The Board of Commissioners of Harnett County met in regular session on Monday,
April 4th, at 10:00 A M with L. A. Tart, Chm., Paul E. Tysinger, C. G. Fields,
Carson Gregory,' John(Aaron Senter present. Also present were County Attorney,
Auditor and Clerk to'Board.
The report of Inez Harrington Register of Deeds was approved and ordered filed.
The report of Robert S Johnson, 'Tax Collector, was approved and ordered filed.
The report of L B McLean, Veteran Service Officer was approved and ordered filed.
The report of Howard Godwin, C S 0 was approved and ordered filed.
The following road` petitions were approved and m dered forwarded to the State
Highway and Public Works Commission:
(1) The road leading from Baileys Crossroads, in Grove Township, to Carey Dupree
Service Station, a distance of about five miles, has heavy traffic on it, and -is
rough at all tines,'and is very rough during bad weather; and whereas, there are
thirty seven families living on this road and travel it daily besides through
traffic passing over same, and school buses from Angier, Coats and Benson
traveling over-it daily during the school year; and where as this project was
approved by the State - "about three years ago, but never was constructed, now we,
the undersigned citizens of Harnett and Johnston Counties; who live on the said
road and in the community surrounding the said road, respectively petition your
Honorable Board to construct and make of this section of road and all weather road
which will give an outlet to the Coats Benson Road, the Angier Smithfield Road and: --
the Dunn road.
(2) for addititon to the State Highway Commission's County Road system a road
running east from the U S 15A-at the Lillington Ice Plant to the N &.3 R R by way
of the Baptis f Church about 0.3 of a mile known as Washington Street.
(3) take over and - maintain that certain road leading off from the Cool Springs
Church and Mamers road - 600 yards to the left by the homes of J B Buchanans and
E S Brow a distance of 1900 feet approximately. Interest citizens have pulled up
and widened this r oad to 26 feet and now requesting the State to take over and
maintain.
The bond of Iva Johnson Sloan was approved and o¢idered copied on the minutes,
also ordered cancelled.

dated July 23 1947, by Mrs. Iva Johnson Sloan as principal and Unites States Fidelity
and Guaranty company, B. timore, Maryland as surety, binding the said principal and
said surety unto wD Harrington, Tax Collector for Harnett County, North Carolina
as Obligee.
In consideration of an additional premium, in the amount of 925.03, it is
mutually agreed by the said principal and said surety that effective Feb. 1, 1949 to
March 1 1949 the penalty of the above bond is increased from the sum of $5,000.00
to the sum of 35,000.00,
It is further understood and agreed by the said principal and the said surety
that the obligeeelor the above mentioned period, is changed from W D Harrington, Tax
Collector for Harnett County, North Carolina to State of N C for the use and benefit
of Harnett County, N.C. and that the bond is further amended to show that effective
Feb 1 1949 the principal was appointed Tax Collector Protempore for Harnett county,; i
N.C. for a term beginning Feb. 1 1949 and ending Feb 28, 1949.
It is further understood and agreed by the said principal and the said surety
that said bond. subject to all terms, covenants and conditions thereof shall be and
remain in full force and effect, amended, modified or changed only as herein provided
and that the aggregege liability of the said surety shall not exceed the largerof
the above mentioned sums.

Commissioner Fields moved, seconded by Commissioner Gregory to designate the
County Attorney to start correspondence in regards to Government Grgder for the
tobacco market in the town of Dunn, and if he deems necessary to call a spacial
meeting of the Board of Commissioners. Motion carried.,
The Board granted free peddlers license to W L Griffin, Erwin, N.C. on
account of.physical disability. These license to end June 30, 1949.
The Board ordered that Harnett County allow Sixty Dollars($60.) to Chief
C H Avery Erw3n,N.C. for patroling the school crossing in the Town of Erwin.
John Aaron Senter moved, seconded by C G Fields that the Harnett County
Representative be requested to introduce a bill in the legislature to outlaw the
sale of beer and wine in Harnett County after July 1 1949. Motion carried.
John Aaron Senter moved also to ask the County Representative not to introduce
a bill in the Legislature authorizing an A B C store in the town of Dunn or if he
has already done so to withdraw the bill. This motion was lost for the lack of a
second.
C 0 Fields moved, seconded by Carson Gregory, that the contract by Ed W
Holding to the Count, of Harnett by canceled and Sadie M Hinton be allowed to redeem
her property, a lot on East Broad Street in the Town of Dunn, provided however,
that Ed W Holding fails to show receipts whereby he has made payments according to
the contract. This to be dors by the first Monday in May. Motion carried.
John Aaron Senter moved, seconded by Carson Gregory, to allow the V F W Post
in Lillington place a coco cola machine in the courthouse for a period of six
months. Motion carried.
C G Fields moved, seconded by Carson Gregory to allow Robert S Johnson, Tax
Collector to employ two new assistants at a maximum salary of $150. per month.
Motion carried.
Commissioner Gregory moved, seconded by Commissioners Fields, that Iva J Sloan
be paid for one week in March at the rate of $375. per -mo. and for the remainder
of the said month at a rate of $175. per mo. Motion carried.
The Board ordered the County Atty. to take a non suit in the case entitled
Harnett County VS J J Cook SD #2456 for the reason that all taxes on the property
described in the complaint were fully paid Nov 8, 1948.
Miss Wilma Williams, appeared before the Board and presented the estimate budget
for aid to dependent children, Old age assistance program, and aid to the blind,
for the fiscal year 1949 -50.
The Board approved the budget the same as presented of last year 1948 -49.

Whereas it- appeared fromthe audit prepared-by- George G Scott and company of the
records of the Tax Collectors office of Harnett County that all receipts and
disbursements of the said office are properly accounted for and books of the said
office in proper condition, corredtly reflecting receipts- disbursements and other
transactions of,Hon. W D Harrington,,As Tax Collector up to and including the date
of his'death; Now; therefore, »be it resolved that the saidW D Harrington his
personal representatives bondsmen. be discharged and that said bondsment to wit
Maryland Casualty Co be released of/any liability under surety bond issued for. the -
fiscal year 1948.49 for the said Tax Collector.. Resolution adopted.,
The following rider to be attached to the bond of Herbert D Carson as County
Auditor and Accountant.

executed-by-the Maryland Casualty Co., effective Dec. 2, 1948 in the amount of Ten
Thousand and no /100 Dollars (10,000.00) on behalf of Herbert,D Carson,Jr.,
Lillington, N C as County Auditor and Accountant, Harnett County and in favor of
Board g.0 NSIDr"RA TlONiofitherpremium chargednfor the�attachednd, it is understood
and agreed that the said bond shall be and the same is hereby amended. effective
as of 12/2/48 by changing the position of the Principal to County Auditor and
Accountant and Collector' of prepayment taxes.
Provided, however, that the attached bond as changed by'this Rider shall be
subject to all its agreements, terms, conditions and limitations exoept as herein
expressly modified, and that the liability under the attached bond and under the
attached bond as-ehanged by this Rider shall not -be cumulative and shall be limited
in the aggregate to the penalty of the said - 'bond.

It is ordered by unanimous vote of all Commissioners that -the Tax Collector of
HarnettCounty prooede to advertise for sale in keeping with the provision of law
the tax liens held by the County of Ham ett On-property of those who.have failed
to pay their taxes for the current-year-which became due in October 1948, and to
sell the said tax liens -'as provided bylaw-to the highest bidder therefore on the
first Monday in May, 1949, after having advertised the sale of the same at the
courthouse door for four successive weeks -preceding such sale, an also by having
advertised this sale once a week for four successive weeks preceding such sales in
somes newspaper, published in Harnett County.,
