The Poard of Commissioners of Harm tt County net in regular session on Monday,
August 2, 1948 at 10:30 A M with all members present, also H D Carson Jr., Auditor,
Henry Strickland, County Attorney and Inez Harrington, Clerk to the Board.
It is ordered that Free Pedlars License be granted to Theodore P Perry, Mamers
for the year 1948 on account of physical disability and being a veilerwn of Spanish
American War.
Beer License were granted to Mrs Hattie Thaggard, at H Thaggard Cafe at Dunn,
N.C.
Beer License were granted to Mrs L S DeHaan, at Little River Store, Swann
Station.
Beer License were granted to Jefferson Davis Barnes, at Farmer's Cafe,Dunn,N.C.
Be it resolved that that property acquired by Harnett County at tax foreclosure
sale under Judgment No A 883 be sold to Donna E Turlington for the cash offer and
payment of $196. and the Chairman of the Board of Commissioners is hereby authorized
to execute deed to Donne E Turlington and the Clerk to the Board will attest
same.
The monthly report of W D Harrington, Tax Collector was approved and ordered
filed.
The monthly report of Inez Harrington, Register of Deeds was approved and ordered
filed.
The monthly report of Howard Godwin, C S C was approved and ordered filed.
The monthly report of L B McLean, Veterans Service Officer was approved
and ordered filed.
Upon payment of $538.97 to the County of Harnett, the County Attorney hereby
authorized a n9 directed to take a voluntary non suit in that certain tax fore-
closure Numbered A 295, pending in the Supeiar Court of Harnett County
wherein the County of Harnett is plaintiff and the heirs of Mrs. M L Salmon
estate are defendants, and release of tax lien on property listed to Mrs M L
Salmon estate shall thereupon be effected for the year 1948 and all years prior
thereto, the official receipts to be so marked.

WHEREAS, WD Harrington was appointed and duly qualified as Harnett County Tax.
Collector for the levy of 1947 County taxes and by virtue of a resolution heretofore
adopted by the Board of - Commissioners of Harnett County, he was charged with the duty
of collecting all the current arad delinquent taxes and revenues due the County of
Harnett beginning as of July 1, 1947; and
Whereas, the said W D Harrington, Harnett County Tax Collector for the 1947 levy
has submitted his official list of insolvents who were charted with the payment of
taxes to said County for the 1947 levy, and has made settlement as provided by law
of all items with which he was charged in connection with the said 1947 levy of
Harre tt County taxes and revenue including delinquent taxes collected by him
through June 30, 1948:
Now Therefore be it resolved by the Board of Commissioners of Harnett County:
1. That the list submitted by W D Harrington, Haratt County Tax Collector for the
levy of 1947 of insolvents in his final settlement in connection with said levy, be
and the same hereby is accepted and approved; and that the final settlement made by
him for the County levy of 1947, having been examined and found correct, be and the
same hereby is accepted and approved; and that his accounts and settlement relating
to taxes and revenues, including delinquent taxes which became due to the County
prior to the levy of 1947, having been examined and found correct as of the close
of business on June 30, 1948 is hereby accepted and approved.
2. That subject to the provisions of law, WD Harrington, Collector of Taxes and
Revenues for Harnett County for the levy of 1947, and as Collector of Delinquent
Taxes for the period ending June 30, 1948, together with the surety on his official
bond, covering liability for the 1947 levy and the collection of delinquent taxes
from July 1, 1947, to and including June 30, 1948, to wit, Maryland Casualty Co.
of Baltimore; Maryland, be and they are hereby relieved of liability during said
period.
3. That said WD Harrington, as Harnett County Tax Collector for the 1947 tax
levy, be and he hereby is allowed $1.20 for each and every land sale made by him in
connection with the county levy of 1947 taxes, and other lawful compensations until
July 1, 1948; provided, he shall from the compensation allowed for land sales pay
all expenses in connection with said land sales, including the accounts of news
papers for publication of land sales notices.
Adopted by the Board of Commissioners of Harnett County, all members being
present and volting for adoption, this 2 day of Aug, 1948.

HARNETT COUNTY AFFIDAVIT
W D Harrington, first being duly sworn, says:
That he is the duly appoin�.ed tax collector of Harnett County for the tax year
1947 48 county tax levy; that as such collector, he or his deputies visited the
dwelling places of each of the persons whose names are listed as having
insufficient property which wtlhh which to pay taxes for said levy; or that he or his
deputies visited the usual place of abode of each of said persons, and they he or
they, the said deputies, could not find at the dwelling or place of usual abode of
each of the said respective tax payers on the attached list, or else where in said
County of Harnett, any property wherewith to discharge said 1947 taxes, or such part
thereof as is returned unpaid on the said attached list: and that said persons so
named on said list were insolvent at the time when he, the said collector, by law
ought to have endeavored to collect said taxes from said persons so listed on the
said attached list.

Be it resolved by the Board of Commissioners of Harnett County:
1. That WD Harrington be and he hereby is appointed Tax Collector and
collector of Revenue for the County of Harnett for the fiscal year beginning
July 1, 1948 and ending June 30, 1949.
2. That the official bond of W D Harrington, the duly appointed Tax
Collector of Harnett County in the sum of $35,000.00 with Maryland Casualty
Company as surity thereon, covering the period of July 1, 1948 to and including
June 30, 1949, be and the same is hereby accepted and approved.
3. That the compensation of the said W D Harrington, as Tax Collector be and
the same is hereby fixed at the sum of $331.25 payable monthly, together with travel
expense allowance of $125. per month, payable monthly; and he shall also be paid
and receive all lawful levy and garnishee fees allowed by law, together with such
sums for land sales as shall be allowed and fixed by the Board of Commissioners; and
the expenses in connection with the maintenance of his clerical force, assistance
and incidential expenses, will be paid by the County of Harnett within the
limitations of law and as desired in a resolution adopted by the Board of County
Commissioners of Harnett County on July 5, 1943.
4. That the designation by the Tax Collector of Iva J Sloan as his Assistant
be and the same is hereby approved.
%. That W D Harrington, Harnett County Tax Collector, shall deposit daily all
amounts collected by him in the First Citizens Bank and Trust Co.,Dunn,N.C. to the
credit of Harnett County, Tax Distribution account, and that the said depository
shall issue daily to said Tax Collector a receipt for such deposits, which said
receipts shall thereupon be delivered daily to the Harnett County Accountant; and that
upon compliance with these instructions the said Tax Collector and his surety on his
official bond, shall be relieved of further liability for such anounts or sums as
may be deposited in said depository.
6. That First Citizens Bank and Trust Co.,Dunn,N.C. be and the same hereby is
designated as the official depository of the County of Harnett for all funds of said
County, including all such funds which may be collected by the said W D Harrington,
as Harnett County Tax Collector; and the said First Citizens Bk and Tr. Co. Depository
shall make bond in keeping with the provisions of law to secure all deposits of the
County of Harnett which may be deposited in said Bank in a sum of not less than
$75,000.00 to be increased and fixed from time to time as the amounts of deposits at
any one time may require, said bond at all times to be in a perincipal amount
aggregating more that the total deposits of the County of Harnett on any given
date; and in lieu of said bond, said depository may place in trust with the
Wachovia Bank and Tr. Co., Raleigh, N.C. or Central Hanover Bk and Tr. Co. of New
York City, Trustee, acceptable securities approved by the County Accountant, for the
purpose of securing all the deposits of Harnett County in said First Cit. Bk & Tr.
Co. the aggregate amount of such securities to be paid a sum not less than the bond
required by law.
Adopted by the Board of Harnett County Commissioners, all members of said
Board being present and voting for adoption, this the 2 day of Aug 1948.

KNOW ALL MEN BY THESE PRESENTS, That William Dalrymple Harrington, Lillington,
North Carolina as Principal, (hereinafter called Principal) arri 'the Maryland
Casualty Co., a corporation of the State of Maryland, having its principal office in
the City of Baltimore, Maryland, as Surety, (hereinafter called the Surety) are held
and firmly bound unto the State of North Carolina, for Benefit of Board of Commissioner
Harnett County, North Carolina (hereinafter called Obligee) in the penalty of Thirty
Five Ihousand and no /100 Dollars(l35,000.00) to the payment whereof, well and truly to
be made and done, the said Principal binds himself, his heirs, - executors and administra
and the said Surety binds itself, its successors and assigns,, jointly and severally,
firmly by these presents.
THE CONDITION OF THE AFOREGOING OBLIGATION IS`SUCH, THAT WHEREAS,, the said Principe
was elected or appointed Harnett County Tax Collector for the term beginning on the
1st day of July 1948, and ending on the 30th day of June 1949.
NOW THEREFORE if the said Principal shall,' during the term of this bond, well and
faithfully perform all and singular the duties incumbent upon him by reason of his
election or appointment to said office, except as hereinafter limited, and honestly
account for all'moneys- coming into his hands, according to law, then this obligation
shall be null and void; it is- otherwise to be and remain in full force and virtue.
THIS BOND is executed by the Surety upon the following express conditions, which
shall be conditions precedent to the right of recovery hereunder:
IT_IS MUTUALLY UNDERSTOOD AND AGREED BETWEEN ALL PARTIES HERETO, that if the
Surety shall so elect, this bond may be cancelled by giving thirty (30) days'
notice in writing to the said Obligee and this -bond shall be deemed cancelled..at the.
expiration of said thirty(30) days, the said Surety remaining liable far all or any
act or acts covered by this bond which may have been committed by the-Principal up
to the date of such cancellation, under the terms, Conditions and provisions of. this
bond, and the surety shall, upon surrender of this bond sad its release from all
liability thereunder, refund the premium paid, less a ,pro rata part thereof, for the
time this bond shall have been in force:
And it is further mutually understood. and agreed between all parties hereto, that
the Surety shall not be liable to the said Obligee for any loss or losses resulting
by reason of the failure of the said Principal to collect any portion or. all taxes
which he may be chargeable to collect by reason of his election or appointment to
said office and that said Surety shall not be liable for failure of the said principal
to take any legal action to ekilIect such taxes. .
And it is further mutually understood and agreed between all 'the parties hereto,
that the said burety shall not be liable' to the said Obligee for any losses resulting
to the said Obligee by reason of any public moneys being now on general or special
deposit or hereafter placed on general or special deposit by the said Principal, -
with any bank, depository, or depositories, or by reason of the allowance to or
acceptance by Said Principal of any interest thereon, any Law, Decision, Statute or
Ordinance to the contrary notwithstanding.
