May 31, 1940
The Board of Commissioners met in a Ball meeting Friday, May 31, 1940
at 2:00 O'clock P.M. Present were Chairman J.B.Ennis, and Commissioners
A.A.Cameron, Ferd D.Jackson, R.L.Pate, and L.R.Byrd. Also County Attorney
H.C.Strickland.
It is ordered that the roof of the Courthouse and the Jail be painted.
Contract for $161.25 awarded to The American Oil and Paint Company, Cleveland,
Ohio, J.F.McMillan, division manager.
The official bond of Merlin Cobb, Black River Township Constable, in the
sum of $1,000.00 was approved, ordered recorded, and filed. Those voting for
its approval were Commissioners R.L.Pate, L.R.Byrd, A.A.Cameron, and
Ferd D.Jackson. Voting against: None.

That Merlin Cobb of Angier, State of North Carolina, hereinafter called
the Principal, and The Fidelity and Casualty Company of New York, hereinafter
called the Surety, a corporation organized under the laws of the State of
New York, with its home office in the City of New York, in the said State, are
held and firmly bound unto the Board of Commissioners of Harnett County, of
Lillington, State of North Carolina, hereinafter called the Obligee, in the sum
of One Thousand ($1,000.00) Dollars; for the payment whereof to the Obligee the
principal binds himself, his heirs, executors, administrators, and assigns and
the Surety binds itself, its successors and assigns, jdntly and severally
firmly by these presents.
Signed, sealed, and dated this 24 day of May, 1940.
WHEREAS, the above -named principal has been duly authorized or elected to
the office of Constable, Black River Township, of the county of Harnett, State
of North Carolina, for the term of office beginning on June 1, 1940 and ending
on December 2, 1940.
NOW, THEREFORE, the condition of the foregoing obligation is such that if the
principal shall faithfully perform such dttiea as may be imposed on him by law
and shall honestly account for all money that may come into his own hands in
his official capacity during the said term, then this obligation shall be void;
otherwise it shall remain in force.

The extension of official bond of W.E.Hyland, Acting Auditor, in the sum
of $10,000.00 to July 1, 1940, was approved, ordered recorded, and filed.
Those voting for approval were Commissioners L.R.Byrd, Ferd D.Jackson, R.L.Pate,
and A.A.Cameron.

In consideration of the sum of Four and 90/100 Dollars the IInited States
Fidelity and Guaranty Co. hereby continues in force Bond No. 70677 -07 -429 -40 in
the sum of Ten Thousand and no /100 Dollars ($10,000.00) on behalf of W.E.Hyland,
Temp. Acting Acct. in favor of State of North Carolina, for the extended term
beginning on the 12th. day of June, 1940, and ending on the 30th. day of June,
1940 subject to all the covenants and conditions of said bond.
This ontinuation is executed upon the express condition that the Company's
liability under said bond and this and all continuations thereof shall not be
cumulative and shall in no event exceed inthe aggregate the largest single amount
named in the bond, the endorsements attached thereto or any continuation certificat

Mr.Harry C.Northrop, C.P.A., rendered to the Board a final statement
showing the accountability of_Mr.J.S.McLean, former County Auditor, as
422,909.73, which, after deducting credits recommended by Mr. Northrop and
Mr.George Adams of the Local Government Commission, left a net accountability
of 419,491.37, which said sum was received by the County in settlement of the
accountability of Mr. McLean as shown by the report of Harry C.Northrop of
February 12, 1940, and the analysis thereof, the settlement in detail being

KNOW ALL MEN BY THESE PRESENTS: That William Dalrymple Harrington,
Lillington, North Carolina, as Principal (hereinafter called principal) and the
Maryland Casualty Company, Baltimore, Maryland, as Surety, (hereinafter called
Surety), are held and firmly bound unto the State of North Carolina, for benefit
of Board of Commissioners, Harnett County, North Carolina, in the penal sum of
Twenty Five Thousand Dollars (25,000.00) to the payment whereof well and
truly to be made and done, the said Principal binds himself, his heirs,
executors and administrators, and the said Surety binds itself, its successors
and assigns, jointly and severally, firmly by these presents:
SIGNED, sealed and dated this 3 rd. day of October, 1939.
The condition of the foregoing obligation is such, that whereas, the said
Principal was duly elected Tax Collector of Harnett County, North Carolina,
for the term beginning on the rat. day of October, 1939, and ending on the lat.
day of October, 1940, and the Board of Commissioners of Harnett County have
delivered to said Principal as such TaxCollector the Tax Duplicate of said
Harnett County for the year 1939.
NOW, THEREFORE, if the said Principal shall well and faithfully perform
all and singular the duties incumbent upon him by reason of his election as
such Tax Collector of Harnett County, North Carolina, and shall faithfully
and diligently attend to the collection of the taxes shown on said tax duplicate
and shall exercise due diligence to effect the collection of all such taxes
within the time prescribed by law, and shall within the time and in the manner
prescribed by law honestly pay over to the Treasurer of Harnett County all
moneys coming into his hands or collected by him as such Tax Collector, and
shall within the time prescribed by law account and settle with the Treasurer
of Harnett County or other proper official, for all taxes set forth in said
Tax Duplicate for said County, except as to such amounts lawfully allowed as
deductions; then this obligation shall be null and void; otherwise, to remain
in full force and effect.
IN TESTIMONY WHEREOF, the said Principal has hereunto set his hand and seal
and the said Surety has caused this instrument of writing to be signed by its
Attorney -in -Fact and its corporate seal to be hereto affixed all by authority
duly given the day and year first above written.

corporation created by and existing under the laws of the State of Maryland,
of Baltimore City, Maryland, being authorized by its Charter to transact a
general surety, casualty, and fidelity business, and qualified to act as surety
on bonds to the United States of America, and authorized to transact its
business in the State of North and South Carolina, in pursuance of the authority
set -forth in Section 13 of Article IV of its By -laws, from which the following
is a true extract, and which Section has not been amended nor rescinded:
"The President or any Vice - President may, by written instrument under the
attested corporate seal, appoint attorneys -in -fact with authority to execute
bonds, policies, recognizances, stipulations, undertakings, or other like

stipulations, undertakings, and other like instruments.
Ruch bonds, recognisanees, stipulations, undertakings or other like
instruments shall be binding upon said Company as fully and to all intents
and.purposes, as if such instruments had been duly executed and acknowledged
and.delivered by the authorised officers of the Company, when duly executed by
either H.E.Mayhew, or R.M.Durham, or R.Lewis Patton, or L.Little as Attorney-
in- fact.
This instrument revokes a power of attorney granted to the same persons
under date of July 15, 1935.
IN WITNESS WHEREOF Maryland Casualty Company has caused these presents to
be executed in its name and on its behalf and its corporate seal to be hereunto
affixed and attested by its officers thereunto daft authorized, this 1st. day
