December 4, 1939
The Board of Commissioners net in regular session on Monday, Dec. 4, 1939,
with Chairman J.B.Ennis, and Commissioners R.L.Pate, L.R.Byrd, Ferd D.Jackson
and A.A.Cameron present. County Attorney, H.C.Strickland, was present also.
It is ordered that Commissioner Byrd and the Tax Supervisor be appointed as
a committee to investigate and report on the valuation of the property of
Anderson Bailey Estate (colored) in Lillington Township (about 55 acres)
especially in respect of cut -over timber land.
Upon recommendation of the Auditor, it is ordered that the rent for the
year 1939 on the Archie McLean land,foreclosed by the County under SD 2313 -A -1226,
be released upon the payment of $15.00 by Hector McLean.
It is ordered that the Auditor correct the listing of W.M.McLeod, Lillington
Township, to read:502.3 acres McLean land, $5,865.00.
The Board appointed a committee composed of R.L.Pate, L.R.Byrd and
H.3.Freeman to investigate the tax valuation on the property of Mrs.Alma F.Young
in Averasb oro Township on Tuesday, December 5th.
Mr.E.W.Bradley, Superintendent of the County Home, appeared before the Board
and tendered his resignation. The members of the Board, upon consideration of
Mr.Bradleyts request to be relieved, agreed to accede to his wishes, and asked
that he remain as Superintendent of the County home until January 1, 1940,
thus allowing time for the selection and appointment of a successor. The
members of the Board arose as a body and thanked Mr.Bradley for the services
rendered the County.
It is ordered that rd Dennis, Buckhorn Township, be admitted to the County
Home as an inmate, provided that he abides by the rules of the Home.
Mr.Harry C.Northrop, C.P.A., rendered his report on the Audit of the
affairs of the office of the County Accountant and Delinquent Tax Collector,
covering the period from December 1, 1938 to June 30, 1939, which report was
read, explained, examined, approved and accepted.
THEREUPON, it was ordered that the original of the Report be filed with
the Clerk of the Board of County Commissioners; that a duplicate copy thereof
be forwarded to the North Carolina Local Government Commission, and a copy
thereof be furnished the County Accountant - Delinquent Tax Collector.
It is ordered that Harry C.Northrop, C.P.A., be engaged to make an Audit
of the office of the Clerk of the Superior Court and the office of the County
Accountant - Delinquent Tax Collector for the fiscal year July 1, 1939 to
June 30, 1940; and that Mr.Northrop render to the Board of Commissicn ers,
a separate report on his Audit of the affairs of the office of County Accountant -
Delinquent Tax Collector covering the period July 1, 1939 to Dec. 4, 1939,
and install proper system to enable that office to comply with the suggestions
contained in the Report of Audit this day received. The total cost to the
County to be $900.00.
Mr. E.C.Byrd was, by unanimous vote of all members of the Board of
Commissioners, appointed to the position of Superintendent of the County Home
for the term ending the first Monday in December 1940, and to begin his duties
January 1, 1940, at the time the present encumbent leaves, Mr.Byrd's compensation
to be the same as that heretofore paid Mr.Bradley.
Mr.J.S.McLean was, by unanimous vote of all members of the Board of County
Commissioners, appointed Tax Supervisor of Harnett County, for the term of
one year from date, as provided by law.
It is ordered that the offices in the County Court House be closed beginning
Saturday, Dec. 23, 1939, at 12:00 Noon, until Wednesday morning, Dec. 27, 1939,
at 9 :00 O'clock A.M. for the Christmas holidays.
It is ordered that the County Attorney proceed to institute foreclosure suits
for the collection of delinquent taxes due Harnett County for the year 1936
and prior years.
It is ordered that the farm listed to T.W.Sloan, in Upper Little River Twp.,
increased in value to the extent of $300.00 for 1939 taxation, be reduced to the
original valuation as listed, the increase of value having been based upon
painting and shrubbery and minor repairs.

The Board accepted the resignation of Mr. N.T.Wilkins, Buckhorn Township
Constable, and extended a vote of thanks to him for his services.
Thereupon, the Board, by unanimous vote, appointed Mr.Percy Arnold as
Constable to succeed Mr. N.'T.Wilkins as Constable in Buckhorn Township, to serve
out the unexpired term of Mr.Wilkins, bond satisfactory to the Board to be
given by Mr. Arnold.

Be it resolved that the 6i acres of real estate listed to J.M.Withers in
Lillington Township, and acquired by the County of Harnett at tax foreclosure
sale under judgment No. SD 1996 -A -1000, be sold to P.H.Phelps
Lillington, N.C. for the sum of $156.00 on the following terms: $27.50 cash
with this offer and the balance, together with 6% interest and 1939 and 1940

A committee composed of Ferd D.Jackson, R.L.Pate and J.S.McLean
recommended to the Board that one lot listed to Mrs.Mattie Allen Byrd, on
West Broad Street in the town of Dunn, N.C., in Averasboro Township, be reduced
from $1050.00 to $800.00, for the years 1937, 1938, and 1939, and that the
valuation of the house remain the same. The Board approved the recommendation
of the committee.
It is ordered that the real estate listed in Buckhorn Township, to
M.S. and G.G.Prince for 1939 be reduced in the value of $480.00. The Board of
Commissioners find as a fact that the timber value has been reduced in value of
$480.00 since the 1937 valuation.

The following road petition was presented to the Board and approved and
ordered forwarded to the State Highway and Public Works Commission:
(1) This road intersects with the McDougald Road approximately two - tenths of
a mile North of McDougald's Bridge. The road runs thence East approximately
12 miles and intersects with the road running from Leaflet Church to the
C3arkts Bridge- Mainers Road.
It is ordered that fees for Certified Copies of real property, Vital
Statics, et®. be allowed to the Register of Deeds for compensation.
