HomeMy WebLinkAbout0202194838 February 2, 1948 A regular meeting of the Board of Commissioners for the County of Harnett convened at the County Courthouse in Lillington, North Carolina, the regular place of meeting, at 10 o'clock A M., February 2, 1948 Present: Chairman Angus A. Cameron, and Commissoners L. R. Byrd, L. A. Tart, R. L. Pate and F. D. Jackson Absent: None Thereupon Commissioner F. D. Jackson introduced the following resolution which was read: RESOLUTION PROVIDING FOR THE ISSUANCE OF $211,000 SCHOOL BUILDING BONDS, SERIES B. Be it Resolved by the Board of Commissioners for the County of Harnett Section 1. That the Board of Commissioners has determined and does hereby fined and declare: (a) That on October 6, 1947 the Board of Commissioners for the County of Harnett passed a resolution fixing the details and form and manner of execution of $750,000 school building bonds authorized by an order finally passed on July 1, 1946, which order was approved by the vote of a majority of the qualified voters of said County who voted at an election duly called and held on August 6, 1946. (b) That $231,000 bowls have been issued pursuant to said resolution and order, the bonds so issued consiting of 231 bonds of the denomination of $1,000 each, numbered 1 to 231, inclusive, designated "School Building Bonds, Series "A, and maturing annually, May 1 in numerical order, lowest numbers first, $7,000 1949 to 1951, inclusive, $9,000 1952, $13,000 1953, $12,000 1969 to 1971 inclusive, without option of prior payment. (c) That it is necessary that Harnett County, acting as an administrative agent of the State in providing a State system of public schools, issue at this time $211,000 of the unissued $519,000 school building bonds. Section 2. That there shall be issued $211,000 of said unissued $519,000 school building bonds, which ?211,000 bonds shall be designated "School Building Bonds, Series B ", shall consist of 211 bonds of the denomination of $1,000 each, numbered 1 to 211, inclusive, and shall mature annually, May 1, in numerical order, lowest numbers first, $8,000 1949, $6,000 1950 to 1957, $10,000 1958 to 1968 and $15,000 1969 to 1971, all inclusive, without option of prior payment. Section 3. That the action of the County Attorney in applying to the Local Government Commission to advertise and sell said $211,000 School Building Bonds, Series B, be and the same is hereby ratified and confirmed. Upon motion of Commissioner R. L. Pate, seconded by Commissioner F. D. Jackson, the foregoing resolution entitled "Resolution providing for the issuance of $211,000 School Building Bonds, Series B ", was passed by the following vote: Ayes: Commissioners L. R. Byrd, L. Jackson Noes: None I, Inez Harrington, Register of Deeds and ex officio Clerk of the Board of Commissioners for the County of Harnett, North Carolina, do hereby certify that the proceedings of said Board at a regular meeting held February 2, 1948 have heretofore been fully recorded by me in the of''icial records of said Board in Book 8 of the minutes of said Board, beginning at page 389 and adding at page 389, and that the foregoing matter has been literally copied from said recorded minutes and is the whole of that portion of said minutes which relates in any way to the authorization of bands of said County. (SEAL) Inez Harrington Register of Deeds of Harnett County and ex officio Clerk of Board of Commissiorers 390 NORTH CAROLINA HARNETT COUNTY WHEREAS, it has come to the attention of the Board of Commissioners of Harnett County, North Carolina, that contracts have been entered into for the construction of warehouse and other facilities at Dunn, North Carolina, for the sale of leaf tobacco; and, WHEREAS, during the year 19455(1t being the latest year for which statistics are readily available) there were 19,149 acres of flue cured leaf tobacco grown and produced in Harnett County; and WHEREAS, Harnett County appears to be the only county of the thirteen largest tobacco producing counties in the United States which does not have tobacco marketing facilities, and the farmers of Harnett County have been denied first choice of tobacco selling floor space of necessity; and, WHEREAS, Dunn is located on Atlantic Coast Line Railway Company's main line and on Durham & Southern Railway Company's direct line into tobacco manufacturing cities of North Carolina, and is well located geographically for a tobacco market to serve the farmes of Harnett County; and, WHEREAS, the farmers of Harnett County and other groups dependent -upon the production and sale of leaf tobacco are urging the establishment of a tobacco market at Dunn, North Carolina, to facilitate the sale of tobacco; Now, Therefore, be it resolved by the Board of Commissioners of Harnett County, that it is the opinion of this Board that the establishment of a tobacco sales market at Dunn, in Harnett County, would facilitate the sale of tobacco by the farmers of Harnett County and would obviate the necessity of expense and time in- volved by otherwise having to haul tobacco to distant markets where first - choice floor space is of necessity denied them; and that such a, market would greatly benefit the tobacco farmes of our County. Be it Further Resolved that the tobacco buying companies be urged to arrange to send buyers to the Dunn tobacco market for the opening of the 1948 tobacco sales season. Attest: Inez Harrington Clerk. F D Jackson and L. B. McLean were appointed on this committee. It is ordered that H T Butts, Lillington,N.C. #2 be given release on 62 acres in Neill's Creek Township in amount of $12.20. It is ordered that Jim Ward be appointed Electrical Inspector for town of Dunn and Vicinity. A report of Inez Harrington, Register of Deeds was approved and ordered filed. A report of L B McLean, Veteran Officer was approved and ordered filed. A report of Grand Jury for term of Superior Court Jan 5, 1948 was read and ordered filed. Beer License was granted to Rucker H Olive, Olivia, for Olive's Service Station 4 miles South of Olivia. Beer License was granted to R C Price, Jr at Prices Cafe in Angier. Beer License was granted to Floyd Davis at Davis Service Station in Sowth Erwin. Beer License was granted to J A Langston Angier N C #2 at J A Langston Service Station five miles north of Coats. Hoard ordered that L D Forbes, Buies Creek, N.C. be released of Poll Taxes for yr 1947 and permantely on account of physical condition. It is ordered that Raymond P Jakeman, Erwin,N.C. #1 Grove Twp. be permantely released of Poll Tax on account of physical disability. It is ordered that Eugene Aikens of Erwin,N.C. Duke Twp. be permantely released of Poll Tax on Account of physical disability. It is ordered that Wm. H. Harrington, Erwin,N.C. Duke Twp. be released of Poll Tax for 1 yr on account of physical condition. The year being 1948. The Board appointed L A Tart and Berles Johnson as Committee to investigate the tax valuation on 15 parcels of land or lots in Dunn, Averasboro Township. The Board ordered that the time for listing property for taxes in Harnett County be continued without penalty in the Tax Supervisors office through Feb. 15, 1948.
