The Board of Commissioners met in regular session on Monday, July l,- 1940
at ,10100 O'clock A.M. with Chairman J.B.Ennnis and Commissioners R.L.Pate,
Ferd D.Jackson, L.R.Byrd, and A.A.Cameron present; County Attorney
H.O.Strickland was also present.
The Board ordered that $10.00 per month be given to Mrs.Sarah Butler,
Upper Little River Township, for the upkeep of an invalid son.

The Budget Estimate for the fiscal year 1940 -1941 was submitted by the
County Accountant to the Board. It was ordered filed with the Clerk to the
Board for public inspection, and it was also ordered that a summary of the
estimate be published in the Harnett County News.
The Board of Education presented its Budget requirements for the fiscal
year 1940 -1941. It was ordered filed to be reviewed by the Accountant and
Board of Commissioners pending final action with regard to its adoption.
The official bond of Miss Lola OtQuinn, Delinquent Tax Collector, properly
executed by her and United States Fidelity and Guaranty Company, as Surety,
in the penal sum of $6,000.00 for the period from July 1, 1940 to March 1, 1941,
be and the same is hereby approved and ordered recorded. Voting for the
approval of the bond: Commissioners L.R.Byrd, F.D.Jaekson, R.L.Pate and
A.A.Cameron. Voting against: None.

That we, Lola O'Quinn, Lillington, N.C. as .Principal, and the UNITED STATES
FIDELITY AND GUARANTY COMPANY, a corporation duly incorporated under the laws
of the State of Maryland, as Surety, are held and firmly bound unto Board of
Commissioners of Harnett County, North Carolina, in the sum of Six Thousand and
no /100 Dollars ($6,000.00) lawful money Of the United States of America,- for
the payment of which, well and truly to be made, we bind ourselves,• our heirs,
executors, administrators, successors and assigns, jointly and severally, firmly
by.these presents.
WHEREAS, the above bounded Lola O'Quinn was on the 25th. day of June, 1940
duly appointed Harnett County Delinquent Tax Collector -by the Board of
Commissioners of Harnett County, North Carolina, for the term beginning on the
lst. day of July, 1940 and ending on the 1st. day of March, 1941.
NOW, THEREFORE, the condition of this obligation is such, that if the said
Lola OtQuinn shall well and faithfully perform all the duties' of his said office,
then this obligation to be void, otherwise to remain in mall force and effect.
IT IS MUTUALLY ENDER$TOOD AND AGREED between all parties hereto, that if the
Surettaelpall so elect, this bond may be canceled by giving thirty (30) days
notice in writing to the Board of Commissioners of Harnett County, North
Carolina, and this bond shall be deemed canceled at the expiration of said
thirty (30) days, the said Surety remaining liable for all or any act -or acts
covered by this bond, which may have been committed by the principal up to the
date of such eaneelation, under the terms, conditions and - provisions of this
bond, and the Surety shall, upon surrender of this bond and its release from

all liability thereunder, refund the premium paid, leas a pro rata part idnerof,
for the time this bond shall have been in force.

The County Attorney is hereby authorized and directed to immediately
initiate such proceedings as he may deem proper to enable the County to refund
$30,000. of Coats Graded School District Bonds 'dated November 1, 1920, bearing
6% interest and which mature November 1, 1940.
Mr.W.D.Harrington, Tax Collector, presented a list of taxpayers delinquent
as to their payment of 1939 taxes. The Board returned the list and ordered
that the Collector proceed at once to levy and garnishee for the collection of
all such taxes.
The Board granted beer license to A.R.Byrd Service Station, Coats, N.C.
The monthly report of W.E.Hyland, Acting Auditor, was approved and ordered
filed.
The monthly report of W.D.Harrington, Tax Collector,was approved and ordered
filed.
The monthly report of Inez Harrington, Register of Deeds, was approved and
ordered filed.
The monthly report of Howard Godwin, Clerk Superior Court, was approved and
ordered filed.
A petition seeking an all- weather surface treatment on road leading from
15 -A near the Beacon light in Hector's Creek Township via Christian Light,Baptist
Grove Church, and into the Fuquay- Sanford Road near Duncan, signed by three
hundred fifty citizens, was presented. It was approved and ordered sent to
Honorable D.B.McCrary, Highway Commissioner.
The following road petitions were approved and ordered forwarded to The
State Highway and Public Works Commission:
1. that the road beginning at a point in the Old River Road South of A.C.Snipest
and intersecting U.S. No. 421 at a point East of W.H.Grady's, be improved to
provide a suitable outlet for five or more families.
2. this road intersects with Highway No. 421 at James Cameron's and runs
southwest two miles by W.B.Johnson's and E.B.Pritohett's to Clarence Holder.
The distance of the road in question is two miles. This road has been
approved by the State school commission for a school bus route provided that
it is put in Satisfactory condition for a school bus.
BE IT RESOLVED that the six and one -third acres of land in Lillington
Township, formerly listed to Archie McLean and acquired by the County of Harnett
at tax foreclosure sale under Judgment No. 3D 2313 -A -1226 , be sold to
-- -Lewis M.Wicker Lillington, N.C. - - -- for the total sum of $125.00 on the
following terms: $10.00 cash, and $15.00 on July 25, 1940; the balance, together
with 6% per cent interest, on November 1, 1940. The Chairman of the Board is
hereby instructed to execute deed to Lewis M.Wicker and the Clerk will attest came.
The Board recessed to re- convene at the call of the Chairman.
