SEPTEMBER 4th,1950
The Board of Commissioners of Harnett County -met in a regular session on Tuesday
September`4th at 10:00 A. M. with all members of the -Board present. Also present
was the County attorney, the auditor, and the Clerk to the Board.

J. A. Senter moved seconded by Carson Gregory that the tax books for the year
1950 be turned over to D. P. Ray, Tax Collector of Harnett County. Motion carried.

TO HONORABLE D. P. RAY, JR., HARNETT COUNTY TAX COLLECTOR:
You are hereby authorized, empowered and commanded to collect the taxes set
forth in the tax books filed in the office of the Harnett County Tax Supervisor
and in the receipts herewith delivered to you, and in the amounts and -from the
taxpayers therein set forth, (and also, all other taxpayers and taxes represented
by official tax receipts for years other than the current year) and such taxes are
hereby delcared to be a first l4Sn on all real property of the respective tax-
payers in Harnett County, and this order shall be a full and sufficient authority
to direct, require and enable -you to levy on and sell any real or personal property
of such tax payers, for and on account thereof, in accordance with law.

J A: Senter, seconded by Carson Gregory that a helper be paid from County Funds
to aswist the. County Agent's Office in t he work of testing the cattle for diseases
in Harnett County. Motion carried. f17Q•0
Paul Tysinger moved, seconded by Carson Gregory that the amount of
be paid from -the County funds for the County's part in, the erection of a Fire'
Tower in Cameron Hill Section of Harnett County. Motion carried.
C. G. Fields moved, seconded by Carson Gregory, :that Allen R. Hockaday, Angier,
N. C. be and he is hereby appointed electrical inspector of Harnett County subject
to the condition provided by law. Motion carried.
Commissioner Senter introduced the following resolution:
WHEREAS, it has just come to the attention of the Board of Commissioners that
Mr. J. P. Parker passed away this morning; and
WHEREAS, the said J. P. Parker was at the time of his death, and for
approximately two and one half years prior thereto, Superintendent of the Harnett
County Home; and
WHEREAS, during his term as Superintendent of the County Home the said J. P.
Parker discharged his duties in a satisfactory and commendable manner, and rendered
a good service to the County, and the Board of Commissioners feels a distinct loss
in his passing;
NOW, THEREFORE, BE IT RESOLVED, That the Harnett County Board of Commissioners
sincerely regrets the loss of his public servant and citizen, and extends to his
family its heartfelt sympathy;'
AND BE,IT FURTHER RESOLVED,,That a copy of this resolution be furnished to the
family of J. P. Parker, and also, that copies thereof be made available to the
Harnett County press.
Upon Motion of Commissioner Fields, duly seconded by Commissioner
this resolution was unanimously adopted.

Commissioner Gregory introduced the following resolution, which was read:
Whereas, a petition was filed with the Harnett County Board of County Commissioners
at its regular meeting held on Monday, June 5, 1950, requesting said Board of
Commissioners to approve the creation of' a sanitary district in accordance with the
privisions of Article 6, Chapter 130, General Statutes of North Carolina, in the
area described in said petition; and
Whereas, the Board of Commissioners has examined said petition and has concluded,
that the same is in proper form and meets the requirements of said statttes, and the
Tax Supervisor of Harnett County has certified that said petition was gigned by 51
per cent, or more, of the resident freeholders within the proposed district; and
Whereas, the said Board of Commissioners did on August 7, 1950, set Tuesday,
Sept.. 5, 1950, at 11 :00 A. M., as the date and hour for a public hearing upon said
petition, and did cause a notice of said hearing to be posted at the Courthouse
door in Lillington, North Carolina, and also did cause said notice_ to be published
in the Dunn Dispatch, a newspaper published in Harnett County, North Carolina, once
a week for four successive weeks preceding the date of said hearing, all as required
by the provisions of Section 130 -34 of the General Statutes of North Carolina; and
Whereas, said hearing has been held in accordance with the said notice and as
a result of said hearing it appears to the Board of Commissioners that said petition
should be approved and transmitted to the State Board of Health;
Now, therefore, be it resolved by the Board of Commissioners of Harnett County
that the petition heretofore filed with the Board of Commissioners on Monday, June
5th, 1950, r3questing the establishment of a sanitary district in the area described
in said petition, which area is more particularly defined upon the map attached
hereto, and made a part hereof, made by Paul M. Van Camp and dated May 27, 1950
be and the same is hereby approved;
And be it further resolved that said petition, together with a copy of this
resolution, be transmitted to the State Board of Health, and the Chairman of this
Board is hereby authorized and instructed to transmit said petition to the State
Board of Health and to request that the proposed sanitary district be created.
Upon motion of Commissioner Gregory, seconded by Commissioner Tysinger, the
foregoing resolution was unanimously adopted.
C. G. Fields moved, seconded by J. A. Senter, that Harnett County refund to
John McDoagald the sum of $170.41, the same being the sum paid by him to Harnett
County for taxes due on a certain tract of land in Upper Little River Township,
listed as 20 acres in the name of John W. McDougaid, said refund being ordered
for the reason that said lands were double listed and the listing in the hame of,
John W. Mc Dougald was erroneous. Said motion was unanimously passed.
J. A. Senter moved, seconded by C. G. Fields, that Harnett County execute a
quitclaim deed conveying its interest in the lands foreclosed under Judgment #k 927
to the heirs at law of T. B. Smith for the reason that said T. B. Smith paid all
taxes due on said lands and a nonsuit was ordered to be taken by the Board of
Commissioners at the regular meeting in march 1941. Said motion was unanimously.

The following road petions for the hard sufacing of certain roads in Harnett
County were approved and ordered forwarded to the State Highway and Public Works
Commission, and described as follows:
(1) That road in Neill's Creek Township which runs from Ed Perry's home, on the
Coats Buies Creek Road to Cleveland Johnson's home and is known as the Coats -
Lillington Road a distance. of 3.2 miles for hard surfaced.
(2) To hard surface that road leaving the G. 1. Smith road (Coats- Bethal Church
road) at a pine tree near R. B. Grimes home and running North West to Son McLamb's
Station near Green Ford a distance of about 1.8 miles. (Grove Township)
(3) To hard surface that road in Grove Township which runs from Hollands Store
to C. M. Dupree Store and known as the County line road a distance of 1 mile.
(4) To hardsurface that road in Neill's Creek Township Beginning at a point
near the home of the late Edwin Greene on the surfaced road leading from Matthews
Mill Road to Greene Cross Roads, and running thence easterly by the home of the L L
Britt place, Coy Butts, property of Layton Butts, Arthur Jones and Levy Jones and
others, to a point onthe public road leading from E. M. Currin's Store to Buies
Creek and at the home of Graham Talley, a distance of approximately 3.7 miles.
(5) To hard surface that road in Upper Little River Township leading off of
Highway 321 to Boone Trail Highway School in a South easterly direction to the
McDougald road, a distance, of approximately 2 miles.
(6) To pave that road in Averasboro Township which runs from Highway 421 South at
the Jessie Tart Estate to the Baptist Orphanage road and known as the Newton Grove
and the Fayetteville Road.a distance of 1 mile.
The Board will meet on Monday September 11, 1950 at 7:30 F. M. in the office of,
W. A. noon, County Attorney.
