Jan. 6, 1941
The Board of Commissioners of Harnett County met in regular session on
Monday, January 6, 1941, with Chairman J.B.Ehnis and Commissioners L.R.Byrd,
A.A.Cameraz, R.L.Pate, and Ferd D.Jackson present. Also County Attorney
H.C.Strickland and the Clerk to the Board.
It is ordered that upon payment to the County of Harnett, the amount of
$119.90 within the next ten days, the lien of the County of Harnett for taxes
for the year 1940 and prior years, be released on 16 acres of land in Neills
Creek Township, listed to J.B.Hockaday, formerly listed to Thomas Ragland.
It is ordered that J.M.Ragland of Johnsonville Township be allowed
$5.04 , there being an error on account of shortage of acres according to survey.
It is ordered that W.H.Reardon of Neills Creek Township, be relieved of
poll tax for the year 1940 and 1941, on account of beinga World War veteran
and being physical disabled.
It is ordered that I.J.Stephens of "eills Creek be relieved of poll tax
for the years 1940 and 1941 on account of being a disabled Warld War veteran.

in the sum of $24.74 be released.

The Board approved the bond of Lonnie B.Jackson, Constable in Averasboro
Township, and ordered the same filed with C.S.C.

That Lonnie B.Jackson of Dunn, State of North Carolina, hereinafter called
the Principal, and the Fidelity and Casualty Company of New York, hereinafter
called the surety, a corporation organized under the laws of the State of New
York, with its home office in the City of ivew York, In the said State, are
held and firmly bound unto The Board of Commissioners of Harnett County, State
of North Carolina, hereinafter called the Obligee, in the sum of One Thousand
Dollars ($1,000.00); for the payment whereof tbethe Obligee the principal binds
himself, his heirs, executors, administrators and assigns and the Surety binds
itself, its successors and assigns, jointly and severally firmly by these presents

Whereas, the above -named principal has been duly appointed or elected to
the office of Constable, Averasboro Township, of the County of Harnett, State
of North Carolina, for the term of office beginning on December 2, 1940 and
ending on December 2, 1942.
Now, therefore, the condition of the foregoing obligation is such that if
the principal shall faithfully perform such duties as may be imposed on him
by law and shall honestly account for all money that may come into his own
hands in his official capacity during the said term, then this obligation
shall be void; otherwise it shall remain in force.

It is ordered that penalty for late listing of W.G.Murchison in Stewart's
Creek Township, in the sum of $ 2.72 be released.
It is ordered that Mrs. W.M.Pendergrass be released of 34.66 penalty for
late listing of taxes in Stewart's Creek Township.
It is ordered that M.R.Morgan be authorized to sell one Hertford calf
to E.W.Smith, Varina, N.C. RFD 1, for the amount of $40.00. The County to
receive $20.00 for its part of the sale.
It is ordered that Oscar McNeill, colored, be granted an extension of time
to pay haslnae due on his contract to re- purchase real estate in Neills Creek
Township, foreclosed under SD #1954 -A -935, as follows: $25.00 cash this date
and $5.00 per month until paid in full.

It appearing that, for the purchase of property acquired by Harnett County
under tax foreclosure judgment No. A -925, W.O.Tew made an offer for one -half
and W.B.Herring made an offer for the other half; and it appearing that the
purchase price has been paid in full by each purchaser, and that W.O.Tew has
assigned and transferred to W.B.Herring his bid on or interest in said property:
Upon request of W.O.Tew, it is ordered that Quit -Claim Deed to the whole of
the property described in Judgment No.A -925, be made to W.B.Herring by the
County of Harnett and that the Chairman of the Board of Commissioners execute
same on behalf of the County, and the Clerk to the Board attest same and
affix corporate seal thereto.
It is ordered that if George McNeill, colored pay balance of purchase price,
within a short while, of land in Stewart's Creek Township, foreclosed under
SD # 2257 -A -1274, together with interest on same, that he be given until fall
1941 to pay the 1939 and subsequent years taxes.
It is ordered that William McAllister, colored, be granted an extension of
time to pay the balance due on contract to purchase Harnett County's interest
in one lot in Averasboro Township foreclosed under SD#2051 -A -960 as follows:
$25.00 cash this date; $25.00 on or before March 1, 1941, and $15.00 per month
until paid in full.
Be it resolved that the 6* acres of J.M.Withers land in Lillington Township
acquired by County of Harnett under tax foreclosure Judgment SD 1996 -A -1000 be
sold to ---- L.M.Wicker - -- -for the sum of $175.00. +5.00 cash with this offer,
and $20.00 on July 1, 1941, and $130.00 on October 15, 1941. The Chairman
of Board is hereby authorized to execute deed and the Clerk will attest same.
W.D.Dickens, contract purchaser of property formerly owned by J.B.Rosser
and Estelle Rosser, for which the County took deeds under Judgment Nos. A -964
and A -971, having made written assignment of shill said contract and directed
that deed be made to A.C.Cameron for said properties, and J.B.Rosser,
individually and as agent for Esttelle Rosser having also appeared before the
Board and offered to redeem and purchase said property for $744.60 and requested
in writing that quitclaim deed be made to A.C.Cameron;
It is ordered that the aforementioned property be quitclaimed to
----A.C.Cameron--- and that of the sum of $962.61 heretofore deposited by
W.D.Dickens, the sum of $744.60 be retained by the County as purchase price
for said property.On behalf of the County the Chairman of the Board will
execute deed and the Clerk will attest same and affix corporate seal.
The Board approved the bond of Thomas Ruffin Brown, as to its sufficiency
and form and ordered filed with C.S.C.

KNOW ALL MEN BY THESE PRESENTS, that Thomas Ruffin Brown, Lillington, N.C.
as Principal (hereinafter called principal) and the Maryland Casualty Company,
a corporation of the State of Maryland, having its Principal office in the City
of Baltimore, Maryland, as Surety (hereinafter called Surety), are held and
firmly bound unto the County of Uarnett, North Carolina, in the penalty of
One Thousand Dollars to the payment whereof, well and truly to be made and
done; the said principal binds himself, his heirs, executors and administrators
and the said Surety binds itself, its successors and assigns, jointly and
severally firmly by these presents:
The condition of the aforegoing obligation is such that whereas the said
principal was elected or appointed Constable for the term beginning on the 2nd.
day of December 1940 and ending on the first Monday in December 1944.
Now, therefore, if the said principal shall during the term of this bond,
well and faithfully perform all and singular the duties incumbent upon him by
reason of his election or appointment as said Constable, except as hereinafter
limited, and honestly account for all moneys coming into his hands as said
Constable, according to law then this obligation shall be null and void; it
is otherwise to be and remain in full force and virtue.
This bond is executed by the Surety upon the following express conditions,
which shall be a condition precedent to the right of recovery hereunder;
It is mutually understood and agreed between all parties hereto, that if
the Surety shall so elect, this bond may be cancelled by giving thirty days'
notice in writing to the said County of Harnett, North Carolina, and this bond
shall be deemed cancelled at the expiration of said thirty (30) days, the said
Surety remaining liable for all or any act or acts covered by this bond, which
may have been committed by the principal up to the date of such cancellation
under the terms, conditions, and provisions of this bond, and the Surety shall
upon surrender of this bond and its release fran all liability thereunder,
refund the premium paid, less a pro rata part thereof, for the time this bond
shall have been in force.

It is ordered that the Purchasing Agent be authorized to purchase an
American Flag to be placed on display at the entrance of the Courthouse,for the
sum of P9.50 from W.C.Denmark, Goldsboro, N.C.
It appearing that in suit #S77 2328 Judgment No. A -1319, C.I. #3954,
County of Harnett -vs- Hiram Baggett and wife Dollie Moore Baggett, Judgment
was inadvertently rendered although anas¢er had been filed raising issues,
which answer had been misplaced, and that the issue is pending in Superior
Court; and Mrs. Dollie Moore Baggett, having offered to pay to the County of
Harnett $181.55 in satisfaction of the Judgment and taxes for the year 1940
and all prior years: -
It is ordered that upon receipt by the County of $181.55, thhe lien of the
County on the subject property involved in said suit, for taxes for the year
1940, and all prior years be released, and that the judgment be cancelled as
to the County of Harnett and its interest thereunder.
Be it resolved that upon payment to the County of Harnett of the sum of
$90.00 by D.M.Sexton, the lien of the County for taxes for the year 1940
and prior years on 92 acres of land and one lot listed to D.M.Sexton, in
Neills Creek Township, be and the same is hereby released.
It is ordered that free peddler's license be granted to Harvey Deal
Of Black River Township on account of physicial disability.
It is ordered that the 20 acres more or less known as Laura Elliott land
in_ Anderson Creek Township, acquired ht tax foreclosure sale under Judgment
No. A -1136, be sold to - -- Walter Lee Uohnson - - -- for the total cash sum of
$105.00 and the Chairman is hereby authorized to execute deed and theclerk
will attest same, upon receipt of said sum from the purchaser.
The Board appointed J.Hartwell Butts as List Taker in Anderson Creek Twp.
upon recommendation of H.S.Freeman, Tax Supervisor. The Board also appointed
Wales J.Blalock as List Taker in Black River Township, upon recommendation of
H.S.Freeman, Tax Supervisor.
The report of Howard Godwin, C.S.C. was received, approved and ordered
filed.
The report of Inez Harrington, Register of Deeds, was received, approved
and ordered filed.
The report of Lola O'Quinn, D.T.C. was received, approved and ordered filed.
The following road petition was presented to the Board of Commissioners,
approved and ordered forwarded to the State Highway & Public Works Commission:
(1) to maintain the road located in Averasboro Township, beginning at a point
in the Jonesboro Road, near the house of Bennett Weeks, and running in a
Northern direction near the residence of Harvey Weeks, Mitchell Barefoot,
Ezekiel Tart, J.B.Tart, Lastus Barefoot, Voyd McLamb, Mrs. Nicey Moore,
Bernice 'Tart, C.B.Barefoot, Ira MoLamb, N.B.Barefoot, Dalton Barefoot,
Carl Tart, Mrs. Charlie Stewart, Nazro Tart, Ira B.Lee, and Mrs. J.B.
Barefoot; to a point near T.Matthews' residence, on that road leading
from the Benson -Dunn Highway, in an eastern direction past W.R.Denning's
residence and through his farm.

The following was presented to the Board and ordered recorded on Minutes:

Jan. 6, 1941
To the Board of Commissioners of Harnett County:
Mr. A.C.Cameron having repaid me the amount of the purchase price of
?962.61, which I have previously paid to the County, in the matter of the
property involved in tax foreclosure judgments Nos. A -964 and A -971, together
with other valuable considerations, through and by Mr. J.B.Rosser, I do hereby
assign and set over to Mr. A.C.Cameron my bid and all my rights to purchase
from the County this property, and further I hereby release and absolve the
County of Harnett from any and all liability, insofar as I am concerned,
under and by virtue of that certain Contract of sale entered into by said
County and the undersigned dated August 15, 1940.
I hereby request that you make proper deed to this property to
Mr. A.C.Cameron.
