NOVEMBER 6.1950
The Board of Commissioners of Harnett County met in a regular session on Monday
November 6, 1950 at 10:00 A. M. with L.A. Tart, Carson Gregory, Paul Tysinger, J.A.
'Banter present, 0. G. Fields was absent, also present was County Attorney, auditor,
and the Clerk to the Board.
The monthly report of L. M. Chaffin, C. S. C., was approved and placed on file.
The monthly report of Inez Harrington, Register of Deeds was approved and ordered
filed.
The monthly report of D. P. Ray, Jr., Tax Collector was approved and ordered filed.
The monthly report of L. B. McLean was approved and placed on file.
J. A. Senter moved, seconded by Paul Tysinger that $250.00 be paid by Harnett
County on the recording machine and accessories, purchased by County Agent from the
Southeastern Radio Company of Raleigh, N.C. as shown on invoice No. 6283 in the
amount of $315.85 for reason that the Board of Commissioners authorized and
expenditure of only $250.00 for the said equipment at a meeting held July 24,1950,
that being the amount requested by the County agent and the excess expenditure of
$65.85 was unauthorized and the County is not liable thereof. And that a copy of
this motion be sent to the County Agent and the Southeastern Radio Company of
Raleigh, N.C. along with a check in the amount of $250.00. Voting for: Tysinger
and Senter voting against: Gregory- motion carried.
The following road petitions were approved and ordered forwarded to State
Highway & Public Works Commission.
(1) That certain road in Averasboro Township that runs from the Mary Stewart
School to Matthews crossroads 1 4/10 miles to have a black top and is used as a
mail route and school bus daily.
(2) To hard surface that certain road in Neill's Creek Township beginning at
the Stewart Matthews service station on Highway #210 and runs Easterly 2.5 miles
to the Jones Brothers home on the road leading from Angier to Buies Creek. This
road is used by school buses.
(3) That certain road in Neill's Creek Township that runs from Buies Creek
public school to junction with #40 and is known as temporary #40 a distance of 7/10
miles to be paved.
(4) That certain road that begins at Benhaven School and runs in a Southwardly
direction approximately 1.5 miles to intersection with Highway #87. This road
runs by the homes of W. A. Graham W. G. Cox and others, and is being requested as
a tar and gravel or asphalt treatment.
(5) That certain road in Johnsonville Township that runs from Olivia, to the
Murchison Chapel to the Lee County line a distance of 1 mile and to be made some
kind of hard surface.
(6) That certain road in Averasboro Township which runs from Averasboro and
Clinton road to Long Branch Road a distance of 1.10 mile to be hard surfaced.
The following petitions were presented to the Board and the Board ordered that
they be placed on file for July 1951:
(1) That certain road in Averasboro Township that runs from Charlie Jernigan's
leading from Altman's store Godwin Store to The 0]d Dunn Erwin Coats road a distance
of 4 miles with a request for gravel and made a new road.
(2) Road leading west from Olivia to Lee County line a distance of one mile
at Murchisons Chapel Church road leading south from A. L. Seawell's home to the
intersection of Highway running west from Olivia i mile. This road is in Johnsonvill
Township.
(3) To build and maintain by the State a road beginning at the Henry Prince home
on christian Light Baptist Grove road leading west for a distance of about one half
(1/2) mile.
John Aaron Senter stated that this is a true copy of minutes made at a meeting
on October 23rd at 7:30 P. M.
The Board of Commissioners met in the Commissioners room Monday night October
23 at 7:30 with Chairman Tart and Commissioners Gregory, Tysinger, Senter and
Fields present.
Mr. John Mason w as nominated for the position of Superintendent of the Harnett
County Home to fill the remaining portion of the term of Mr. J. P. Parker and was
unantmous;y elected said appointment to be effective November 1, 1950.

and Nov. r for anksgiving Day.

Mr. Ralph Hanna appeared before the- "Board" and- - offered to pay Harnett; County the,
sum of $500 for its interest-in-the-2.77" acre-tract'of land 'iii Averasboro- Township,
known as Surles property, and ad-gulped by Hernett'County-under"'tax foreclosure judgment
No. 1094 by deed recorded in-Book-247; at-page-570 Harnett County Registry. Upon
mfltton of Senter, seconded by Gregory, said-offer-was accepted by unanimous vote,
and the Chairman was, authorized to execute a .deed, attested'by" the Clerk, conveying
the County's interest in said property to C. J. Hanna & Son, Inc., upon payment of
the sum of $5.00
Commissioner Gregory introduced the following resolution,which *as read:
WHEREAS ;;;inr1939 Harnett County instituted- suft-`agains;t-0.- B. Pope et als to
foreclose a certain lot in the Town of Dunn fronting 40 feet on Edgerton Street and
75 feet on the west sid e of the alley - between Magnolia and linton Avenues for default
in the payment of taxes due Harnett County on said let; and
WHEREAS, said lot was improperly desdribed " "in said -foreclosure proceedings as
being on the east side of said alley When-14 truth arid in fact it'Was'on the west side
of the same, and said lot was likewise improperly described in Book 247, at rage 211,
whereby the same was. conveyed. to Harnett County and the ?own of Dunn; end
WHEREAS, the lot on the east side 'of said'alle was owned by the Andrews estate
and is now owned by Alfred Blalock and "Dr. W. 'W. btarifield a "s a result' of certain
mesne conveyances, and the deed ' toHarnett - County recorded in Book 247, page 211,
hereinabove referred to constitutes a cloud'upon the title-to-the lands now owned

that the County quitclaim to them any interest or shim which it may have in the
lands on t he east side of said alley by reason of the'improper'description -in said
tax foreclosure proceedings and the deed made pursuant thereot; and
WHEREAS, Harnett County has no interest in t he lands on'the east" side' of said
alley, either by reason or said -tax foreclosure proceedings or otherwise, and''it'is
the opinion of the Board of Commissioners that the requested quitclaim deed should
be made in order to remove the clous upon Said lands -which now'exist"by reason of
the incorrect description contained in the tax foreclosure proceedings;
NOW, THEREFORE, be it resolved by the Board of Commissioners of Harnett County
that Harnett County quitclaim unto'Alfred- Blalock and W. W. Stanfield all right,
title, claim and interest which the County may appear or purport to have-in'the'lands
on the east side of the herein referred to alley by reason of said tax foreclosure
proceeding, the judgment entered therein, the same'being"A`1224; and the deed
executed pursuant thereto, and the Chairman "is hereby authorized to execute such
quitclaim deed, and the Clerk is "directed "to attest the same.
Upon motion of Commissioner'Senter, seconded by Commissioner Gregory, the
foregoing resolution was unanimously adopted.
