Minutes of Meeting of Board of Equalization and Review April 7, 1941.
The Board of Equalization and Review met in the Commissioners' Room at
the Courthouse in Lillington, North Carolina, on April 7, 1941, at 10:00
Otclock A.M., upon the expiration of the recess. The following members were
present: Chairman J.B.Ennis, and Messrs. L.R.Byrd, A.A.Cameron, P.D.Jackson
and R.L.Pate. Mr. H.S.Freeman, Tax Supervisor, and Clerk to the Board, was
also present.
The following business was transacted:
The following citizens requested a reduction in the value .of their
property and the requests were ordered filed for consideration:

The Board received a report from its Clerk, the County Tax Supervisor,
to the effect that the matter of-re-assessing real estate within the County
for the purpose of taxation for the quadrennial assessment year 1941, was
still in progress, whereupon, the Board, by unanimous vote of its members,
found the following facts:
1. That the General Assembly of North Carolina, when providing for the
assessment of real estate for taxation by means of county wide assessors,
evidently failed to take into consideration the fact that much more time
would be required for themaking of the quadrennial assessments thaftnwas
the case when such assessments were made by assessors in the several
townships; and that, pursuant to a resolution heretofore adopted by the Board
of Commissioners in Harnett County, in which is set forth the matter and means
of making the quadrennial assessment of real estate in 1941, the assessors
entered upon their duties, and that the assessment is in progress at this time.
2. That, it appearing that tax payers are without information in respect
of the values at which their several properties may be assessed, it is
impractical for them to register complaint with the Board of Equalization and
Review at this tim,e and that they should be permitted to do so when the
valuation placed on their several properties may have been made known
to them.
3. That in the circumstances it is impossible for the Board of
Equalization and Review to complete its work on this day, and to otherwise
attend to and dispatch the business before it.
It is, therefore, ordered that the Board of Equalization and Review
recess its meeting, and that it re- convene on Monday, 21st. day of April,1941
at 10 O'clock A.M. to continue its deliberation and the transaction of business.

The Board of Equalization and Review met in recessed meeting Monday,
April 28, 1941, with J.B.Ennis, R.L.Pate, Ferd D.Jackson, L.R.Byrd and
A.A.Cameron present, with H.S.Freeman as Clerk.
On motion, it was ordered that one barn of H.F.Ennis in Grove Township,
be valued for 1941 at $300.00.
There being no further business, the Board took a recess until Monday,
May 5, 1941, at 1:30 P.M., and was called to order as a Board of County
Commissioners.
