HomeMy WebLinkAbout0315193929 March 15, 1939 Upon expiration of the recess taken Monday, March 6, 1939, the Board of Commissioners re- convened and continued its said meeting at 10:00 A.M. Wednesday, March 15, 1939, all members of the Board being present except Commissioner L.R.Byrd, and the following business was transacted: It is ordered that the Commissioner conducting the foreclosure sale of 100 acres of land listed to B.F.Atkins Estate, in Lillington Township, and bid off by Mrs. R.H.McLean, mother of the tax - listing owner, for 3395.00 be and he is hereby directed to accept in settlement 3100.00 cash, the balance of 3295.00 to be paid by her as follows: 3147.50 on Nov. 15, 1939, and 3147.50 on Nov. 15, 1940, without interest; and that deferred payment be secured by deed of trust. Be it resolved that the interest of the County of Harnett in the property G.H.Jernigan acquired by the County and Town of Dunn, be conveyed to R.F.Jernigan upon payment of 3123.16 to the County; and upon receipt of said sum the Chairman of the Board of Commissioners is directed to execute proper deed and the Clerk to the Board to attest same. Be it resolved that the resolution heretofore adopted relative to the sale of 18 acres of land in Neills Creek Township, to Azuba Matthews Lee, it having been involved in tax foreclosure judgment, No. A -684, as appears in Minute Book No. 7, page 27, be and the same is hereby rescinded. Upon the introduction of this resolution, Mr.J.S.Bryaxi, Attorney for Mrs. Azuba Matthews Lee, appeared and lodged his protest, notwithstanding, which protest the resolution was unanimously adopted. The following persons were appointed as tax list takers for the year 1939 in the respective townships as shove below: Anderson Creek Averasboro Barbecue Black River Buckhorn Duke Grove Earl Lasater Fred Baggett D.McD.Cameron C.S.Adams L. Butte T.C.Eason H.M.0'Quinn J.A.Hockaday Be it resolved that property listed to W.H.Chance (colored) in Anderson Creek Township, Harnett County, N.C., and acquired by County of Harnett under tax foreclosure judgment No. A -1180, be conveyed by the County to W.H.Chance (colored), upon payment to the County of the sum of 3271.56 in cash this date; and upon receipt of said sum by the County, the Chairman of the Board id directed to execute propertdeed in name of the County, and the Clerk to the Board is directed to attest the same. Be it resolved by the Board of Commissioners of Harnett County that they regret to learn that Commissioner L.R.Byrd has been accidentally burned by a carbide light plant, so that he is unable to attend the current meeting of the members of the Board; and that it is hoped his injuries may prove superficial, and that his complete recovery may be speedy. Be it resolved that A.L.Newberry be and he is hereby authorized and directed to receive from prospective tenants and owners their respective offers to rent and to buy properties owned by the County of i'arnett or partially owned by said County, and to submit any offers which he may receive to the Board of Commissioners of Harnett County, together with any good faith deposits accompanying such offers, for action by said Board; and that A.L.Newberry be compensated as follows in full satisfaction for the work he may do: .5% of the gross sale price realized by the County from the sale of the respective properties; 10% of the gross rentals which said County may receive from the rental of the respective properties. Be it resolved that the 5 acres of land in Grove Township, listed to Flora Walden and which has been acquired by the County of Harnett under tax foreclosure judgment No. A -1290, be conveyed by the County to Flora Walden, upon payment to the County of 362.98, and upon receipt of said sum by the County, the Chairman of the Board is hereby Authorized and directed to execute proper deed to purchaser, and the Clerk to the Board is directed to attest same. 30 Be it resolved that the property-in Anderson Creek Township, Harnett County, listed to Mary B.McNeill (colored), and involved in tax foreclosure Judgment No. A -1138, and which has been acquired by Harnett County, be sold to J.L.MeNeill for $85.15 to be paid: w25.00 cash today; and *5.00 per month until balance of purchase price shall have been fully paid; and upon receipt by County of Harnett of full purchase price, the Chairman, of the Board is hereby directed to execute proper deed to purchaser, and the Clerk to the Board is directed to attest same. It is ordered that the County Auditor rent to J.E.Butler, the Ab Withers property in Barbecue Township, for the sum of $20.00 to be paid on Oct. 1, 1939. BE TT RESOLVED by the Board of Commissioners of Harnett County that it accept in behalf of the County from the Bar Association of uarnett County, a portrait given by Honorable I.R.Williams, painted by Mrs. Marshall Williams, of Faison, N.C., of the late J.C.Clifford, who practiced law in Harnett County from 1895 until his death in February 1935, and who was County Attorney for Harnett County and a member of the Legislature from Ha:� ett County. The said portrait now being in the custody of L.M.Chaffin, Secretary of the Bar Association of Harnett County, and Honorable G.V.Cowper be and is hereby designated to accept in behalf of said county said portrait from the Honorable Chas.Ross, who will present the same at 12 O'clock Noon, on Monday, March 20th. 1939. AND BE IT FURTHER RESOLVED that the Chairman, the County Attorney, the Clerk to the Board of Commissioners, and L.M.Cha£fin be and they are hereby appointed a committee with full authority to select an appropriate place and to hang the said portrait on the walls of the court room of the courthouse. The following Resolution was offered by Commissioner R.L.Pate, seconded by Commissioner A,A.Cameron, and was unanimously adopted. WHEREAS, the Board of Commissioners of Harnett County have learned with deep regret of the death of Mr. Russell D.Boseman, late the official Harnett County Surveyor; and, WHEREAS, Mr. Boseman served the people of Harnett County faithfully and efficiently as a County Officer: BE IT RESOLVED by the members of the Board of Commissioners of Harnett County that they extend their heart -felt sympathy to the bereaved family of Mr.Boseman because of their loss; and BE IT RESOLVED that copies of these Resolutions be furnished the press and the family of " Mr. Baseman. Because of the death of Mr. R.D.Boseman, late the County Surveyor, by unanimous vote of the members of the Board, the office of County Surveyor was declared vacant. Upon consideration of the matter of filling the vacancy in the office of Harnett County Surveyor, caused by the death of Mr. R.D.Boseman, who had not qualified at the time of his death, Commissioner Cameron placed in nomination the name of Mr. C.C.McDonald. Commissioner Jackson nominated Mr. Herbert L. Johnson. The nomination of Mr. Johnson having been seconded, the following resolution was adopted: BE IT RESOLVED that Mr. Herbert L.Johnson be and he is hereby appointed to the office of Harnett County Surveyor for the unexpired term of Mr. R.D.Boseman, now deceased, subject to his giving the bond as required by law and qualifying by tak&ngthe required oath. The volume of business to be transacted by the Board on Monday, March 6th. 1939, being so great that it could not finish on that date, and at the second continued sitting of the Board this date, it could not be completed; by unanimous vote of all members present, the Board again recessed and continued its meeting until 2 O'clock P.M.Mareh 21, 1939, at which time to re- convene for the further transaction of business and to let contracts for equipment, etc. for the County Hospital at Dunn, N.C.
