Feb. 3, 1941
The Board of Commissioners met in a regular session on Feb. 3, 1941
at 10:00 Otclock A.M. with Chairman J.B.Hnnis, and Commissioners L.R.Byrd,
A.A.Cameron, Ferd D.Jackson, and R.L.Pate present, also County Attorney
H.C. Strickland, and Clerk Inez Harrington,
Report of Inez Harrington, Register of Deeds, was read,aecepted and
ordered filed.
Report of Howard Godwin, Clerk of Superior Court, was read, approved and
ordered filed.
Report of Lola OtQuinn, Delinquent Tax Collector, was read and approved.
It is ordered that beer license be granted to John Lockerman of Erwin, N.C.
at John's Place, in South Erwin.
It is ordered that beer license be granted to Bruce Jackson Howard of
Manchester, at Howard'sPlace, on Lillington -Fort Bragg Road.
It is ordered that beer license be granted to 7Villiam Raymond Moss of
Bunnlevel, RECD 1, at Moss' Service Station, in Anderson Creek Township'. `
It is ordered that C.R.Butler, Dunn,N.C., be released $13.14 penalty for
late listing of taxes in Averasboro Township.
It is duly RESOLVED, that the tax valuation of 178 acres of Walter Lee
Johnson, in Anderson Creek Township, formerly McLean lands, being 198 acres,
less 20 acres'conveyed in 1937, be reduced for the years 1938 and 1939'and 1940
from the listed value of $1985.00, to the sumo of $1535.00, the valuation shown
upon the 1937 Revaluation Book, and that proper release be issued by the
proper authority releasing said land Of said $450.00, for said years 1938 and
1939 and 1940; said valuation having been made through error in listing for
said years.
It is ordered that O.G.Matthews of Neills Creek Township, be relieved of
poll tars for year 1940 on account of physicial disability.
It is ordered that W.T.Badgett of Upper Little River Township, be relieved
of $3.60 taxes on valuation of theproperty listed to him for the years 1938,
1939, and 1940 on account of survey showing shortage of 29 acres.
The Bond of Merlin Cobb, constable, was approved and ordered filed with
the Clerk of Superior Count:

That Merlin Cobb of Angier, State of north Carolina, hereinafter called
the Principal, and The Fidelity and Casualty Company of New York, hereinafter
called the Surety, a corporation organized under the laws of the State of New
York, with its home office in the City of New York, in the said State, are held
and firmly bound unto Board of Commissioners of Harnett County, State of
North Carolina, hereinafter called the Obligee, in the sum of One Thousand.
Dollars ($1,000.00); for the payment whereof to the Obligee the Principal binds
himself, his heirs, executors, administrators, and assigns End" the Surety binds
itself, its successors and assigns, jointly and severally firmly by these presents.
Signed, sealed and dated this 6 day of January, 1941.
WHEREAS, the above -named principal has been duly appointed or elected
to the office of Constable, of the County of Harnett, State of North Carolina,
for the term` of office beginning on December 2, 1940 and ending on Dec. 2, 1942.
NOW, THEREFORE, the condition of the foregoing obligation is such that if
the Principal shall faithfully perform such duties as may be imposed on him by
law and shall honestly account for all money that may come into his own hands
in his official capacity during the said term, than this obligation shall be
void; otherwise it shall remain in force.

It is ordered that Ferd D.Jackson, R.L. Pate, H.S.Freeman, J.B.Ennis,
and A.L.Newberry, be appointed a committee to investigate the tax valuation
of property listed to T.B.Smith in Averasboro Township, town of Dunn.
This committee to work with committee of Town Board of Dunn to meet on
Tuesday, February 11, 1941, at 2:30 P.M.
The following road petition was presented to the Board, approved and
ordered forwarded to StateHighway and Public Works Commission:
to have the old Averasboro Road worked and kept in good condition, beginning
at E.H.Norris home and runs West about half -mile to the end of said road.
The above road serves several families on the Old Barnes plantation. Also
the above road serves passage to Averasboro Cemetery.
Be it resolved that the 4 acres of property in Anderson Creek Township
formerly listed to Arch Kenshaw and Carolina Grocery Campanili, and acquired
by Cou ty of Harnett, under tax foreclosure sale, Judgment No. S 2240 A 1271,
be sold to - -- -Joe Gordon, Autryville, N.C. RFD 1 on the following terms
$25.00 cash; and $50.00 Nov. 1, 1941,and $50.00 Nov. 1, 1942, and the Chairman
of the Board is hereby authorized to execute deed to Joe Gordon and the Clerk
will attest same.

WHEREAS, $550.00 worth of machinery was double - listed to Stewartts Garage
and to Mrs. Janie Stewart, in Lillington Township, for the year 1938, and
that the 1938 taxes were paid in the name of Mrs. Janie Stewart, it is
therefore, ordered that the $550.00 machinery listed in the name of Stewartts
Garage for 1938, be released.
Be it resolved that 5a acres of land in Anderson Creek Township, formerly
listed by Annie Chance and acquired by the County of Harnett under tax fore-
closure sale judgment No. A 1249 be sold to - -- -Joe Gordon, Autryville, R -1,
for the total sum of $150.00 on the following terms: $25.00 cash; and $50.00
Nov. 1, 1941; and $75.00 Nov. 1, 1942; and the Chairman is hereby authorized
to execute deed to Joe Gordon and the Clerk will attest the same.
The Board approved the appointment of Miss Maude Searcy as Home Demonstration
Agent of Harnett County, to begin her duties on February 15, 1941.

It is ordered that,-upon.receipt , bythe 0ouhty of $43.50, the lien of the
County of Harnett for taxes assessed and levied against 23 3/4 acres of land
in Stewart's Creek Township, for the year 1940, and all prior years, shall be
released, - 7 acres of haiid land having been listed to J.D.Davis for the
years 1927 to, and including 1935, and the remainder of the said land.having
been listed to J.M.Stewart, formerly Peter V.McLean, lister.
It is ordered that penalty of (10.11, charged to Mrs. EOM M.Dale, be and
the same is hereby released as to taxes charged to her on property in
Averasboro Township, for the year 1940.
It is ordered that penalty of $1.00 charged to J.F.Dail, be and the same
is hereby released as to taxes charged to him on property in Averasboro Twp.
for the year 1940.
The penalties above released were occasioned by late listing caused by
being required to list to Special Merchandise Assessor.
It is ordered that Glenn Brantley be given an extension of time to pay
the balance due on contract with County to purchase real estate foreclosed
under the following Numbers: SD 1773, 1774, 1750, 1751 and 1745,Lillington
Township. To pay one -half balance due 8 -1 -41, and balance in full
October 1, 1941.
Be it resolved that the time within which property and polls may be
listed for taxation for the year 1941, shall be and the same is hereby
extended from January 1, 1941, to and including Feb. 15, 1941.
It is ordered that 32.85 penably for late listing of taxes charged to
L.O.Stevenson, of Coats, v.C. RFD 1, be released for the year 1940. -
The Board recessed to reconvene at the call of the Chairman.
