The Board of County Commissioners met in a regular session June 3, 1940,
at 10100 O'clock A.M. with Chairman J.B.Ennis, and Commissioners R.L.Pate,
Ferd D.Jackson, A.A.Cameron and L.R.Byrd present. Also County Attorney
H.C. Strickland.
The Chairman appointed a Committee composed of Ferd D.Jackson, R.L.Pate
and H,S.Freeman Tax Supervisor, to investigatethe tax valuation on the property
formerly owned by Geo.W.Butler on Magnolia Avenue in the town of Dunn.
It is ordered that taxes of C.L.Williamis on 175 acres in Johnsonville Twp.
be settled in full through the year 1939 for $650.00 if paid by July 1, 1940.
The County Auditor is hereby directed to confer with the several
departmental heads of the County Government in respect to ascertaining the
various financial needs of the respective department, preparatory to rendering
to the Board of Commissioners the tentative budget for the fiscal year
beginning July 1, 1940.
The County Attorney is hereby authorized and directed to institute
appropriate foreclosure suite to enforce payment of delinquent taxes for the
year 1937 and prior years due to the County.
It is ordered that a valuation of $2,800.00 be placed on residence of
Mrs.J.T.Bland, in Neills Creek Township, for the years 1939 and 1940.
The Board expressed its willingness and intent to put in the budget for
the fiscal year 1940 -1941 the sum of $2,500.00, and to appropriate so much of
said sum as may be necessary to install a modern tax and accounting system
in the offices of the County Auditor and Tax Collector; and to make effective
the system as soon as possible. Mr. W.A.Richard, C.P.A., is authorized, at
his option, to make a survey of the needs and to report to the Board and the
Local Government Commission his findings and recommendations as to a proper
system.
It is ordered that G.A.Smith of Black River Township be granted a reduction
of $200.00 valuation on a tract of land listed as 61 acres,on account of a
recent survey showing only 50.4 acres.
It is ordered that H.V.Stewart, Hector's Creek Township, be granted free
pedler's license for the year 1940 on account of physicial disability.
It is ordered that the amount $850.00 be set up in the 1940 -1941 budget
for the Department of Conservation and Development in Harnett County.
BE IT RESOLVED that the terms of the contract of August 7, 1939, by and
between Frank Hockaday, Jr. and the County of Harnett to re- purchase 26 acres
of land in Lillington Township, for the sum of $226.28,be attended to read:
$16.10 cash; $50.00 on or before June 8, 1940; $78.90 on or before
August 8, 1940; and $10.00 each succeeding month until paid in full, together
with 6% interest and, 1939 and subsequent years taxes.
The monthly report of Inez Harrington, Register of Deeds, was approved and
ordered filed.
The monthly report of Howard Godwin, C.S.C., for the month of May, was
approved and ordered filed.
The monthly report of W.D.Harrington, Tax Collector, was approved and ordered
filed.
The monthly report of W.E.Hyland, Acting Auditor, for the month of May,
was approved and ordered filed.
The report of the Grand Jury for the May Term of the Superior Court, was
read, accepted and ordered filed.
The Board ordered that beer license be granted to Thomas Curibanas, at
Tart's Grill on East Broad Street in the town of Dunn.
The Board ordered that beer license be granted to C.B.McLeod, at Mack's Tavern,
Lillington, N.C. RFD 1
The Board ordered that beer license be granted to Ellis Cates at
Ellis Cates Speed Way Station, South of Erwin, N.C.
The Board ordered that beer license be granted to Mrs,Mike Rose, at
Mike's Place, East Erwin, N.C.
The Board ordered that beer license on premises and wine limns off premises
be Lillington, to A. .Collins, at Cape Fear Service Station, one mile North of
ng ten , on Highway No. 15A.

Charles' Cafe, 1004 North Ellis Avenue, Dunn, N.C.
The Board ordered that beer license be granted to T.G.Marshburn, at
Triangle Service Station, one mile North of Lillington, on Highway 15A.
The Board ordered that beer license be granted to Eddie Pete Chakales,
at Dixie Diner, on Dunn- Fayetteville Highway #301.
The Board ordered that beer license be granted to Archie Wood, Dunn, N.C.R -6.
The Board ordered that beer license be granted to R.L.Bradsher, at
City Service Station, Angier, N.C.
The Board ordered that beer license be granted to C.B.Earp, at Earp's Cafe,
Angier, N.C.
The Board ordered that beer license be granted to F.Wesley Coats, at
Wesley's Lunch Room, East Broad Street, Dunn, N.C.
The Board ordered that beer license be granted to Mrs.Otis Aiken and
Miss Addie McGee, at Angier Cafe, Angier, N.C.
The-Board ordered that beer license be granted to B.Gilbert Porter, at
Bannerman's Coffee Shoppe, 200 South Clinton Avenue, Dunn, N.C.
BE IT RESOLVED that the lot 40 x 75 feet, formerly owned by O.B.or Willie Pope
on the south side of East Edgerton Street in Block "S' and acquired by the
County of Harnett and the Town of Dunn, at tax foreclosure sale, under
Judgment No. 2138 -A -1224, be sold to Louis Baer for the total sum
of $500.00, on the following terns:' $50.00 cash; and 4450.00 on Nov. 15,1940,
with 6% interest, and the Chairman of the Board is hereby directed to execute
deed to Louis Baer, and the Clerk to the Board will attest same.
The Board recessed to re- convene at the Call of the Chairman.
