i to be approved by the Board of Commissioners of Harnett County. BE IT FURTHER RESOLVED that Iva Johnson Sloan, be and she hereby is appointed as assistant to the Harnett County Delinquent Tax Collector for the term beginning July 1,1943, and'ending June 30,1944. Before entering upon the duties of this office, she will give bond in the sum of $5,000.00 with sufficient surety, to be approved by the Board of Commissioners of Harnett County. It having come to the attention of the Board of Commissioners of Harnett County that properties in said County owned by churches, municipalities, religious, educational, charitable and eleemosynary institutions, have not been, and are not now being, taxes by the County of Harnett, and that the Board of Commissioners should delcare its policy with respect to the taxation of such property: Be it resolved that property owned by institutiions of the eh aracter set forth in the preamble hereof be not taxes by the County of Harry tt for the year 1943 and prior years, notwithstanding the fact that as a matter of law some os such property might otherwise be taxed.
