HomeMy WebLinkAbout08051940190 August 5, 1940 The Board of Commissioners of Harnett County, met in a regular session August 5, 1940 at 10:00 O'clock A.M. Those present were Chairman J.B.Ennis, A.A.Cameron, R.L.Pate, Ferd D.Jackson, L.R.Byrd, also County Attorney H.C.Striekland. The monthly report of Howard Godwin C.S.C. was approved and ordered filed. The monthly report of Miss Lola OtQuinn, Delinquent Tax Collector, was approved and ordered filed. The monthly report of W.D.Harrington, Tax Collector, was approved and ordered filed. The monthly report of Mrs.Inez Harrington, Register of Deeds of Harnett County, was approved and ordered filed. Upon recommendation of Miss LOla O'Quinn, County Delinquent Tax Collector, Mrs.Iva Johnson Sloan is hereby appointed Assistant Harnett County Delinquent Tax Collector, to serve at the pleasure of the Board, beginning August 12, 1940 upon her giving bond in the sum of $5,000.00 with Surety, to be approved by the Board; compensation to be at the rate of 90.00 per month, payable monthly. The official bond of Horace S.Freeman, Auditor, in the sum of $10,000.00 with United States t Fidelity & Guaranty Co. as Surety, was presented, accepted and approved, and ordered recorded and filed. Those voting for approval: Commissioners L.R.Byrd, A.A.Cameron, R.L.Pate and Ferd Jackson. Against approval: None. United States Fidelity & Guaranty Company - No. 70677 -07- 948 -40 KNOW ALL MEN BY THESE PRESENTS: That we, Horace Smith Freeman, Lillington, N.C. as principal, and the United States Fidelity and Guaranty Company, a corporation duly incorporated under the laws of the State of Maryland, as Surety, are held and firmly bound unto Board of Commissioners of Harnett County, North Carolina, in the sum of Ten Thousand and no /100 Dollars 010,000.00) lawful money of the United States of •America, for the payment of which, well and truly to be made, we bind ourselves, our heirs, executors, administrators, successors and assigns, jointly and severally, firmly by those presents. WHEREAS, the above bounden Horace Smith Freeman was on June 25, 1940 duly appointed Harnett County Auditor Accountant by the Board of Commissioners of Harnett County, North Carolina, for the unexpired term of J.S.MeLean, said unexpired term beginning on the 1st. day of July, 1940 and ending the 2nd. day of December, 1940. NOW, THEREFORE, the condition of this obligation is such, that if the said Horace Smith Freeman shall well and faithfully perform all the duties of his said office, then this obligation to be void, otherwise to remain in full force and effect. It is mutually understood and agreed between all parties hereto, that if the Surety shall so elect, this bond may be cancelled by giving thirty (30)- days notice in writing, to the Board of Commissioners of Harnett County, North Carolina, and this bond shall bd deemed cancelled at the expiration of said thirty (30) days, the said Surety remaining liable for all or any act or acts covered by this bond, which may have been committed by the Principal up to the date of such cancellation, under the terms, conditions and provisions of this bond, and the Surety shall, upon surrender of this bond and its release from all liability thereunder, refund the premium paid, less a pro rata part thereof, for the time this bond shall have been in force. (SEA ) 191 It is ordered that the County Tax Collector, after due advertisement as prescribed by law, conduct the annual sale of the lien for taxes of those tax payers who have failed to pay their 1939 taxes, such sale to be held the first Monday in September according to law. Be it resolved that the 17 acres of teal estate formerly listed to C.F.Kelly in Barbecue Township, and acquired by the County of Harnett at tax foreclosure sale under Judgment No. 2266 -A -1279 be sold to - - -- E.S.Matthews Lillington, N.C.R -3, for the sum of $125.00 on the following terms: $10.00 cash with this offer and $65.00 on December 1, 1940; $50.00 on November 1, 1941; and the Chairman of the Board is hereby authorized to execute deed to E.S.Matthews and the Clerk to the Board will attest same. It is ordered that Geo.W.Edwards (colored), Goldsboro, N.C., be granted free pedlers license for the year 1940, on account of being a disabled World War Veteran. Be it resolved that Lots Nos. 47, 48, 49, and 50 in M.L.Jackson subdivision in the town of Dunn, formerly listed to Sarah J.Sanders, and acquired by the County of Harnett and the Town of Dunn in tax foreclosure sale under Judgment No. 2030 -A -1074 be sold to - -- Corenia Sanders 017 Graham Street, Richmond, Va., on the following terms: $8.00 on the 3 day of Each month until the remaining balance of $57.00 and interest is paid. The tfferer,Cornelia Sanders, has previously paid $52.00 for which she has received credit otherwise this contract would be $109.00, instead of $57.00. The Chairman of the Board is authorized to execute deed to Corenia Sanders and the Clerk will attest the same. It is ordered that 20 acres of land listed to James L.McNeill (colored) in Anderson Creek Township, be stricken from the list and relieved of all tax charges, the said acreage having been included in a larger tract of "Reeves" land listed and tax paid. It is ordered that a house on the lands listed to Mary B.McNeill estate, in Anderson Creek township, listed as 20 acres, valued at $550.00 be after- listed for 1935, 1936, 1937, 1938,&1939, and that it be listed for the current year 1940. The Board appointed R.L.Pate, Fered D.Jackson and H.S.Freeman to investigate tax valuation on property listed to Dixie Fire Insurance Company on West Edgerton Street, in Dunn, N.C., formerly Wade property. The following road petition was presented, approved and ordered filed for State Highway and Public Works Commissioner: (1) we, the undersigned residents and property owners on temporary route (formerly No. 55) now 82, between Erwin and Godwin, respectfully petition the Highway Commission to grade and surface treat this route between these two towns. This road in its present condition is practically impassable after a rain, which makes it a great inconvenience to all those using this road including ahhool buses, those going to and from their work in the Erwin Cotton Mills and the farmers that bring their cotton and produce to markets. This is an important road and much traveled. BE lr RESOLVED by the Board of Commissioners of Harnett County, that the following budget for the County of Harnett, covering the fiscal year 1940 -41, be and the same is hereby adopted and the tax levy for said fiscal year is hereby accordingly appropriated: General County, Poor and Health $ 124,113.00 Old Age Assistance 46,920.00 Aid to Dependent Children 22,344.00 Bond Fund 51,482.24 School Fund Current Expense 59,037.36 Capital Outlay 95,829.15 Debt Service 121,522.69 276,389.20 Total County Wide Budget 521,248.44 Voting for the adoption of the Budget: Commissioners A.A.Cameron, L.R.Byrd, F.D.Jackson, R.L.Pate & J.B.Ttnis. Voting against adoption: None. 192 BE IT RESOLVE by the Board of Commissioners of Harnett County: That there shall be and there is hereby levied and assessed against all taxable property within the County of Harnett taxes at the respective rates set forth below, for the use of the County, per 0100.00 of valuation of said property for the fiscal year 1940 -41.
