October 22, 1941
An adjourned regular meeting of the Hoard of Commissioners for the County
of Harnett, North Carolina, was held at the Courthouse in Lillington, North
Carolina, the usual place of meeting an October 22, 1941, at 10 o'clock A.M.
Present: Chairman J.B.Ennis and Commissioners Fered D.Jackson, L.R.Byrd,
A.A.Cameron, and R.L.Pate.
Absent: None.
Commissioner Ferd D.Jackson introduced the following bond order
authorizing County bonds, which was read and is as follows:
ORDER AUTHORIZING 441,000 SCHOOL BUILDING BONDS.
WHEREAS, the County Board of Education of Harnett County has certified
to this Board a resolution passed by said County Board of Education on
October 21, 1941, showing that it is necessary in order to maintain the
constitutional six months' school term in Harnett County to provide certain
school improvements described in said resolution; and
WHEREAS, the County Board of Education has requested this Board to order
the issuance of County bonds in order to secure the necessary funds for
providing said school improvements; and
WHEREAS, the Board of Commissioners has carefully examined the facts and
has determined and hereby dins as a fact that the statements of said resolution
are true and that it has become the duty of said Board of Commissioners,
acting as an administrative agent of the State in providing a state system
of public schools, to order the issuance of a sufficient amount of County bonds
to provide all of such school improvements in order to maintain the
constitutional six months' school term; now, therefore,
BE IT ORDERED AND RESOLVED by the Board of Commissioners for the county
of Harnett:
1. That bonds of Harnett County be issued pursuant to the County Finance
Act, as amended, in an amount not exceeding $41,000 for the purpose of
providing funds for constructing additions to or additional units for the
following school buildings:
Erwin Vocational Building
Lillington Vocational Building
Anderson Creek Home Economics Building
2. That a tax sufficient to pay the principal and interest of said bonds
when due shall be annually levied and collected.
3. That a statement of the County debt has been filed with the Clerk
and is open to public inspection.
4. That this order shall take effect thirty days after the first
publication thereof after final passage, unless in the meantime a petition
for its submission to the voters is filed under said Act and that in such
event it shall take effect when approved by the voters of the County at an
election as provided in said Act.
The Board thereupon designated the County Accountant as the officer to
file with the Clerk the statement of debt and assessed valuation required by
the County Financt Act to be filed before the passage of the bond order this
day introduced.
Thereupon the County Accountant filed with the Clerk, in the presence of
the Board, the statement of debt and assessed valuation as required by
Section 13 of the County Finance Act.
The order authorizing 341,000 School Building Bonds was thereupon passed
on first reading.
And thereupon the Board fixed 10 o'clock A.M. November 3, 1941, as the
hour and date for the public hearing as required by Section 16 of the County
Finance Act and requested the Clerk to publish the bond order which had been
introduced this day, together with the appended note as required by Section 16
of said Act, in the Harnett County News not later than the 10th day before
said date.

Statement Concerning School Indebtedness
I, H.S.Freeman, County Accountant of Harnett County, North Carolina,
do make and file the following statement of the financial condition of said
County, having been designated by the Board of Commissioners for that
purpose. Said statement includes a statement of debts incurred and to be
incurred for school purposes under orders either introduced or passed,
whether evidenced by bonds, notes; or otherwise, and whether incurred by
original creation of the debt or by assumption of debt, including debt
incurred by the County Board of Education, and including debt to the State
or any department thereof, but not including obligations incurred to meet
appropriations in anticipation of revenues to an amount not exceeding the
amount of the last preceding tax levy for school purposes (except such
thereof as are to be funded under bond orders introduced or passed, which
obligations are included), nor including debt incurred in anticipation
of the sale of any kind of bonds except funding and refunding bonds.
(a) The assessed valuation of property as last fixed
for county taxation $ 24,289,000.00
(b) Outstanding school debt $ 577,584.28
(c) Bonded debt to be incurred under
orders, either introduced or passed:
School Building Bonds 41,000.00
(d) The sum of items (b) and (c) 618,584.28
(e) School sinking funds, being money or
investments thereof pledged and held
for the payment of principal of
outstanding school debt none
(f) School credits, being principal sums
owing to the county from school
districts which are pledged to and
when collected will be used in the
retirement of outstanding school debt $ 1,500.

The sum of items (e),(f) and (g) 1,500.00
Net school debt being the sum by which
item (d) exceeds item (h) 617,084.28

Upon motion, Mr. Thornton D.0'Quinn was elected as Assistant County
Agent to fill the unexpired ter of Mr. Joe B.Gourlay, resigned, his .
appointment to take effect December 1, 1941.
Upon motion, the Board authorized the sale of the County Farm
(old County Home site) at auction, on the premises, at ten o'clock A.M.
November 13, 1941, reserving the right to reject any and all bids.
Terms of sale to be one - fourth cash, balance in one, two and three years,
deferred payments to draw six per cent (6 %) ;Interest per annum. It was
further ordered that this sale be advertised in the Harnett County News
and the Dunn Dispatch.
It is ordered that all Hereford cattle owned by the County at the
County Farm be sold at public auction on Thursday November 6, at 10:00 A.M.
at the farm.
The resignation of Joe B.Gourlay, Assistant Farm Agent, was accepted by
the Board and the appointment will be made of his successor.
On motion it was ordered that Mrs. Mattie A.Byrd be allowed release on
all cotton listed for 1941 because of loan on cotton.
BE IT RESOLVED that the 1937 taxes on 35 acres of land listed to
Allen McDougald, colored, in Barbecue Township, be released because of
double listing.
BE IT RESOLVED that the taxes for the years 1938, 1939, 1940 and 1941
on 83 acres of land in Barbecue Township, listed to the Greensboro Joint
Stock Land Bank be released; taxes oh this land having been paid for
these years in the name of M.F.Wicker.
It appearing to the Board of Commissioners of Harnett County that it is
necessary and exonomically expedient to provide facilities in connection
with the Harnett County Hospital, at Dunn, N.C., for the accommodation of
the nurses as their home and for the conduct of a laundry for the benefit
of the Hospital in connection with the home; and it further appearing
that the town of Dunn is the owner of certain valuable property in Dunn
known as the "Convalescent Home ", and that the Town of Dunn has expressed
its willingness and desire to sell its Convalescent Home or to conveyt o
Harnett County Hospital as a gift, in so far as it may extend, toward
the cost of building the Nurses' Home and Laundry for the benefit of the
Harnett County Hospital; and it further appearing that the aid of a grant
might be obtained at a later date from the Federal Works Agency, Public
Works Reserve, Capital Improvement Program, to be used in connection w ith
the construction and completion of the aforesaid combined Project, and that
authorization and direction by the Board of Commissioners of Harnett
County should be given to theTrustees of Harnett County Hospital, at
Dunn, N.C., to make a contract with Charles C.Benton and Sons, of Wilson,N.C.
Architects and Engineers, on the proposed combined project as herein
mentioned, and to make application to the Federal Works Agency for the aid
of a grant for the purpose indicated:
NOW, THEREFORE, Be it resolved by the Board of Commissioners of Barnett
County, that J.B.Ennis, Chairman of the Board of Trustees of Harnett County
Hospital, be and he hereby is authorized and directed, with the approval
of the members of the Board of Trustees of said Hospital, to fill in and
execute in proper form in behalf of said Hospital, (1) the attached contract
in duplicate with Charles C.Benton and Sons, Architects and Engineers, and
(2) the necessary formssof application to the Public Works Agency,
Public Works Reserve, Capital Improvement Program, for the aid of a grant
for the construction and completion of a Nurses' Home and Laundry to be
used for the benefit of Harnett County Hospital, at Dunn, N.C. in such an
amount as to the members of the Board of Trustees of said Hospital may seem
necessary and proper; and the Secretary of said Hospital will properly
attest such documents as may be incident to the accomplishment of these
objects.
