HomeMy WebLinkAbout04071941285 April 7, 1941 The Board of Commissioners met in regular session on Monday, April 7, 1941, at 10:00 O'clock A.M., with Chairman J.B.nnnis, and Commissioners R.L.gate, Ferd D.Jackson, L.R.Byrd, and A.A.Canneron, present. Also County Attorney H.C.Strickland. The taxes for the year 1940 on 25 acres of land in Upper Little River Township, formerly listed to Mrs. Tessie Wilson, in the amount of $9.81, having been paid by both T.M.McAuley and H.M.O'Quinn, IT IS ORDERED that H.M. O'Quinn be paid and refunded the sum of $9.81, and check will be issued accordingly by the County. To correct error in resolution passed on March 3, 1941, and recorded in Commissioners Docket No. 7, page 276. It is ordered that J.A.Smart of Stewart's Greek Township be relieved of poll tax for years 1935 to 1940, inclusive, and upon receipt of $7.47 taxes for said years, shall be deemed satisfactory,on account of physical disability. It is ordered that A.S.Byrd of Stewart's Creek Township be relieved of poll tax for years 1936, 1940, and 1941, on account of being a disabled World War Veteran. It is ordered that the necessary improvements to the septic tank at the County Home, be made to meet the requirements of the State Sanitary Laws. It is ordered that Mrs. W.M.Pendergrass of Stewart's Creek Township, be relieved of taxes in the amount of $49.47 on account of error in double listing for the year 1932. It is ordered that insurance policy No. 43273 of Southern Fire Insurance Com.:any on the County Jail Building, in the amount of $1,000.00, be approved and ordered filed. It is ordered that Mrs. Donnie Blackman, Averasboro Township, be refunded tax valuation of $50.00 per year for three years on a lot on South Wilson Avenue in the town of Dunn, said years being 1938, 1939, and 1940. It is ordered that Thurman Lee of Grove Township, be relieved of poll tax for the years 1940 and 1941, on account of physical disability. It is ordered that office space in the Agricultural Building be furnished free of charge to be used by the Upper Cape Fear Soil Conservation District program. The room to be 110 square feet with heat and janitor serviee from April 1, 1941 to June 30, 1941. It is ordered that E.C.Byrd, Supt. of County Home, be allowed $15.00 per month for travel expense, to begin on January 1, 1941. It is ordered that County funds be given for the extraction of teeth of Mrs. Jimmie C.Stancil of Grove Township, under the Supervision of Miss Lillie Davis. It is ordered that J.E.Weathers of Buckhorn Township, be relieved of all taxes charged to him through tht year 1941, on account of physical disability. BE IT RESOLVED that, upon receipt for the use and benefit of the County of Harnett and Town of Dunn of the sum of 7,.90.00, and list and pay 1941 taxes, from N.M.Bullock, the County of Harnett execute and deliver Quit Claim Deed for any interest it may have in and to the property formerly listed to Lee Hoke Stewart in Averasboro Township, Harnett County, involved in foreclosure action Judgment No. A -1084; and upon receipt of said sum, the Chairman of the Harnett County Board of Commissioners is hereby authorized and directed to execute on behalf of the County of Harnett said deed, and the Clerk to the Board will attest the same in proper form. BE IT RESOLVED that the 104 acres of land in Averasboro Township, known as the Weaver and Parrish land and acquired by the County of Harnett at tax foreclosure sale under Judgement No. SD 1722 -A -828, be sold to - -- Carlyle Core--- - for the total sum of $251.45, on the following terms: $51.45 cash with this offer; and $100.00 Nov. 1, 1941, and $100.00 Nov. 1, 1942, with interest at rate of 6%, and the Chairman of the Board is hereby authorized to execute deed to Carlyle Core, and the Clerk will attest same. It is ordered that R.B.Raynor, of Duke Township, be relieved of poll tax for the year 1941, on account of physical disability. 286 The following road petition was approved by the Board and ordered forwarded to State Highway and Public Works Commission: (1,) the road intersects with the McDougald Road approximately 2/10 of a mile North of McDougald Bridge and runs thence east approximately 1i miles and intersects with the road running from Leaflet Church to Clarkts Bridge - Mamers Road. Mr. Henry F.Hodges,having tendered his resignation as Constable of Duke Township, the same is hereby accepted. Upon request of Sheriff W.E.Salmon, Mr. J.D.Hubbard is hereby appointed as Constable for Duke Township, Harnett County, to fill out the unexpired term of Henry F.Hodges. The appointee shall, before assuming his duties, tender bond in proper form as required by law, and take the oath of office. It is ordered that insurance policy No. 6634 with Commerce Insurance Company in amount of. $2,000.00 on County Jail Building, be approved and ordered filed. The report of Howard Godwin, Clerk Superior Court, was received, approved and ordered filed. The report of Ines Harrington, Register of Deeds, was received, approved and ordered filed. The report of Lola O'Quinn, Delinquent Tax Collector, was received, approved and ordered filed. RESOLUTION The Duke Endowment, a contributor to The Harnett County Hospital, having made known to the Board of Commissioners of Harnett County that it desires the fiscal year for the operation of said Hospitalto be changed from that heretofore expressed in the resolution adopted by said Board of Commissioners, so that the said fiscal year shall run from January first to December thirty- first, each year, and thereby conform with the plan of operation of said Endowment: Be it Resolved, that the resolution adopted by the Board of Commissioners of Harnett County on September 2, 1940, As recorded in Minute Book No. 7, page 197, be, and the same hereby is amended to read as follows: Strike out in line three of section five, the word "July ", and substitute in lieu thereof the word "January "; and in said line strike out the word "June" and substitute therefor the word "December ", and further in said line, strike out the word "thirtiethYt and substitute therefor the words "thirty - first ". (signed) J.B.Ennis, Chairman (SEAL)OF BOARD) Board of Harnett County Commissioners Numerous complaints having been received by the Board of Commissioners of Harnett County to the effect that foxes are committing acts of depradation in various sections of the County, and that, because of said acts it is almost impracticable to attempt to keep or to raise chickens and fowls: BE IT RESOLVED, that the North Carolina Department of Conservation and Development be, and it hereby is asked to, in its discretion, declare an extension of the open season for the hunting of foxes in Harnett County from April 1, 1941, to July 1, 1941; provided, that it be within the lawful power of said Board to so extend said open season. Board of Harnett Coin.ty Commissioners 287 Minutes of a regular meeting of the Board of County Commissioners of the County of Harnett, North Carolina, held at Lillington, in said County on the 7th day of April, 1941, at 3:00 Oclock P.M. On the 7th day of April, 1941, the Board of Commissioners of the County of Harnett, North Carolina, met at Lillington, in said County in regular session. The meeting was called to order at 10:00 O'clock A.M. by the Chairman, and on the roll call the following members of the Board were found to be present: Messrs. J.B.Ennis, Chairman, F.D.Jackson, A.A.Cameron, L.R.Byrd, and R.L.Pate Absent: Hessers. None. The following Resolution was introduced by Mr. F.D.Jackson who moved its adoption: Resolution No. Z A resolution declaring the need for a regional housing Authority to function in the County of Harnett, North Carolina. BE IT RESOLVED By the Board of Commissioners of Harnett County, North Carolina: 1. Unsanitary and unsafe inhabited dwelling accommodations exist in the County of Harnett, north Carolina; and 2. There is a lack of safe and sanitary dwelling accommodations in the Couhty of Harnett, North Carolina, available for all the inhabitants thereof; and 3. There is need for a Regional Housing Authority to function in the County of Harnett, North Carolina; and 4. The Chairman be and he hereby is directed to file in the office of the Clerk of the Board of Commissioners of Harnett County, North Carolina, the necessary certificate evidencing the appointment of a Commissioner pursuant to the "Housing Authorities Law ", as amended, of the State of North Carolina; and 5. Said lack of safe and sanitary dwelling accommodations in the County of Harnett, North Carolina, available for all the inhabitants thereof, at rents which persons of low income can afford, compels such persons to occupy' overcrowded and congested dwelling accommodations; that the aforesaid conditions cause an increase in and spread of disease and crime; that the clearance and reconstruction of the areas both urban and rural in which unsanitary or unsafe housing conditions exist are public uses and purposes, and that it is in the public interest that work on such projects be instituted as soon as possible; that it is necessary to the irmediate preservation of the public pease, health and safety that this resolution become effective without delay; and, therefore, the same shall take effect and be in force immediately upon its adoption. 6. The amelioration of the conditions enumerated above and the creation of a Regional Housing Authority to carry out the purposes of the "Housing Authorities Law ", as amended, are hereby declared to be a public purpose. 7. That the population of the County is 44,239 thousand, according to Federal Census of 1940, and pursuant to the "Housing Authorities Law" as amended, this County may associate with contiguous counties, and it is hereby found and declared that a Regional Housing Authority will be a more efficient or economical administrative unit than a Housing Authority for an area having a smaller population to carry out the purposes of the "Housing Authorities Law ", as amended. 8. That the Commissioner appointed by the Chairman is hereby directed to associate himself with Commissioners similarly appointed in counties contiguous to Harnett County in accordance with the "Housing Authorities Law" as amended. The motion to adopt said resolution was seconded by Mr. A.A.Cemeron, and upon roll call the following voted Aye: J.B.Ennis, F.D.Jackson, A.A.Cameron, L.R.Byrd, and R.L.Pate. Nay: None. WHEREAS, the Board of Commissioners of the County of Harnett, held a duly authorized regular meeting on the 7 day of April, 1941; and WHEREAS, at said meeting a resolution entitled as follows was passed, adopted and recorded: Resolution No. Z "A resolution declaring the need for a regional - housing authority to function in the County of Harnett, North Carolina. NOW, THEREFORE, pursuant to the provisions of the "Housing Authorities Law," as amended, of the State of North Carolina, the Board of Commissioners hereby appoint -- H.Paul Strickland -- to serve as a Commissioner of a Regional Housing Authority to comprise among other counties the County of Harnett, North Carolina, and to serve for a period of five years. All bills of indictment sent to us by the Solicitor have been carefully considered and passed upon, returns being made on same. 2. Our inspection of County Home, Prison Camp, and County Jail reveals all in excellent condition as to management and sanitation. 3. We wish to make mentioncdf the fact, as to the efficiency of our County Officials and the splendid co- operation they have given the present Grand Jury in its labors durtzkg the past few months. It was through their loyal efforts that this work has been made more pleasant and effective, and we wish to express our appreciation to them. Through this medium we wish to thank the Prison Personnel for the delicious dinner served and the welcome extended da during the noon hour. In conclusion, we wish to express our thanks to the Court for his mildness of manner and wish for him many more years of service to the people of North Carolina and we will greet with pleasure his assignment to our Country again soon.
