HomeMy WebLinkAbout01031949461 1 1 January 1949 The Board of Commissioners met in regular session on Monday January 3, 1949, with L A Tart, Chairman, C G Fields, John Aaron Senter, Paul Tysinger, and Carson Gregory, present, also W A Johnson County Attorney was present. A delegation from Buckhorn Township, appeared before the Board and requested a meeting With State Highway Com. and this Board tb discuss road problems in Buckhorn Township. Bond in amount of $1000.00 for Walter Lee Johnson as County /surveyor for term ending December, 1950. PUBLIC OFFICIAL BOND MARYLAND CASUALTY COMPANY BALTIMORE BOND # 859372 KNOW ALL MEN BY THESE PRESENT4 that Walter Lee Johnson, Lillington, North Carolina as Principal (hereinafter called Principal) and the Maryland Casualty Company, a corp- oration of the State of Maryland, having its principal office in the City of Baltimore Maryland, as Surety (hereinafter calb d Surety) are held and firmly bound in unto the State of North Carolina (hereinafter called Obligee) in the penalty of One Thousand and No /100 Dollars ($1,000.00) in the to the payment whereof, well and truly to be made and done, the said principal binds himself, his heirs, executors and administrator and the said Surety binds, itself, its successors and assigns, jointly and severally, firmly by these presents: THE CONDITION OF THE AFOREGOING OBLIGATION IS SUCH AND WHEREAS, the said Principal was elected er appointed County Surveyor for Harnett County, N.C., for the term begin- ning on the 2nd day of December, 1948, and ending on the Std day of December, 1950. This Bond is executed by the Surety upon th3 following express condition whichshal be a condition, which shall be a condition precedent to the right of recovery hero unde IT IS MUTUALLY UNDERSTOOD AND AGREED BETWEEN ALL PARTIES HERETO, that if the Sure- ty shall so elect, this bond may be cancelled by giving thirty (30) days notice in writing to this the said Obligee and this bond shall be deemed cancelled at the expira- tion of said thirty (30) days, the said surety remaining liable for all or any act or acts covered by this bond, which may have been committed by the Principal up the date of such cancellation under the terms, conditions and provisions of this bond, and the Surety shall, upon surrender of this bond and its release from all liability thereunder refund the premium paid, less a pro rate part thereof, for the time this bond shall eve been in force. The Clerk to Board was authorized to notify all the constables to qualify and fur- nish bond before beginning service as Constable in the respective townships, The board allowed John Aaron Senter Purchasing Agent $35.00 per month as salary and travel, subject to analysis of travel in addition to per diem salary es commissione The board ordered that Herbert Matthews and Woodrow Norris be employed as Janitors for Court House and Agriculture Building, Mr Matthews to receive $45.00 per week and Norris to receive $30.00 per week beginning January 3, 1949. The Board offered to reitt the tobacco acreage allotted to Harnett County on County Home Tract at rate of 475.00 per acre and J A Senter was authorized to complete the dea The Board appointed L M Chaffin as Vice Recorder to serve at the pleasure of the Boa -d and not to exceed one year. The salary to be $25.00 per day. The Board agreed to call Bill Salmon Sheriff into the Feb. meeting to discuss with the Board the ways and means of capturing the men with the stills in the County. The Board accepted the resignation of C B Allred, County Coroner to effect January 3, 1949. The Board appointed H S Holloway and C H Thornton, as County wide Tax appraiser The Board ItderddList Takers to be paid same amount for 1949 as of 1948. The following road petitions were approved and ordered forwarded to the State Highway and Public Works Commission: (1) Th have the county road made an all weather road, beginning at Rawls Churc highway 15 A to the new Duncan all weather road near the old Oakridge School, this be- ing a distance of about two miles. (2) To build a road from Highway 55 across the Durham and Southern Railroad extending this road East across the North Boundary of the school property. (3) Direct thatstate road be built at the earliest possible date along or near the said McArthur Road from a point near B H McCormick's Service Station on the'John- sonville Road to the Lind sey.Nursery Road near John A Senter's Service Station a dis- tance of about 32 miles, which road will require no bridges aathere are no streams to cross. (4) To widen the road and bridge from June Weaver's to Mary Stewart School,, the bridge is too narrow for two school buses to pass and the road is barely passible. (5) To add to the County Road system of Harnett County and extension of approximately two miles to the Layton Road End road in Lillington Township to connect with the present county road extending east from intersection with Highway 15 A about four miles south of Lillington to the old Lillington ;Averasboro road; then we agree inconsideration of the benefits to us to give the right of way whereasAid road crosses our property. (6) To build a decentroad leading from Highway # 210 (from Angier to Smith- field) to our farms. The road is no more than a wagon path and no better shape than it was 80 years ago. This path becomes impassable at times, eapecially during the winter, and is traveled daily by mailcarders out of Angier, The distance is two miles. (7) To grade and treat with an all- weather surface that certain road situate in Stewarts Creek Township, Harnett County, North Carolina, known as the Murchison or Pendergraft Road, beginning at the point where said road leads offof U S Highway 15 -A just north of the town of Bunnlevel, in front of the residence of Mrs F C Hobbs and running west approximately 6 miles to the pointwhere said road intersects with Highway No 210 just north of'the residence of S A Lanier. The Board ordered that L A Tart confer with Roger Weaver in regards to a road problem in Duke Township, presented by Coy Lucas. The Board agreedto request Howard Parker, representative to the House to pass Legislation to in regards to the Salary of the County Attorney. The Board ordered that he Tax Listing period for the year 1949 to be extended till February 15, No extension will be granted. W D Harrington, Tax Collector, was ordered to levy on personal property fob the collection of all back taxes. It was moved by J A Senter that the Tax Collector furnish the Solicitor of the County Court and the Solicitor of Dunn Recorders Court a list carrying the naves of all persons who have been or hereafter will be granted beer or beer and wine license. The Solicitor of the Harnett County Recorders Court and the Solicitor of the Dunn Re- corder's Court is hereby ordered to file with the Commissioners on each first Monday a list of all such persons convicted of any crime and showing the nature of the offense The motion was seconded and carried. The Board appointed Eugene Graham, Olivia, Constable in Barbecue Township, to serve for a term of two years, And to begin his duties upon presenting bond and qualifying. The Board ordered that W A Johnson, County Attorney by paid a salary of Two Hun- dred Dollars Per month for his services, Voting for were: C G Fields, Pail Tysinger, aid Carson Gregory. Voting Against: was John Aaron Senter.
