Present also was H.C.Strickland,County Attorney and Inez Harrington Clerk to the Board. The monthly report of Inez Harrington,Register of Deeds was presented, approved and ordered filed. The monthly report of W.D.Harrington,Tax Collector, was presented, approved and ordered filed. The monthly report of Lola O+Quinn,Delinquent approved and ordered filed. The monthly report of Howard Godwin,C.S.C., was presented, approved and ordered filed. Be it resolved that property in Town of Dunn acquired by the County of Harnett & Town of Dunn under tax foreclosure sale under Judgment #1871 -A -899 be sold to Ed. W.Holden,Dunn,N.C. for the sum of $250.on the following terms and conditions; $50. cash with this offer and $8.00 per month until the remaining unpaid balance of 200. plus 6% interest has been paid. Said payments due and payable on the 25th day of each month, beginning June 25th,1942. Being that lot on E. Divine Street in the Town of Dunn, conveyed to Ed W. Holden by deed from J.D.Bara es recorded in Book 183 at page 265; Also that lot on E. Divine Street described in a deed to Ed.W.Holden from L.J.Best and wife, dated March 7th,1930 and recorded in Book 235 at page 344, Public Registry of Harnett County to which deeds reference is made for a description. The Chairman of the Board is hereby authorized to execute deed to Ed W.Holden and the Clerk will attest same. Be it resolved that the lot of land on West Johnson Street,in Town of Dunn, I described in Judgment No.A -1291 office of the Clerk of HarnettCounty Superior Court, be conveyed to MD. Upchurch and wife, Jessie Mae Upchurch in so far as the interest of the County of Harnett is concerned, by the County of Harnett upon receipt of the sum of $105.00; and upon receipt of said sum, the chairman of the Board of Commissioners is hereby authorized aid directed to exedute proper deed on behalf of the County, and the Clerk to the Board will attest the same and affix the corporate seal. It is ordered that Inez Harrington be allowed a raise of $10. per month beginning June 1,1942 for services as clerk to the Board of Commissioners. In addition to the duties of collecting delinquent taxes, the Delinquent Tax Collector is also hereby authorized to collect pre- payments of taxes for the 1942 levy. All sums so collected shall be deposited daily in the county county depository in keeping with the provisions of law. Before entering upon the duties of the office for the term herein mentioned, Miss O'Quinn will give a good bond in proper form in the amount of $10,000.00, with sufficient surety, to be approved by the Board of Commissioners of Harnett County. Be it further resolved that Iva Johnson Sloan, be and she hereby is appointed as assistant to the Harnett County Delinquent Tax Collector for the term beginning July 1,1942, and ending June 30,1943. Before entering upon the duties of this office, she will give bond in the sum of $5,000.00 with sufficient surety,to be approved by the Board of Commissioners of Harnett County. No compliance, in any respect, having been made by John Thomas with the offer made to the County of Harnett April 4,1942, in sespect of the purchase by him of the property herein described,it is thereupon, aid by unanimous consent of the members of the Board of Commissioners, ordered that the purported agreement with John Thomas to convey to him the property hereinafter described,be and the same hereby is rescinded in toto. Be it Resolved that 29 acres of land, more ar less, located in Upper Little River township, adjoining the lands of Malcolm Dickens and the Thomas land and being land upon Which Emma Thomas resides, as described in Judgment No. -A -1300, office of the Clerk of Superior Court of Harnett County, be quitclaimed in so far as the interest of the County of Harnett is concerned, to Jarvis M.Dickens, upon receipt by the County of Harnettot $100.00, the'same to be paid as follows: $25.00 cash,$25.00 Sept. 15,1942 and $50.00 Oct.15,1942. NORTH CAROLINA RESOLUTIONS HARNETT COUNTY. WHEREAS, a Rationing Board has been set upoin the town of Dunn,Harnett County, North Carolina,which village is within about three miles of three adjoining counties; and WHEREAS, Harnett County has a population of approximately 60,000 people, and the location of the office of the County Rationing Board is inconvenient to a large majority of the people of Harnett County who have occasion to transact business with that Board; and 414 WHEREAS, it is the impression of many people of Harnett County, who have conferred with the members of the Board of Commissioner's of the County, that a Rationing Board for the County of Harnett should never have been set up at Dunn, - had it been known at the time the office was opened at Dunn that'any commodities other than automobile and truck tires and tubes, were to be rationed through that office; and WHEREAS, complaints throughout Harnett County have been general in respect of the unsatisfactory geographical location of the County Rationing office at Dunn, as visits to that office by the people of Harnett County having business with the Rationing Board office, necessitates quantities of gasoline and oil and the wear and tear of automobile tires and tubes, all of -Ahich appears to be in direct conflict with the idea of rationing these commodities; and WHEREAS, the Board of Comissioners of Harnett County have been requested and urged to make known to the Harnett County Defense Council and to the North Carolina Defense Council the sentiment of their constituents'iin respect of the matters set forth in this preambel, and to request of those agencies that steps be taken to remove from Dunn the office of the Harnett "County Rationing Board and to locate that office in Lillington, the County Seat of Harnett County, which town is located almost in the geographical center of the County, readily accessible to the people in all parts of the County by good roads and bus routes; NOW; THEREFORE, BE IT RESOLVED by the Board of " Commissioners of Harnett County that the Harnett County Defense Council-and-the North Carolina Defense Council take cognizance of the inconvenient location of the office of the Harnett County Rationing Board now-located at Dunn,NorthCarolina, and that the two Councils are hereby requested to locate'the office of the Harnett County Rationing Board in the town of Lillington, the County Seat of Harnett County. NORTH CAROLINA HARNETT COUNTY RESOLUTION Inez Harrington WHEREAS, Fort Bragg is located within approximately two miles of Harnett County,North'Carolina, at which Fort there are stationed approximately 70,000 soldiers and officers; and WHEREAS, there are employed at Fort Bragg approximately 15,000 civilian workers; and WHEREAS, the City of Fafettevlle, about eleven miles distant from Fort Bragg, and the territory adjacent to Fort Bragg, and particularly Harnett County, are crowded with Defense workers, their wives and children, and many Military officers and their families; and WHERE4,the public schools in "Harnett- County have been crowded, and attempts to alleviate this condition by usual increases of appropriations by HarnettCounty for its school system, have been insufficient to meet the pressing needs of the increased population of the County, such - increases being attributed solely to the fact that Harnett County is within the Defense Area of -Fort Bragg; and WHEREAS, it is the sense of the Board of Commissioners of Harnett'County that they should direct the attention of the Har'nettCounty Defense Council to the conditions mentioned in thistpreamble, with the request that the Defense Council take proper steps'to have Harnett County declared within the Defense Area of Pprt Bragg; NOW, THEREFORE, BETIT RESOLVED by -the Board of Commissioners of Harnett County that the Harnett County Defense Council take cognizance of the over crowded condition existing in the County which has been occasioned by the large increase of its population consisting of civilian Defense workers at Fort Bragg and many of the Military personnel and their families, and that the Harnett - County Defense Council request the North Carolina Defense Council to take proper action to have Harnett County,North Carolina, declared a Defense Area. It is ordered that Auditor be authorized to pay expenses of Primary upon receipt of Statement approved by Chairman of Board of Election. It is ordered that the sale of real estate of County tax payers delinquent in the payment of 1941 taxes be deferred until the first Monday in July,1942. It is ordered that privilege license tax of automobile dealers and garage owners be reduced to the sum of $5. for the duration of the war. It is ordered that check #561 in the amount of $1500. by the Harnett County Mutual Soil Conservation Association Inc. be accepted by the County as payment in full for the purchase of County Tractor. Budget for Administration of eld aid assistance and aid to dependent children for the year 1942 -43 in the amount of $10,004.00 was presented for approval. Upon motion by L.R.Byrd seconded by A.A.Cameron, 1 case worker at a salary of $1320. annua was ordered cut out of the budget and the same was ordered approved in the amount of $8684.00 for the years 1942 -43. Budget for Aid to Blind for the year 1942 -43 in the amount of $1007.16 was presented for approval. It was ordered that the amount be reduced to $700. same as the preceding years and the same was approved. The Board approved the appointment by Mrs.Inez Harrington,Register of Deeds of Miss Edna Kelly,Deputy Register of Deeds to fill the unexpired term of Xtes Elsie B.Lanier and the appointment of Miss Ann Stewart as Clerk.
