The Board of Conmiissioners of Harnett County met in regular session on
Monday, Febr. 6, 1939, at 10:00 A.M. with Chairman J.B.Ennis, and Commissioners
L.R.Byrd, Angus A.Cameron, R.L.Pate and Ferd D.Jackson present. Also County
Attorney H.C.Strickland present.
It is ordered that Arthur Smith (colored) of Township be
relieved of poll tax for the year 1937 because of physical disability.
It is ordered that the vacant lot 20 x 80 feet listed to M.F.Hodges in the
town of Dunn, N.C. on North Clinton Avenue and Cleveland Street and valued at
$560.00 be reduced in tax valuation t o 4,60.00 on account of error in listing
for the years 1937 and 1938.
The following road petitions were approved by the Board and ordered
forwarded to State Highway and Public Works Commission:
(1) Tbsgrant and lay out a public road beginning at a point at or near
W.B.Lassiter's home by way of J.L.Holder's, Lee Wilborn's and others, to
a point near David West's home. Said road to connect Fort Bragg road and
road leading from Blalock's to Anderson Creek School.
(2) Take over and maintain a stretch of road in Barbecue Township beginning at
a point in the Rosser road near the home of P.A.Marshburn and running
West by the home of Lee Cameron and others, to the Barbecue Road,
approximately 6 /10 of a mile.
(3) To open upcand maintain that part of the Old Atkins or Raleigh Road
beginning at a point at the Cross roads where the Angier- Chalybeate Springs
Public road crosses the said Old Atkins Road at or near the residence of
C.C.Jordan in Black River Township, leading southwardly across Kennis Creek
to a point where said road intersects said Highway No. 210 at Shelton
Matthews, a distance of about 22 miles.
It is ordered that the listing of Mrs. Odell Jackson, Grove Township, for
1938 be reduced $200.00 on account of error in listing of fixtures.
It is ordered that'Samuel Taylor of Buckhorn Township, be granted free
pedler's license for year 1939 on account of being a disabled World War Veteran.
It is- ordered that policy No. 21266 of the New York Underwriters Ins.Co.
in the amount of 11,000.00 on the agricultural building be accepted and filed.
It is ordered that Mrs. Mamie Stephens of Duke Township be granted free
pedler's license for year 1939 on account of physical disability.
It is ordered that the property listed to Minnie L.Gainey, Averasboro Twp.
involved in suit, Judgment No. A 1076, be sold to Geo.L.Cannaday, lien-holder,
in so far as interest of County of Harnett is concerned, for 4148.45, upon
payment to County of $50.00 this date and balance Nov. 1, 1939, plus 1939 taxes.
`It is ordered that Geo.W.Edwards (colored), Goldsboro, N.C. be granted free
pedler's license for the year 1939 on account of being a disabled World War
Veteran for year 1939.

It is ordered that the property listed to W.k.Patterson(colored) in
Lillington Township and foreclosed under Judgment No. S.D. 2251 be sold to
W.M.Patterson (colored) for t109.01 upon payment of $7.00 from this date to
Nov. 1, 1939 and balance in full on Nov. 1, 1939 plus 1939 taxes.
It is ordered that tie tax receipt for the year 1931 of A.N.McArthur of
U.L.River Twp. be released to him, there being sufficient proof of error in the
Tax Collector's office.
It is ordered that the Auditor investigate and adjust, if error is found,

It is ordered that suit on property listed to John and Angus McArtan in
Anderson Creek Township, now in process of tax foreclosure, be non - suited by the
County Attorney upon payment to the County of Harnett of all taxes sued on with
penalties, interest and costs, same to be paid before February 10, 1939.
It is ordered that the two lots listed to H.B.Surles Estate in Averasboro
Township and foreclosed under Tax Judgment No. A 1098, be conveyed to h ".rs.Lillian
R.Surles, 501 North Clinton Avenue, Dunn, N.C. upon payment to the County of
Harnett of the sum of $20.00, and upon receipt of said sum, the Chairman of the
Board is directed to execute deed to said purchaser.
It is ordered that the acreage listed to J.M.Wilbon, Neill's Creek Township,
as 50 acres, be reduced in quantity to 35 acres ( as the reduced acreage is correct
by actual survey) for purpose of taxation for the years 1938, 1937 and 1936.
It is ordered that the property listed to Willis McRae estate, Johnsonville
Township, and involved in tax foreclosure suit No. S.D. 2158, be sold by the
County to E.R.Brown, Hemp, N.C., for the price of $155.00, and upon payment to the
County of Harnett of said sum, the Chairman of the Board 1e directed to execute
deed in behalf of the County to the said purchaser.

It is ordered that the 16 3/4 acres listed to Ben J.Burnett, Stewart's Creek
_Township, involved in tax foreclosure, be sold to H.G.Manning and wife Augusta
Manning, for 093.46; and upon payment to the County of Harnett of said sum, the
Chairman of the Board of Commissioners is directed to execute deed to said
purchaser.
It is ordered that, upon payment to the County of 0108.10, it being all
taxes, penalties, interest and cost on taxes through the year 1931, on one lot
50 x 150 feet on Wilson Avenue, Dunn, N.C., listed to Wrs.Donnie (D.A.)Blackman,
an extension of 90 days be granted for payment of all other taxes on said
property due or delinquent.
It is ordered tpon the written and sworn request of B.A.Johnson, that the
11 acres of land listed to B.A.Johnson in Grove Township and involved in tax
foreclosure Judgment No. A 915, be conveyed to E.F.Parker by the County of Harnett
upon payment to said County of the sum of 0 64.56 and upon payment of said sum
by E.F.Parker to the County) the Chairman of the Board is hereby directed to
execute deed to E.F.Parker. B.A.Johnson and wife Lizzie Johnson will join in the
execution of said deed.
BE IT RESOLVED by the Board of Commissioners of Harnett County that it is
the desire of the Board of the Commissioners that the proposed Highway leading
Westwardly from Benson, N.C. toward Lillington, N.C. and numbered 40, be routed
by the State Highway and Public Works Commission via Coats and the town of Buie's
Creek, and to this end, said Commissioners hereby memorialized to so route the
said road and to construct the same.
It is ordered that W.Delma Page of Angier, be granted free pedler's license
for the year 1939 , he being a disabled World War Veteran and that he be exempt
of poll tax for the year 1939.
Attorney M.O.Lee appeared before the Board and presented the following
resolution, which was adopted by the Board and ordered filed:
RESOLUTION
WHEREAS, Mary Byrd listed for taxes for the year of 1927 a tract of land in
Stewart's Creek Township, Harnett County, containing 42 acres;
AND WHEREAS, Mary Byrd conveyed the said lands to Nancy C.Tudor and husband
E.A.Tudor, in 1935, and
WHEREAS, Nancy C.Tudor and husband E.A.Tudor conveyed the said lands to
W.H.Parrish and wife Sudie S.Parrish, November 23, 1936, subject to all taxes
which were to be deducted from the purchase price; and
WHEREAS, W.H.Parrish and wife Sudie S.Parrish, requested of and secured from
the County Auditor's office a statment of all outstanding and unpaid taxes on the
said lands formley owned by Mary Byrd and Nancy C.Tudor and husband; and
WHEREAS this statement of taxes outstanding and unpaid did not include taxes
on the said lands for the year of 1927 for 025.94 which were listed in the name
of Maxie Byrd and were unpaid;
AND WHEREAS W.H.Parrish and wife Sudie S.Parrish, have paid for and settled •
for the said lands with Nancy C.Tudor and husband subject to the unpaid taxes
which did not include taxes for 1927; and whereas, it now appearing to the Board
that the taxes for the said lands of Mary Byrd were improperly listed by the -
Tax Assessor; and whereas, it now appears that if said taxes are required to be
paid by W.H.Parrish and wife Sudie S.Parrish, who purchased the said lands, and
who were to receive title subject to taxes as submitted at the time of said sale
by Nancy D.Tudor and husband to W.H.Parrish and wife and settlement for the full
purchase price having been made, innocent parties would suffer less by reason
of apparent negligence of said former Tax Assessor;
AND WHEREAS, it would be unfair for W.H.Parrish and wife to suffer this loss
when neither of them is responsible for the errors in connection with this
matter;
NOW, THEREFORE, be it resolved by the Board of County Commissioners of
Harnett County, in session on Monday, the 6th. day of February 1939, that said
taxes for the year of 1927, on said 42 acres of land in Stewart's Creek Township
Harnett County, and listed in the name of Maxie Byrd, be and the same are hereby
remitted and said land is released from the lien of said taxes.

The Board of Commissioners met in a call session on Friday, Feb. 17th. at
2:30 P.M. with Chairman J.B.Ennis and Commissioners Angus A.Cameron, R.L.Pate,
Ferd D.Jackson and L.R.Byrd present. County Attorney H.C.Strickland also present
It is ordered that the property of B.J.Bennett heretofore involved in tax
sale by the County, be re -sold to W.H.Elliott upon payment of all taxes,
penalties, interest and costs by him on'or, before March 6, 1939.
It is ordered that Harry C.Northrop be employed to make audit and report
on same of the office of Clerk of Superior Court and office of County Auditor
for the period from Dec. 1, 1938 to July 1, 1939, at a contract pride of $400.00,
the contract to be in writing and approved by the Local Government Commission.
It is ordered that the tax valuation on twenty acres of land listed to
Mrs. Daisy A.Stewart in Averasboro Township, and valued at $1695.00, be reduced
to $1395.00.
Harry C.Northrop, Certified Public Accountant, appeared before the Board
and presented and explained the report on the Audit made by the County Auditor's
Office by him covering the period from July 1, 1935 to Dec. 1, 1938.
Thereupon, the Board unanimously ordered that the report as presented be
accepted and that one copy be filed for permanent keeping with the Clerk to the
Board of Commissioners, that one copy be filed as a permanent record with the
County Accountant, and that the third copy be filed with the Local Government
Commission, and that Harry C.Northrop be paid the contract price for said Audit
as agreed upon in writing just before undertaking the work.

It is ordered that A.L.Newberry of Dunn, N.C., be and he is hereby
employed to appraise the properties bid in and owned by the County of Harnett,
and that he be paid 41.00 per hour tor his services, including expenses. The
Town of Dunn to pay its part of said cost and the'County of Harnett to pay its
part of the cost based on the respective investment of the County and Town in
the properties involved, and he (Mr.Newberry) will report to the Board relative
to his actions the first Monday in March.
It is ordered that upon payment of 00.00 to the County,that taxes of
'145.29 due on nine acres in Barbecue Township, listed to C.P.Rogers, Admr.
of D.P.Graham Estate, be released and discharged for the years 1927 to and
including the year 1938, and tax judgment be cancelled in full.
