The Board of Commissioners of Harnett County met in a regular session on Monday
October 5th at 10 :00 A.M. With J.B. Ennis, Chariman, Angus A. Cameron, L.R. Eyrd
R.L. Pate, and Ferd D. Jackson present. Also present were H.C. Strickland, County
Attorney, and the clerk to the Board.
It is ordered that 'hrs. Mollie Jones, Coats, #1, Grove Township be admitted as an
inmate of the County Home.
It is ordered that Beer & wine license oe granted to Henry P.Johnson for H.P. Johnso
Oil Lo. on South Clinton Avenue extended in the town of Dunn for the year 1942.
The report of Miss Lola O'Quinn, D'T.C. for the month of September, 1942 was app-
roved and ordered filed.
The Monthly report of Inez Harrington, Register of Deeds for Month of September was
approved and ordered filed.
The monthly report of Howard Godwin, C.S.C. for month of September was approved and
ordered filed.
Be it resolved that, upon receipt by the County dthe sum of $114.47 in compromise
settlement of suit against Ronei Thomas, et als, it is being inerlocotory Judgment
#A -1439, the pending suit be non - suited, and the County Attorney is hereby directed
to take a non -suit in said case; the said payment being inclusive of taxes for the
year 1941 also.
The following road petition was presented approved and ordered forwarded to the
State highway and Public Works Commission:
(1.) for maintenance that road or cartway extending from Highway No. 421 in a west-
erly direction about one mile to the old river road and serving six families as
a means of ingress and egress.
The monthly report of W.D. Harrington, Tax Collector for the month of September
was approved and ordered filed.
J.B. Ennis and H.S. Freeman were appointed as a committee to paid( the inside of the
Court house and to repair the toilets.

It is hereby ordered that the 54 acre tract of land in Averasboro Township,
known as the William Williams, colored, estate land be sbld to W.M. Perry at the
price of *450.65 which amount includes all taxes through the year 1942, penalties
and costs and commissions and fees due A.L. Newberry, upon condition that the
said W.M. Perry execute and deliver to Alex Moses, husband of one of theheirs of
Robert Williams deceased who was the owner of said land on option to purchase
acid lnad at the price of $450.65 to be paid in three equal annual install±ents
witn interest from date of option at 6% per annum.

C.S.C.
Be it resolved that the property in Johnsonville Twp. 35 acres formerly listed
Christine McNeill and acquired by Harnett County at tax foreclosure sale under
Judg. #A -1337 be sold to 'lames Thomas, Col. Jonesboro,N.C. #2 on the following
$175 cash. The Chairman of theBoard of Commissioners is hereby authorized to
ecute deed to James Thomas and the Clerk to the Board will attest same.

North Carolina, as Principal(hereinafter called Principal), and the Maryland Cas-
ualty Company, Baltimore, Maryland, as Surety, (hereinafter called Surety) are
held and firmly bound unto the State of North Carolina for benefit of Board of
Commissioners, Barnett County, North Carolina, in the penal sum of Twenty Five

W.D. Harrington, being first duly sworn, says: That he is the duly appointed
Tax Collector of Harnett County for the tax year 1941 -1942 County tax levy; and
that as such Tax Collector he or his deputies visited the dwelling places of each
of the persons whose names are listed as insolvent on the attached list; or that he
or his deputies visited the usual place of abode of each of said persons on said at-
tached list, and that he or they the said deputies, could not, find either at the
dwelling or the place of usual abode of each of the said tax payers on said list
attached, or elsewhere in the said County of riarnett,any property wherewith to dis-
charge said 1941 taxes or such part thereof as it returned unpaid on the said ethic?
list; and that the said persons so named on the said attached list were insolvent a
time when by law, he, the said Tax Collector, ought to have endeavored to collect
the said taxesof said persona so listed on the said attached list.

Third : - W.D. Harrington, Tax Collector for the 1942 County tax levy, having
informed the Board of Commissioners that he has appointed Ilah 'ae marsh Assistant
Tax Collector for said 1942 levy, therefore, be it resolved and - ordered that the
bond of Ilah mae Marsh, Assistant Tax Collector for 1942 levy, be fixed at the sum
of Five Thousand Dollars 34000.00), said bond to be approved by this Board at this
meeting er any adjourned or at the neat regular meeting of this Board of Commissiomers.
Fourth : - And further be it resolved that the salary of W.A. Harrington, the
duly appointed Tac Collector of Harnett County, for the year 1942 tax levy, be and
the same is hereby fixed at the sum of P431.25 ?tper month, and that in addition to
said monthly salary, the said W.D. Harrington, Tax Collector, shall receive all
legal levy and garnishee fees now allowed by law, and that in addition tosaid monthly
salary and said levy and garnishee fees, the said "W.D. Harrington, Tax Collector,
shall receive such sums for land sales as shall be allowed and fixed by the Board
of County Commissioners; and that the said salary and compensation shall be the fill
salary and compensation for the said office of Tax Collector and said Tax Collector
shall pay and discharge all expenses of the said office, except the expenses incident
to the sending of tax notices, and the follow -up, including stationery and =postage,
as required by the new system installed at the instance of the Board of Commissioners,
shall pe paid by the County of Harnett, together with the annual premiun on the
official bonds of the said Tax Collector and his Assistant.

Fitt):- And further be it resolved that said W.D. Harrington, Tax Collector of
Harnett County for the year 1942 County Tax levy, be and he is hereby relieved
and discharged from the duty of collecting any taxes prior to the 1942 County
tax levy made by the Board of Commissioners of Harnett county.
Sixth :a And further be it resolved that said 4.D. Harringtoh be and he is hereby
ordered to deposit daily all sums and amounts collected on said 1942 County taxes
in the First Citizens Bank, and Trust Company of Dunn, "orth Carolina, the official
depository of the said County of Harnett, to the credit of Harnett County 1942 Tax
Distribution account, and that the said official depository bank shall daily issue
to said W.D. Farrington a redeipt for such deposits, and the said W.D. Harrington
shall thereupon daily deliver to the County Accountant each and every of said re-
ceipts soreceived from said depository; and that upon compliance therewith by
said Tax Collector, that thereupon he, the said W.D. Harrington, Tax Collector,
and his daid Surety on his daid Surety on his said bond, shall be released and
releived o f all further liability and responsibility for such amounts or sums so
deposited in said depository.
Seventh:- And be it further resolved that the i'irat Citizens Bank/ and ?rust Com-
pany, Dunn,N.C. Branch, be and the same is designated as the official depository
of the County of Harnett for all funds of said.»outny, inclyding 411 funds which
may be collected by the said W.D. Harrington as Tax Collector of arnett County
for the 1942 County tax levy made by the Board of Commissioners of said County.
Bighth :- And be it further resolved that the i'irst Citizens Beak and Trust Pompany
said depository, be and itis hereby ordered and required to make bond in keeping
with the provisions of law to secure all deposits of the County of Harnett, in-
cluding all sums which may be collected byathe said W.D. Harrington, Tax Collector
for the 1942 couty tax levy and deposited in the said bank, in a sum of not less
than 475,000.00 to be increased and fixed from time to time as the amounts of de-
posits at any one time may require, said bond to at all times be in a principal
amount aggtegating more than the total deposits of skid Harnett County on any given
date; and in lieu of said bond the said first "itizens Bank and Trust Company may
place intrust with Wachovia Bank and Trust company, Raleigh,N.C., Trustee, Accept-
able securities approved py the County Accountant, for the benefit of securingall
the deposits ofHarnett County in said jOirst Citizens Bank and Trust `'ompany, the
aggregate amount Of such securities to be in a sum not less that the bond required
by law.

On motion of Commissioner °.L. rate, and seconded by bommissioner A.A.
Cameron, and duly passed and carried, Be IT RESOLVED and ordered by the board
of County Commissioners of Harnett 'ounty, as follows:
FIRST: - That the tax settlement of W.D. Harrington, Tag Collector for the
year 1941 County tax levey, together with the insolvent list for laid 1941 tax lev
hereto attached and made a part thereof, said insolvent list having been heretofore
approved and accepted, be and the same is hereby accepted and approved for the pur-
pose of the annual settlement for said year; and same is hereby ordered to be re-
corded in the records of the Minutes of the Board of Couhty Commissioners or Harnet
County;
Second : - And further be it resolved and ordered by the Board of Coutny Commis-
sioners of Harnett County, that the said W.D. Harrington, Tax Colledtor of Harnet
County for the year 1941 County tax levy, be and he is hereby released and relieved
and discharged of and from any and all further liability and responsibility for the
collection of any and all delinquent and insolvent taxes for the year 1941 '-ounty
tax levy;
Third : - And further be it resolved and ordered, that the County Auditor be and
he is hereby authorized and directed to execute and deliver any and all necessary
and proper instruments for the full and proper clearance and discharge for the said
1941 tax levy, voth for the said W.D. Harrington, Tan Collector, and his assistant
Tax Collector, Ilah Mae Marsh, and said Maryland Casualty Company of Baltimore,
Maryland, Surety on said bonds of said Tax Collector and Assistant.
Fourth : - And be it further resolved and ordered that said W.D. Harrington,
Tax Collector forsyear 1941 tax levy, and said Ilah Mae Marsh, Sssistant Tax Col-
lector, and said aryland Casualty Company of Baltimore, maryland,as surety on bond

On motion duly made and carried, BE IT RESOLVED that W.D. Harrington, Tax
Collector for the year 1941 County tax levy, be and he is hereby allowed the
sum of $1.20 for each and every land sale made by him for the year 1941 taxes,
andsalary up to October, 1942,and the County Auditor is hereby authorized and
directed to pay said W.D. Harrington said sum so allowed herein for land sales
of 1941 and salary to said October 1, 1942. And further be it resolved that
said W.D. Harrington shall pay out of the compensation) rein allowed for said
land sales, all expenses whatsoever in commeetion with said 1941 land sales, in-
