January 3, 1939.
The Board of Commissioners of Harnett County met in a call session on
January 3, 1939 at 9:00 A.M. with Chairman J.B.Ennis, and Commissioners
L.R.Byrd, R.L.Pate, Ferd D.Jackson and A.A.Cameron present. Present also was
H.C.Strickland, County Attorney.
The Board appointed R.L.Pate, Ferd D.Jackson and J.B.Ennis as committee
to investigate the tax valuation of the property listed to Dock and W.M.Tart,
in the town of Dunn, N.C.
The same committee was also authorized to investigate the tax valuation
of Geo.A.Jacksonts property in the town of Dunn, N.C.
The same committee was also authorized to investigate the tax valuation
of the property of Thomas Hood in the town of Dunn, N.C.
It having been made to appear that a new system of accounting has been
installed in the office of the Clerk of the Superior Court, and this Board
having determined as a fact that the duties to be performed in said office
have increased several fold, and that the personnel -of the office is
insufficient to discharge all duties thereof:
IT IS ORDERED that Howard Godwin, Clerk of the Superior Court, be and he
is hereby allowed Sixty Dollars ($60.00 ) monthly henceforth for clerk hire,
in addition to present allowances.
The report on the audit of the affairs of the office of the Clerk of the
Superior Court for the period from July 1, 1935, to Decenber 5, 1938,
(except an accounting between the County of Harnett and L.M.Chaffin relative
to unpaid fees due by the County to L.M.Chaffin arising by reason of old tax
foreclosure suits), having been submitted by Harry C.Northrop, Certified
Public Accountant, and the same having been determined to be in agreement
with the itemized statement supplied by Hon. L.M.Chaffin, former Clerk of the
Superior Court:
BE IT RESOLVED that the report aforesaid of Harry C.Northrop, be and he
same is hereby accepted, and that upon approval of said report by the Local
Government Commission, Mr. Northrop be paid for the work completed in accord
with the contract for said work.
BE IT RESOLVED by the Board of Commissioners of Harnett County that the
County of Harnett convey by deed to Mamie Clyde Jeffreys those two tracts of
lands described in that deed, dated Jan. 2, 1939, from H.Paul Strickland,
Commissioner, to the County of Harnett, which deed conveys the first and
third tracts of land described in that deed from E.M.Jeffreys and others to
LLMTJSffreys, dated August 9, 1930, and recorded in Book 236, page 109, in
the office of the Register of Deeds of Harnett County, upon the payment to
the County of Harnett of the sum of $282.65; and the Chairman of the Board
of Commissioners if directed, empowered; and authorized to execute in the
name of the Board of Commissioners of Harnett County a good and sufficient
deed conveying the above mentioned two tracts of land to said Mamie Clyde
Jeffreys, which deed shall be attested by the Clerk of the Board of
Commissioners, and the seal of the Board of Commissioners be attached thereto.
! It is ordered that the judgment in the foreclosure action of County of
1 Harnett -vs- T.L.Reardon, et als, be cancelled of record upon receipt br the
County of all taxes, penalties, interest and costs sued on in that action
by T.L.Reardm within thirty days from date hereof; and in event of such
payment not being so made by T.L.Reardon within said time, that the bid of
the County of Harnett be assigned to Azaba Matthews Lee upon payment to the
County of Harnett of all such taxes, penalties, interest and costs sued on
and through the year 1938.
It is ordered that the valuation o£ roperty of Mrs. Katie C.Cummings in
Upper Little River Township, be reduced $475.00 en account of error in
cleared land.
It is ordered that the official bond of 0.H.Mangum, Constable, approved
Dec. 5, 1938 be filed and recorded by the Register of Deeds.
"KNOW ALL MEN BY THESE PRESENT:
That Otho Hilman Mangum, of Cameron, North Carolina, as principal
hereinafter called "principal ", and the New Amsterdam Casualty Company, a
corporation of the State of New York, as Surety, hereinafter called "surety"
are held and firmly bound unto the County Board of Commissioners, Harnett
County, North Carolina, in the penalty of ONE THOUSAND DOLLARS to the payment
whereof, well and truly to be made and done, the said Principal and surety
bind themselves, their heirs, executors, administrators, successors and
assigns, jointly and severally, firmly by these presents;

Signed, sealed and dated this 12 day of December, 1938.
The condition of the aforegoing obligation is such, that whereas, the said
principal has been elected or appointed to the office of Constable for Harnett
County, North Carolina, for the term beginning December 1, 1938 and ending
December 1, 1940.
NOW, THEREFORE, if the said principal shall well and faithfully perform,
according to law, all and singular the duties incumbent upon by him reason of
his election or appointment to the said office, then this obligation shall be
null and void; otherwise to be and remain in full force and virtue.
IN TESTIMONY WHEREOF, the said principal and surety have caused this
instrument to be signed and their seals to be hereunto affixed, the day and year
first above written.

The Board of Conmiissioners of Harnett County met in regular session on
Monday, Febr. 6, 1939, at 10:00 A.M. with Chairman J.B.Ennis, and Commissioners
L.R.Byrd, Angus A.Cameron, R.L.Pate and Ferd D.Jackson present. Also County
Attorney H.C.Strickland present.
It is ordered that Arthur Smith (colored) of Township be
relieved of poll tax for the year 1937 because of physical disability.
It is ordered that the vacant lot 20 x 80 feet listed to M.F.Hodges in the
town of Dunn, N.C. on North Clinton Avenue and Cleveland Street and valued at
$560.00 be reduced in tax valuation t o 4,60.00 on account of error in listing
for the years 1937 and 1938.
The following road petitions were approved by the Board and ordered
forwarded to State Highway and Public Works Commission:
(1) Tbsgrant and lay out a public road beginning at a point at or near
W.B.Lassiter's home by way of J.L.Holder's, Lee Wilborn's and others, to
a point near David West's home. Said road to connect Fort Bragg road and
road leading from Blalock's to Anderson Creek School.
(2) Take over and maintain a stretch of road in Barbecue Township beginning at
a point in the Rosser road near the home of P.A.Marshburn and running
West by the home of Lee Cameron and others, to the Barbecue Road,
approximately 6 /10 of a mile.
(3) To open upcand maintain that part of the Old Atkins or Raleigh Road
beginning at a point at the Cross roads where the Angier- Chalybeate Springs
Public road crosses the said Old Atkins Road at or near the residence of
C.C.Jordan in Black River Township, leading southwardly across Kennis Creek
to a point where said road intersects said Highway No. 210 at Shelton
Matthews, a distance of about 22 miles.
It is ordered that the listing of Mrs. Odell Jackson, Grove Township, for
1938 be reduced $200.00 on account of error in listing of fixtures.
It is ordered that'Samuel Taylor of Buckhorn Township, be granted free
pedler's license for year 1939 on account of being a disabled World War Veteran.
It is- ordered that policy No. 21266 of the New York Underwriters Ins.Co.
in the amount of 11,000.00 on the agricultural building be accepted and filed.
It is ordered that Mrs. Mamie Stephens of Duke Township be granted free
pedler's license for year 1939 on account of physical disability.
It is ordered that the property listed to Minnie L.Gainey, Averasboro Twp.
involved in suit, Judgment No. A 1076, be sold to Geo.L.Cannaday, lien-holder,
in so far as interest of County of Harnett is concerned, for 4148.45, upon
payment to County of $50.00 this date and balance Nov. 1, 1939, plus 1939 taxes.
`It is ordered that Geo.W.Edwards (colored), Goldsboro, N.C. be granted free
pedler's license for the year 1939 on account of being a disabled World War
Veteran for year 1939.
