December 16, 1940
The Board of Comniss'oners met in a call session on Monday, Dec. 16, 1940,
at 2:30 P.M. with Chairman J.B.Innis present and Commissioners L.R.Byrd,
Ferd D.Jackson, And A.A.Cameron present also. Commissioner R.L.Pate was
absent. County Attorney H.C.Strickland was present, and the Clerk to the
Board was present also.
It is ordered that Theo N.Ingraham of be relieved of poll
tax for the year 1940, on account of physicial disability sustained in the
World's War.
It is ordered that the fire insurance policy No. 6621 in the amount of
$500.00 on a part of the Old Harnett County Home, with the Commercial Insurance
Company, be approved and ordered filed.
The bond of Melvin McLean, County Coroner, was approved and ordered filed.

Know all men by these presents, that we, James Melvin McLean, as
Principal, and the Maryland Casualty Company, as Surety, are held and firmly
bound_unto the State of North Carolina, in the sum of Two Thousand Dollars
(„2,000.00), to the payment of which well and truly to be made we bind
ourselves, jointly and severally, our heirs, executors, and administrators,
firmly by these presents.
Signed and sealed this 2 day of December, 1940.
The Condition of the above obligation is such, that whereas the above
bounden, James Melvin McLean, has been duly elected Coroner in the County of
Harnett, for a term of two years beginning the 2nd. day of December, 1940.
Now, therefore, if the said James Melvin McLean shall from time to time
and at all times well and truly execute the said office of Coroner and duly
perform all and singular the duties of his said office during his continuance
therein according to law, the above obligation is void; otherwise to remain
in full force and effect.

Know all men by these presents That we, Elsie Baggett, Lillingt on; N.C.
as Principal, and the United States Fidelity and Guaranty Company, a
corporation duly incorporated under the laws of the'State of Maryland, as
Surety, are held and firmly bound unto Mrs. Inez Harrington, Register of Deeds,
Harnett County, North Carolina, in the suns of Two Thousand and no /100 Dollars
02,000.00) lawful money of the United States of America, for the payment of
which, well and truly to be made, we, bind ourselves, our heirs, executors,
administrators, successors and assigns jointly and severally, firmly by these
presents.
Whereas, the above bounden Elsie Baggett has been duly appointed Deputy
Register of Deeds of Harnett County, North Carolina, for a term of two years
beginning, on the 2nd. day of December 1940, and ending the first monday in
December, 1942.
Now, therefore, the condition of this obligation is such, that if the
said Elsie Baggett shall well and faithfully perform all the duties of his
said office, then this obligation to be void, otherwise to remain in full
force and effect.
It is mutually understood and agreed between all parties hereto, that if
the Surety shall so elect, this bond may be canceled by giving thirty days
(30) notice in writing to the - Mrs.Inez Harrington, Register of Deeds
Harnett County, North Carolina and bits bond shall be deemed canceled at
the expiration of said thirty (30) days, the said Surety remaining liable
for all or any act or acts covered by this bond, which may have been
committed by the Principal up to the date of such cancelation, under the
terms, conditions, and provisions of this bond, and the Surety shall, upon
surrender of this bond and its release from all liability thereunder, refund
the premium paid, less a pro rata part thereof, for the time this bond shall
have been in force.

BE IT RESOLVED BY THE BOARD of Commissioners of Harnett County:
1. That all real and personal propertt, subject to taxation in Harnett
County shall be listed and assessed for ad valorem tax purposes in the
year 1941, as provided by law.
2. That it is hereby determined that the real property in Harnett County
and the several townships therein shall be re- valued for the purpose of
taxation in the year 1941, by horizontal increase of twenty per cent of the
value at which it is now assessed, and by actual appraisal thereof.
3. That it is the intent and purpose of the revaluation herein referred
to that the tax rate in Harnett County shall be lowered and that the valuation
of real estate for the purpose of taxation shall more nearly conform to the
true value thereof without appreciably increasing the amount of taxes to be
paid by tax payers whose property now is, or may be, listed and assessed
according to law.
4. That in the accomplishment of the objects as set forth in this
resolution, the provisions of the Machinery Act of 1939 shall be followed.
Adopted by unanimous vote Dec. 16, 1940.

RESOLUTION
Upon hearing at regular meeting of the Board of Cozmuissioner upon
Petition of J.Daniel Byrd be it Resolved: that the 35 acres of land in
Lillington Township, Harnett County, now owned by J.Daniel Byrd purchased
Dec. 12, 1940 of Harvey B.West and described in Book 266, page 263, Registry
of Harnett County, be relieved of all County of Harnett taxes for the years
1935 and 1936 and all prior years upon payment of the following:
First that the said 35 acres be after - listed for the year 1935 and year 1936
by the Auditor at the value of $380.00 and taxes calculated and paid on said
valuation for said 1935 and 1936 in name of J.Daniel Byrd, for $5.89 for 1935
and $5.89 for 1936.
Second, that all taxes on said 35 acres be discharged of all taxes for
years 1934 and all prior years upon payment to the Auditor of the sum of
$17.67 cash, for 1920 $5.89, 1922 $5.89, and 1923 x;5.89, total $29.45.
Third, that upon payment of said after list $11.78 and said sum of $17.64,
that said 35 acres be released of any and all County taxes for years 1936
and prior years. And further that said judgment in Action entitled County of
Harnett vs A.D.Brantley in office of Clerk Superior Court of HarnettCounty
No. 18,559 JD 18, page 3, be cancelled of record by the County Attorney
H.C.Strickland.
Done and ordered this December 16, 1940.
