June 6th 1949
The Board of Commissioners met in regular session on Monday June 6; 1949; at
10:00 A. M. s with all members present. Also present were the Auditor, County
Attorney and the Clerk to Board.
The monthly report of Howard Godwin, Clerk Superior Court, was approved and
ordered filed.
The monthly report of R. S. Johnson, Tax Collector, was approved and ordered
filed.
The monthly report of Inez Harrington, Register of Deeds was approved and ordered
filed.
The report of L. B. McLean, Veterans Service Officer was approved and ordered
filed.
A report of the Grand Jury in the September Superior Court, May 24th, was read
and ordered filed.
The Board ordered that deed signed by the Chairman and attested by the Clerkbbe
delivered to Connie D. Smith, conveying to Connie D. Smith that property described
in Judg. #A 1260 the said Connie D. Smith having fully complied with the terms
of contract of purchase heretofore entered into between himself and $aaaitt County
covering said property.
The Board ordered that deed signed by the Chairman and attested by the Clerk
be delivered to Connie D. Smith conveying to Connie D. Smith that property described
in Judg # A 1056, the said Connie D. Smith having fully complied with the terms
of contract of purchase heretofore entered into between himself and Harnett
County covering said property.
The Board ordered that deed signed by the Chairman and attested by the Clerk be
delivered to Gallia Tew Judg #A 1096 the said Callie Tew having fully complied
with the terms of contract of purchase heretofore entered into between himself and
Harnett County covering said property.
A report of the Board of Health for a period ending the first quarter of 1949
was presented by Dr. Hunter and ordered filed.
The following road petition was approved and ordered forwarded to the State
Highway and Public Works Commission:
(1) A road in Stewarts Creek Twp. running from a point on Highway #217 in front
of the home of Henry Elliott to a point of on Highway 15A North of Little River
Bridge, a distance of 2.2 miles.
R. L. Bissett, A B 0 Law Enforcement Officer, speared before the Board and
exapliaed the new Statue under the State Board of Alcoidol Control.
Mr. Mack M. Jernigan, Rev. A. W. Tew, and Prof. Leslie Campbell appeared
before the Booed and requested the Board to call an election to allow the voters
to express themselves as to whether or not there shall be an A B C store in Harnett
County.
C. G. Fields moved, that the County call a County wide referendum on this
question in Harnett County. ihe motion was lost for the loack of a second.
The Board set Monday evening June 20th at 8:00 PM as a meeting with the Board
of Education to study the School Budget. At this meeting, other budgets will also
be studied.
The Board granted free pledlers license to Harvey Deal, Angier, provided that
he leaves the County Home, and makes his home elsewhere.
C. R. Ammons, T. D. OtQuinn, and Loraine Vail appeared before the Board and
presented the budget for Harnett County Ag. Extension Service for the fiscal year
1949 -1950.
Carson Gregory moved, seconded by Paul Tysinger, that the County Agent's Budget
be deferred until a later date.
J. Ellis Byrd, County Fire warden appeared before the Board and presented
the tentative budget in the amount of 37100.00 for the fiscal year 1949 -50. Paul
Tysinger moved, seconded by John A. Santoro that the budget be approved as presented
Motion carried.
K. L. Boston, Negro Farm Agent, appeared before the Board and invited the
members to be present at t he South Eastern District 4 -H Federation to be held on
June 9th at Shawtown High School.

The Board of Commissioners ordered that a rebate in the amount of 270.00 plus
interest be refunded to the Wildwood Gun Club be deferred, until after July 1st.
and this amount be set up in .the 1949 50 budget. This - -is due to a reduction in the
valuation of the property by the State Board of Assessment.
Robert S. Johnson was unanimously appointed Tax Collector for a term of one year.
John Aaron Senter, seconded by Paul Tysinger, that tha -Boad do not appoint the
present County Farm Agent. Voting for: Tysinger and Sinter Voting against: Gregory
Fields, and Tart.
C. G. Fields moved, seconded by Carson Gregory, that C R Ammons -be appointed County
Agent for a term of one year. Voting for: Fields, Gregory and Tart. Voting against:
Senter and Tysinger.
C. G. Fields moved, seconded by Cason Gregory, That T D O +Quinn be appointed
Assistant Farm Agent for a term of one year. Motion carried.
Carson Gregory moved, seconded by C. G. Fields that Loraine Vail be appointed
Home Demonstration Agent for Harnett County -for a term of.one year. Motion carried.
Carson Gregory moved, seconded by 0 G Fields that Lela Huntley be appointed
Assistant -Home Demonstration Agent for a term of one year motion carried.
Carson Gregory moved, seconded by c Fields, that K L Boston be appointed Negro
Farm Agent far a term of One year. Motion - carried.
C G Fields moved, seconded by Carson Gregory, that Ida P. Hinnant be appointed
Negro Home Demonstration Agent for a. term of one year. Motion carried.
Carson Gregory moved, seconded by Paul Tysinger, that L B Mclean be appointed the
Veterans Service Officer to s erve at the Pleasure of the Board. Votion for Gregory,
Tysinger and Tart. Against: Senter and Fields.
C G Fields moved, seconded by Paul Tysinger that the Veterans Service Officer
be directed tore£ rain from exercising for compensation any powers as a Justice of
the Peace during the office hours maintained by his office. Motion carried.
RESOLUTION
NORTH CAROLINA, HARNETT COUNTY.
WHEREAS' two of the most thickly pupulated areas in Harnett County are the
Kipling community and the community between Highway No. 421, and Angier along
Highway No. 210, and there is a considerable amount bf necessary travel between these
two areas; and
Whereas" -there is presently no all weather road connecting these two communities
other than roads that require driving a great distance out of the way; and
Whereas there is great need for an all weather road directly connecting these
two communities for the convenience of the people living in these two communities
and the citizens of Harnett County in general; and
Whereas, the most direct route between these two communities is that road
leading frm Highway No. 210 at Stuart Matthews Service Station westerly to Kipling;
and
Whwereas, the citizens of these communities have requested time and again that
this road be treated with an all weather surface, and numerous. petitions so requesting
have hereotofore been presented to this board and approved
NOW THEREFORE BE IT RESOLVED by the Board of Commissioners of Harnett County
that we do request and urge the State Highway Commission to give this road immediate
attention and t hat said road be treated with an all weather surface at the earliest
possible date, and be it further resolved that a copy of this resolution be
forwarded to the Sixth Division office of the Stae Highway Commission for immediate
action.
