The Board of Commissioners met in regular session on Jan. 2, 1939 with Chairman J.B.Ennis, and Commissioners A.A.Cameron, Lonnie R.Byrd, R.L.Pate and Ferd D.Jackson present. Also County Attorney H.C.Strickland, and the Clerk to the Board were present. It is ordered that L.F.West of Duke Township be granted free peddler's license for the year 1939 on account of physicial disability. It is ordered that Perry Godwin of Averasboro Township be granted free peddler's license for the year 1939 on account of phyicial disability. It is ordered that the cancellation of old policies Baltimore- American #1024 and Springfield #1491, and that the new policies Baltimore- American #1046 and Springfield #1742 as written, be substituted for the cancelled policies. It is ordered that Vess T.Suggs of Grove Township, be relieved of 4210.00 tax valuation on account of error in listing; there being no building on property. It is ordered that Oscar McNeill, Neill's Creek Township, be allowed to pay to the County of Harnett 410.00 down and 45.00 per month and balance Nov.1,1939 in redeeming property which the County now owns as result of tax gait foreclosure. The Board appointed B.E.Sturgill of Coats as constable of Grove Township for the year 1939 and upon presentation of Bond in the amount of $1,000.00 he shall begin his duty. The report of the Register of Deeds was received,approved and ordered filed. The report of the Tax Collector was received, approved and ordered filed. It appearing to the Board that there is an error in the listing of the property described in the tax suit No. 1985: Harnett County -vs- M.M.Moore et als; it is therefore ordered: That the Auditor release the 1929 and 1930 taxes on the 15 acres of land in Grove Township listed in the name of M.M.Moore, the taxes having been paid in the name of W.R.Moore. It is also ordered that the 1927 and 1928 taxes in the amount of $24.30, that was double listed and taxes paid in the name of W.R.Moore and also M.M.Moore, be credited on the 1931 and subsequent years taxes of M.M.Moore. It is ordered that Mittie L.Baker be allowed a credit of 49.63 because of house having been burned on the lot listed to her in Buckhorn Township; and that the credit so allowed be applied to her delinquent taxes for the years 1936, 1937 and 1938. It is ordered that R.B.Raynor of Duke Township be granted free pedler's license for the year 1939. The following committee was appointed by the Board to investigate the tax valuation on the property listed to J.M.Lee in Averasboro Township: R.L.Pate, F.D.Jackson, J.S.McLean, H.C.Strickland and J.B.Ennis. The same committee was also authorized to act on the tax value of the house of Mrs. Lizzie Monds in Averasboro Township for the purpose of reduction on account of building being burned In July 1938. The same committee was also authorized to determine the proper valuation of lot 75 x 140 feet on North Clinton Avenue in Dunn, listed to R.F.Jernigan. It is ordered that the valuation for the purpose of taxation for year 1930 - 1936, both inclusive, be reduced from the valuation presently shown to 41700.00 and that taxes for those years be computed for payment accordingly on property of T.S.Jones estate. This property is in the town of Dunn, N.C. It is ordered that upon payment of 4100.00 the lien of County Taxes against two lots in Lillington Township, listed to Mrs. W.T.Hockaday for years 1929, 1930, 1935 add 1938 and the judgment in any pending tax suits by the County, be cancelled before confirmation of any sale. It is ordered that property listed to J.A.Taylor, Johnsonville Township, on 299 acres of land, be reduced for taxation for the years of 1931 and subsequent years by 30 acres, which acreage is shown to be 269 acres by a recent survey, and that the value of said 269 acres be reduced for 1931 and subsequent years for the purpose of taxation as follows: 200 acres at 43.75 per acre as cut over timber land; and 69 acres at 43.00 per acre as waste land; or a total valuation of 4955.00. 17 It is ordered that Chairman J.B.Ennis investigate and report on possible sale price and value of the old tin and logs on lot in Coats, formerly used by the County, and get any offers for the personal property mentioned. It is ordered that the listing of L.L.Williams in Barbecue Township, be corrected to read 62.58 acres instead of 99 acres, an error having been found by actual survey. Same to apply for years 1938, 1937 and 1936. It is ordered that, purusant to suggestion of Mr. Neill McK.Ross, member of the House of Representatives, the Chairman of the Board and all members of the Board, and County Attorney H.C.Strickland, be and they are hereby appointed as a Legislative Committee to co- operate with Mr. Neill Ross in formulating any local legislation which may be proposed to be enacted by the 1939 Legislature. The official bond of Mr.Melvin McLean, Coroner, approved Dec. 5, 1938, was ordered filed and recorded by the Register of Deeds. The condition of the above obligation is such, that whereas, the above bounden JANES MELVIN MCLEAN, has been duly elected coroner in the County of Harnett for a term of two years, beginning the 5th. day of December, 1938. NOW, THEREFORE, if the said James Melvin McLean shall from time to time and at all times well and truly execute the said office of Coroner and duly perform all and singular the duties of his said office during his continuance therein according to law, the above obligation is void; otherwise to remain in full force and effect.
