The Board of Commissioners of Harnett County met in- regular session on Monday, May 6th. 1940, at110:00 O'clock A.M. with Chairman J.B.Ennis, and Commissioners L.R.Byrd, R.L.Pate, Ferd D.Jackson and A,A.Cameron present. Also present were County Attorney H.C.Strickland, and the Clerk to the Board. BE IT RESOLVED that the State Highway and Public Works Commission be and it is hereby requested to prepare and surface an all- weather road in Buckhorn Township, in Harnett County, beginning at the Wake County line West of Fuquay Springs, and running thence to Duncan in Harnett County, former petition for which has heretofore been approved by the Board of Harnett County Commissioners and is on file with the Commissioners. The county having by resolution as shown in Minute Book No. 7, page 88, sold to - - -- Sidney G.Thomas - - -- 33j acres of land in Barbecue Township, subject to survey, at $10.00 per acre, and by actual survey and certificate of Cuthbert C.McDonald, Surveyor, dated April 11, 1940, said tract is shown to contain only 25 3/10 acres; BE IT RESOLVED that the order heretofore entered on October 2, 1939, be amended, so that the total purchase price to be paid the County shall be $253.00. Commissioners Pate and Jackson were appointed a committee with authority to contract for re- arraning the water system in the Courthouse, the Jail, and the Agricultural Building, to install larger pipes in certain links of the system in order to afford better pressure, and to eliminate minimum water charges upon several meters. The Board ordered that Mrs.Catherine Smith, nurse at the County Home, be given one week's notice that she be relieved of her services at the Home. The physicial condition of the inmates being greatly improved. It is ordered that free pedler's license be granted to W.D.Lovett of Duke Township, on account of physicial disability. It was moved by Commissioner Byrd and seconded by Commissioner Jackson that the Court Room of the Courthouse not be allowed to be used for entertainment of any kind, The Board granted license to Paul Godwin to sell beer at the Stockyard Service Station on Fayetteville Highway la miles south of Lillington. The Board granted license to C.H.Bethune & Son to sell beer and wine at Bethune's Camp on Highway 15A, in Bunnlevel., N.C. The following road petitions were presented to the Board, approved and ordered forwarded to the State Highway and Public Works Commission: (1) Beginning at a point in the Jonesboro Road, near the house of Bennett Weeks, and running in a Northern direction near the residence of Harvey Weeks, Mitchell Barefoot EzekielTart, J.B.Tart, Lastus Barefoot, Voyd McLamb, Mrs. Nieey.Moore, Bernice Tart, C.B.Barefoot, Ira McLamb-_ N.B.Barefoot, Dalton Barefoot, Carl Tart, Mrs.Charlie Stewart, Nazro Tart, Ira B.Lee, and Mrs. J.B.Barefoot, to a point near T.Matthews' residence, on that road leading from the Benson-Dunn Highway in an Eastern direction past W.R.Denning's residence and through his farm. (2) To grade and surface a section of road known as the "Old Gulf Road ", beginning near the Faircloth residence on the Johnsonville- Cameron Road running 2.1 miles North to the Lee County line joining the graded road there. (3) The said road to begin at Joe Collins' residence, which is located one mile North of Highway 421, on the road which intersects with the River Road. The said road runs West approximately two and one -half miles and intersects at the forks just south or Raven Rock Church. This road would service twelve or fifteen families that live in this community, and would be used as a school bus route. The Board granted license to sell beer-to Charlie Morton at the Two -Way Service Station, in Lillington Township, at the intersection of Highways 15A and 210. The Board granted license to sell beer and wine to Lester Lloyd Coats at Westbroo5k'!.s Restraurant on East Broad Street in the town of Dunn, N.C. I" 167 J The Board granted license to sell beer and wine to Z.W.Hodges Filling Station, on Highway near East Erwin. The Board granted license to sell beer and wine to Matthews & Smith Filling Station in Chalybeate Springs. The Board granted license to sell beer to.E.O.Bethune and W.E.Bethune, at Filling Station known as Bethune Bros. in Bunnlevel, N.C. The Board granted license to sell beer to J.G.Renn at Lillington Lunch Room on Main Street in Lillingten. The Board granted license to sell beer to R.L.Pate at Pate's Cafe, on Main Street in Erwin, N.C. The Board granted license to sell beer to Clarence E.Avery at "Shug's" on Dunn -Erwin Highway. The Board granted license to sell beer to Howard Barnes at Gulf Service Station in the town of Coats, opposite the Depot. The Board granted license to sell beer to W.T.Peed at the Fidelity Service Station in Angier, on Raleigh - Smithfield Highway. The Board granted license to sell beer to Wallace Green at Green's Service Station on Highway No. 21, Fayetteville to Sanford. The Board granted permission to the Missionary Baptist Church in East Erwin to operate a refreshment and cold drink stand near the Church for the benefit of the Church. The Board granted beer license to J.F.Motley of Fuquay Springs RFD 1 at the Golden Leaf Service Station, one mile North of Fuquay Springs, on Highway No, 15A, Beer License was not granted to Lucius Stewart, at Byrdds Lunch Room (Mamers) because of the sentiment of the Community of beer being sold so near the Church. The report of the Health Department for quarter ending April, 1940, was received and ordered filed. The report of W.E.Hyland, Acting Auditor, for the month, was received, approved and ordered filed. The monthly report of Howard Godwin, C.S.C. was received, approved and ordered filed. The monthly report of Inez Harrington, Register of Deeds, was received, approved and ordered filed. The monthly report of W.D.Harrington, Tax Collector, was received, approved and ordered filed. A report for the month of April of the Home Demonstration work was approved and ordered filed. BE IT RESOLVED that the property acquired by the County of Harnett under tax foreclosure Judgment No. 2136 -A -1155 be sold to - - -- Mrs.Emma J.McCorquodale--- for the sum of $15.08 CASH, being 2/3 acre of land adjoining the lands of Mrs. H.C.Jernigan et al, in Duke Township. The Chairman of the Board is hereby directed to execute deed to Mrs.Emma J.McCorquodale, and the Clerk will attest same. BE IT RESOLVED that the two lots formerly listed to Thomas Holiday and acquired by the County of Harnett and the Town of Dunn, under tax foreclosure Judgment No. 2039 -A -955 be sold to - - -- R.L.Crowell - - -- for the sum of $110.00 on the following terms and conditions: $25.00 CASH; and $85.00 upon delivery of deed, being two lots Nos. 11 and 12 in Block 2, located on the extension of East Edgerton Street. The Chairman of the Board is hereby directed to execute deed and the Clerk to the Board will attest same. BE IT RESOLVED that the seventy acres in Upper Little River Township, formerly listed to J.G.Womack heirs and acquired by the County of Harnett, under tax e>reclosure sale under Judgment No. 2393 -A -1364, be sold to - -- M.J.Thomas, M.C.Thomas, and G.G.Core - - -- for the sum of $265.00 CASH. The Chairman of the Board is hereby authorized to execute deed to above party and the Clerk will attest same. 168 BE IT RESOLVED that the twenty acres formerly listed to Will Jones Estate in Anderson Creek Township, and acquired by the County of Harnett under tax foreclosure sale under Judgment No. 2189 -A -1251 be sold to. ----W.R.MeNei11---- on the following terms: $13.00 CASH; $12.00 June 1, 1940; $50.00 Dec. 15,1940; $50.00 Dee. 15, 1941; $75.00 Dec. 15, 1942. The Chairman of the Board is hereby directed to execute, deed and the Clerk to the Board will attest same. BE IT RESOLVED that the eight acres. formerly listed to Bella Bailey in Lillington Township, and acquired by the County of Harnett at tax foreclosure sale under Judgment No. SD 19$9 -A -1003 be sold to Garfield Bailey on the following terms: $10.00 CASH; and $1000 the first of each month until paid in full. The tatatamount to be paid.is $169.00. The Chairman of the Board is hereby authorized to. execute deed to Garfield Bailey and the Clerk to the Board will attest same. The Committee appointed to investigate the tax valuation on the house and lot on South Magnolia Avenue, in the town of Dunn, N.C., formerly listed to W.D.Holland, but now owned by Central Investment Corporation, recommends that no change be made. The above property has been purchased by A.B.Adams, and is to be listed by him in 1940. To Mr. J.S.McLean, Former Harnett County Auditor, Principal, and Maryland Casualty Company, Surety on Official Bonds of. J.S.McLean, Auditor: You and each of you will hereby take notice that as a result of the completion of an audit of the affairs of J.S.McLean, former County Auditor, as of February 12, 1940, notice of the progress of which has been heretofore given to you, it has been determined by reports of said audit, the last of which was rendered to the Board of Commissioners of Harnett County, on this 6th. day of May, 1940, that J.S.McLean, former Auditor for Harnett County, . North Carolina, and the Surety on his official bonds, is accountable to the County of Harnett for the net sum of $22,909.73, accountability for which has trot been made to the County of Harnett, and the correctness of said amount having been admitted by the said J.S.McLean to the Board of Commissioners of Harnett County, North Carolina, as shown in detail and as separate items in the said reports. WHEREFORE, BE IT RESOLVED, that the Board of County Commissioners of Harnett County place itself upon record as being in favor of the granting of certificates of public convenience and necessity to Greensboro- Fayettflille Bus Line, Iucopporated, and that this Board requests the Utilities Commission of North Carolina, to grant to Greensboro - Fayetteville Bus Line, Incorporated, certificate of public convenience and necessity authorizing the transportation of passengers by motor vehicle for hire in intrastate commerce between Manchester, North .Carolina, and Lillington, North Carolina, via N.C.Highway No. 210, and that the Board of County Commissioners requests the Interstate Commerce Commission to grant to Greensboro - Fayetteville Bus Line, Incorporated, a certificate of public convenience and necessity authorizing the transportation of passengers by motor vehicle for hire in interstate commerce between Manchester, North Carolina, and Lillington, North Carolina, via N.C.Highway No. 210; and BE IT FURTHER RESOLVED, that this resolution be spread upon the minutes of the Board of County Commissioners of Harnett County, North Carolina, and that copies of this resolution be sent to the Utilities Commission, Raleigh, N.C. and to the Interstate Commerce Commission, Washington, D.C. BE IT RESOLVED that the Board of Commissioners, of Harnett County, party of the first part, hereby demises, leases and farm -lets to J.A. &enter party of the second part, all that farm consisting of 8 acres, situate in Lillington Township, and acquired by the County under Judgment No.SD1989 -A -1003 for the sum of $37.85 CASH,aaid rent to be paid on or before the 1st. day of November, 1940. BE IT RESOLVED that the Board of Commissioners of Harnett County, party of the first part hereby demises, leases and farm -lets to J.A.Senter, party of the second part, all that farm consisting of 16* acres Calvin Thomas (colored) land in Upper Little River Township, and acquired by the County under Judgment SD No. 2388 -A -1331 for the sum of $79.69, CASH, for the year Jan. 1, 1940 to December 31, 1940. 170 BE IT RESOLVED that the Board of Commissioners of Harnett County, party of the first part, hereby demises, leases and farm -lets to J.A.Senter, party of the second part, for the -year 1940 all that farm consisting of 108 acres J.B.Rosser land, in Upper Little River Township, foreclosed -by County of Harnett under SD No. 2075- A- 964;and 101 acres Mrs.J.B.Rosser land in Upper Little River Township, forclosed under Judgment No. SD2091 -A- 971 for the sum of $94.48 CASH. May 13, 1940 - The Board of Commissioners of Harnett County met in a call session Monday, May 13, 1940, at 10:00 O'clock A.M. with Chairman J.B.Ennis, and Commissioners F.D.Jaekson, L.R.Byrd, A.A.Cameron and R.L.Pate present. Also present vase County Attorney H.C.Strickland. Acting Tax Supervisor H.S.Freeman is hereby ordered and instructed to canvass the County in a search for unlisted improvements ereeted since the valuation year of 1937, and for unlisted automobiles. It is further ordered that he be allowed the sum of $200.00 as compensation for this duty and for the expense of his car. It is hereby ordered that the 1927 Tax receipt on 167 acres of land listed to J.O.Weathers in Buckhorn Township,. be released upon payment of $10.61 being the balance of the net taxes due.
