January 5, 1948
The Board of Commissioners of Harnett County met in a regular session Monday
January 5, 1948 at 10;30. with'all members of the Board present. Also the County,
Attorney and the Clerk to the Board.
The report of Howard Godwin C. S. C. was approved and ordered filed.
The report of Inez Harrington, Register of Deeds was approved and ordered
filed.
The report of W. D. Harrington, Tax Collector, was approved and ordered
filed.
The report of Lee Burt McLean, Veterian Service Officer, was approved and
ordered filed.
Beer License were issued to George F. Bolton, Dunn,N.C. #3, at Spring Hill
Grocery, 2 miles East of Erwin.
Beer License -were issued to Jack Lucas, Dunn,N.C.#3, at Jack's Place in
South Erwin.
It is ordered that Jack Bell, Dunn,N.C. be allowed $16.00 per month for food
orders.
The Board appointed B. H. Sellars Lillington,N.C. #1 electrical inspector of
Harnett County.
The Board ordered that Junious E. House, East Erwin,N.C'. be allowed free
pedlers License to sell out on the road from Erwin for the year 1948.
After due consideration of all applleations filed with the Board for
recommendation as Harnett County Fire Warden, by- unanimous vote of all members of
the Harnett County Board of Commissioners, Mr. J. Ellis Byrd was recommended to be
appointed as Harnett County Fire Warden.
It is ordered that Harvey Deal Angier,N.C. belallowed free pedlers license
for the year 1948.
The following road petitions were approved and ordered forwarded to the
State Highway and Public Works Commission.
1. Approve and place on map Farm to Market hard surface road from P.neview
to Vass completing the link already mapped and started from #15A at Lillington to
#1 at Vass.
2. Beginning at Mr. Sehlton Matthews Service station by way of Mount Olive
- Church to Mr. Edgar Smith's tobacco Barn located on the Johnsonville Road.
3. For improvement of a country road consisting of about one mile between
the residence of Eulia Baker and the residence of J D O'Connell which location is
about one half mile southwest of Duncan off the Corinth Road. And in addition the
improvement of the street of the roadway located on the eastern side of the Norfolk
and Southern Railroad through Duncan.
The Bond of Hubert D. Carson,Jr.' in the amount of Ten Thousand Dollars, was
approved and ordered copied on these minutes then filed with the Clerk of the
Court.

Know all men by these presents, That Herbert D. Carson,Jr., Lillington, N.C•,
as Principal,-Thereinafter called Principal) and the Maryland Casualty Company, a
corporation of the State of Maryland, having its principal office in the City of
Baltimore, Maryland, as Siirety,(hereinafter called the Surety) are held and firmly
bound unto the County of Harnett, N.C. (hereinafter called- Obligee) in the penalty
of Ten Thousand and no /100 Dollars($10,000.00) to the payment.whereof, well and
truly to be made and done, the said Principal binds himself, his heirs, executors
and administrators, and the said Surety binds itself, its successors and assigns,
jointly and severally, firmly by these presents.
The condition of the aforegoing bbligation is such,.`that whereas, the said
Herbert D. Carson,Jr. Principal was elected or appointed County Auditor &
•Accountant for the term beginning on the 2nd day of December 1947, and ending on
the 2nd day of December 1948.

NOW, THEREFORE, if the said Principal shall, during the term of this bond,
well and faithfully perform all and singular the duties incumbent upon him by
reason of his election or appointment to said office, except as hereinafter
limited, and honestly account for all meonys coming into his hands, according to
law, then this obligation shall be null and void; it is otherwise to be and remain
in full force and virtue.
THIS BOND is executed by the Surety upon the following express conditions,
which shall be conditions precedent to the right of recovery hereunder:
It is Mutually understood and agreed between all parties hereto, that if the
Surety shall so elect, this bond may be cancelled by giving thirty (30) days'
notice in writing to the said Obligee and this bond shall be deemed cancelled qt
the expiration of said thirty (30) days, the said Surety remaining liable for all
or any act or acts covered by this bond which may have been committed by the
Principal up to the date of such cancellation, under the terms, cord itions and
provisions of this bond, and the Surety shall, upon surrender of this bond and its
release from all liability thereunder, refund the premium paid, less a prorata
part thereof, for the time this bond shall have been in force.
And it is Further Mutually understood and agreed between all parties hereto,
that the Surety shall not be liable to the said Obligee for any loss or losses
resulting by reason of the failure of the said Principal to collect any portion
or all taxes which he may be chargeable to collect by reason of his election or
appointment to said office and that said Surety shall not be liable for failure of
the said principal to take any legal action to eollect such taxes.
And it is Further Mutually understood and agreed between all the parties hereto,
that the said Surety shall not be liable to the said Obligee for any losses
resulting to the said Obligee by reason of any public moneys being now on general
or special deposit or hereafter placed on general or special deposit by the said
Principal, with any bank, depository, or depositories, or by reason of the
allowance to or acceptance by said Principal of any interest thereon, any Law,
Decision, Statute or Ordinance to the contrary notwithstanding.

Excerpt from Minutes of Meeting of Harnett County Commissioners
held Monday, January 5, 1947:
The members of the Harnett County Board of Education, with the Secretary,
Mr. Reid Ross, appeared before the County Commissioners, and explained that the
lowest bid received for the furnishing of material, labor and equipment for the
new School Plant at Buie's Creek, exceeded the estimated amount allocated for said
purpose by approximately $72,831.00, and that it was imperative that the lowest
bidder be informed of the acceptance of his bid or that it be rejected promptly,
and thereupon requested the Board of Commissioners to commit themselves as being
willing to approve in the 1948 -49 Harnett County School Budget additional capital
outlay to the extent of $72,831.00, and to levy and appropriate said sum in the
1948 -49 Harnett County Tax Budget.
The members of the Board of Harnett County Commissioners thereupon, by
unanimious vote, indicated their willigness to approve as a part of the 1948 -49
Harnett County School Budget additional capital outlay for the completion of the
School Project at Buie's Creek as a part of the Harnett County Public School System.
To accomplish the results desired by the Board of Education, it is estimated that
the levy for school purposes to be made in the next ensuing budget will approximate
62# per $100 valuation on taxable property within the County.
