The report of Howard Godwin, C.S.C., was approved and ordered filed. The report of Inez Harrington, Register of Deeds, was approved and ordered filed. The report of W D Harrington, Tax Collector, was approved and ordered filed. The report of L.B. McLean, Veterans Service Officer, was approved and ordered file It is ordered that George W Edwards (colored) of Kinston, North Carolina, be granted free Peddler's license for the year 1947 -1948 on account of his being a dis- abled World War Veteran of World War No. 1. The following road petitions were approved and ordered forwarded to the State Highway aid Public works commission. No. 1: Beginning at a point in Highway No. 82, about one - quarter of a mile south of the intersection of N.C. Highway No. 82 and N.C. Highway No. 217, which intersection is south of Erwin, N.C., and running with the dirt road now maintained by the State Highway and Public Works Commission to the Home of E Harper Norris; thence a straight line to a point on N.C. Highway near the old Willie Barnes Place. No. 2: Reaching from Temporary highway it 82 4 mile south of Chicora,Cemetary, extended 1 mile to the house of H C Magruder. No. 3; Reaching from Johnsonville colored school near the home of Mrs M E Cameron on Johnson ville- Olivia road a distance of 1 mile. No. 4: Reaching from Erwin & B;nnlevel road extending 1z miles to the Linden and McBryde Road. This is an old Mill Plantation Road. No. 5: Cool Sprin;s Church to the homes of N E Morrison and G W O'Quinn a distant of 1 mile. No. 6: Take over and maintain as a neighborhood road, under Chapter 136, Section 67, that road leading in a Northern directionfrom the Fairground road, at a point near 0 T Wilson's farm and running by the farms of Fannie Altman, A M Glover aid the far of the late George Moore Lee to that road known as the Erwin- Benson Road. Pursuant to advertisement, the Board of Commissioners offered at Public outcry at their room in the Harnett County Courthouse at 12 o'clock M., for cash to the highest bidder, on Monday, July 7, 1947, its interest in a parcel of land bordering a Norfolk Southern Railway tracts, west of Highway No. 15.:A, in Lillington, when and where Walter Lee Johnson became the last and highest bidder for the said interest in the land at and for the sum of 42100. The Commissioners rejected the bid as being inadequate. Whereafter, James F Davis, indicated his willingness to purchase the County's interest in the land at and for the sum of $2310; and deposited his good faith 4577.50 with the County. It was ordered that the land be readvertised for sale, and that it be offered for re -sale on the first Monday in August, 1947, at same place etc. It appearing that on January 12, 1946, D E Cameron, Cameron, N.C., $ -1, gave to the Tax Collector of Harnett County his check for 427.15 on Bank of Pinehurst in paymen taxes for 1945 on property in Johnsonville Township and that in due course said check was deposited to the credit of Harnett County Current Tax Account, and distribution thereof was made to the concerned funds; and that thereafter said check was returned by said Bank marked No Account ", nd the amount of 427.15 was charged back to the General Fund by the County Depository, and that the taxpayer is probable incompetent and has been visited by the Collector in efforts to collect the "No Good" check: It is thereupon Ordered that, as distribution of made to the various funds, and as the General Fund is against the Tax Collector, that, for the purpose of ac be relieved of the charge of 427.15 which amount in ac as a charge against said Tax Collector. NORTH CAROLINA HARNETT COUNTY RESOLUTION It appearing that Broad Street in the Town of Angier, Harnett County, is being used by the public and school buses as an alternate routing of Highway #55 through said Town and that traffic on Highway #210 crossing said Broad Street is frequently blocked by the trains of Durham and Southern Railway Company, and that to facilitate the moving of traffic through said Town entering from and toward 'both the North and South is best facilitated by the use of Broad Street, part of which has already been surfaced by the State Highway and Public Works Commission; and it is- further appearing that the officials of the Town of Angier are this day petitioning said State Highway and Public Works Commission to make Broad Street in the Town of Angier an alternate of Highway #55 through said Town so that it may form a part of the State Highway sy- stem, and to service the same Rath all - weather treatment; it is, therefore,. requested by the Commissioners of the County of Harnett that Broad Street in the Town of Angier,; Harnett County, be made a part of the State Highway System, and that it be serviced with all- weather treatment to-the and that it may be used_as an alternate. route of Highway #55 through said Town. NORTH CAROLINA HARNETT COUNTY BE IT RESOLVED BY THE BARD OF COMMISSIONERS CF HARNETT COUNTY: 1. That W D Harrington be and he hereby is appointed Tax Collector and Collector of Revenue for the County of Harnett for the fiscal year beginning July 1, 1947 and ending June 30, 1948. 2. That the official bond of D Harrington, the duly appointed Tax Collector of Harnett County in the sum of 435,000.00 with Maryland Casulty Company as Surety there- on, covering the period of July 1, 1947 to and including June 30, 1948, be and the same is hereby accepted and approved. 3. That the compensation of the said WD Harrington as Tax Collector be and the sam hereby,-is fixed at the sum of 4331.25 pe=r month, payable monthly, together with travel expense allowance of 4125.00 per month, payable monthly; and he shall also be paid and receive all lawful levy ana garnishee fees allowed by law, together with such sums for land sales as shall be allowed and fixed by the Board of County Commissioners; and the expenses in connection with the maintenance of his clerical farce, assistants and in- cidental expenses, will be paid by the County of Harnett within the limitations of law and as desired in a resolution adopted by the Board of Commissioners of Harnett County on July 5, 1943. 4. That the designation by the Tax Collector of Iva J Sloan as his assistant be and the same is hereby approved. 5. That W D Harrington, Harnett County Tax Collector, shall deposit daily all amou collected by him in the First Citizens Bank and Trust Company of Dunn, N.C., to the credit of Harnett County, Tax Distribution Account, and that the said depository shall issue daily to said Tax Collector a receipt for such deposits, which said receipts shall thereupon be delivered daily to the Harnett County Accountant; and that upon compliance with these instructions the said Tax Collector and his surety on his officia bond, shall be telieved of further liability for such amounts of sums as may be deposit ed in said depository. 6. That First Citizens Bank and Trust Company, Dunn N C be and the same hereby is designated as the official depository of the County of Harnett for all funds of said County, including all such funds which may be collected by the said V D Harrington as Harnett County Tax Collector; and the said First Citizens Bank and Trust,Company, De- pository, shall make bond in keeping with the provisions of law to secure all deposit s of the County of Harnett which,mnay be deposited in said bank, in a sum of not less than 475,000.00 to be increased and fixed from time to time as the amounts of deposits at any one time may require, said bond at all times to be in a principal amount aggregatin more that the total deposits of the County of Harnett on any given date: and inlieu of said bond, said depository may place intrust with the Wachovia Bank and Trust Com- pany of Raleigh, N.C., or Central Hanover Bank and Trust Company of New York City, Trustee, acceptable securities approved by the County Accountant, for the purpose of securing all the deposits of Harnett County in said First- Citizens Bank and Trust Co. the aggregate amount of such securities to be a sum not less than the bond required by law. Commissioners is TY NORTH CAROLINA HARNETT COUNTY R E S O L U T I O N WHEREAS, W D Harrington was appointed and duly qualified as Harnett County Tax Collector for the levy of 1946 County taxes and by virtue of a resolution heretofore adopted by the Board of Commissioners of Harnett County, he was charged with the duty of collecting all the current and- delinquent taxes and revenues due the County of Harnett beginning as of July 1, .1946;; and WHEREAS, the said W D Harrington, Harnett County Tax Collector for the 1946 levy has submitted his official flat of insolvents who were charged with the payment of taxes to said county fob the 1947 levy, and has made settlement as provided by law of all items with which he was charged in connection with the said 1946 levy of Harnett County taxes and revenues, including delinquent taxes collected by him'through Jure 30, 1947: NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Harnett County: 1. That the list submitted by W D Harrington, Harnett County Tax Collector for the levy of 1946 of insolvents -in his final settlement in connection with said levy, be and the same hereby is accepted'and approved; and that the final settlement made by him for the County levy of-19460-having been examined and found correct, be and the same hereby is accepted and approved; and that his accounts and settlement relating to taxes and revenues, including delinquent taxes which became due to the County prior to the levy of 1946, having been-examined and found correct as of the close of business on June 30, 1947, is hereby accepted and approved. 2. That subject to the provisions of'law, W D Harrington, Collector of taxes and revenues for Harnett County for the levy or l9 46, and as collector of delinquent tax- es for the period ending June 30, 1947, together with the surety on his official bond covering liability for the 1946 levy and the collection of delinquent taxes from July 1, 1946, to and including June 30, 1947, to-wit,-Maryland Casulty Company of Baltimore, Maryland, be and they are hereby relieved of liability during said period. 3. That said W D Harringto n, as Harnett County Tax Collector for the 1946 tax levy, be and he hereby is allowed $1.20 for each and every land sale made by him in connection with the county levy of 1946 taxes, and other lawful compensation until July 1, 1947; provided he shall from the compensation herein allowed for land sales pay all expenses in connection with said land-sales, including the accounts of news -' papers for publication of lands sales notices. The Clerk of the Board has copied on small scrolls of paper of equal size and put in the jury box in the manner prescrib- edby law. That henceforth the new and revised box shall constitute the official jury list of Harnett County. Upon reccommendation of Mrs Inez Harrington, Register of Deeds and Custodian of Vital Statistics Records of Harnett County the registration of Mrs Lexie Smith, Registra of Vital-Statistics Johnsonville Township, was accepted and W D Cameron, Cameron, N.C., #1, was appointed as Registra to fill her unexpired term. The Board oidered that Beer license be granted to Leon Harper, Angier N C #1, at Harper's Grocery Store on Highway # 210, 2 miles east of Angier. Barnett County Bow d of Commissioner: It appearing that taxis which might have been properly listed to the heirs at law of Mrs R S Jernigan in Averasboro Township for the year 1934 to and including the year 1947 were improperly listed, and, in fact, were not listed to any person, but were attempted to be listed for said years to "sirs B S Jernigants Estate ", which listing has been held ineffectual to support a tax foreclosure proceeding for the collection ofsaid taxes; anult further appearing that through I R Williams, Esquire an offer has been made to the County of "arnett whereby taxes for the xear 1939 to and including those to thr year 1947 on the property in Averasboro -township formerly owned by Mrs R S 'Jernigan, together with penalties, interest, and cost, would be paid during the current month to the County of "arnett in full satisfaction of purported tax liens in favor of the Uounty against said property, and that in compromise of litigation which saidoffer should be accepted, and the properlisting of the said property for the current and subsequent years should be made: It is thereupon ordered, upon payment to the County of Harnett of all taxes which should have been levied and assessed against the heirs at law of Ire R S Jernigan, deceased, for the year 1939 to and including the year 1947 including penalty, interest r30 and costs, the lien of taxes in favor of the County of "arnett'against the property involved in Averasboro Township, and in corpromise.of pending litigation, be and the same is hereby accepted. Minutes Continuation of Meeting/of July 7, 1947 Monday July 28, 1947 BE IT RESOLVED by the "oard of Commissioners of "arnett County, pursuant to Chapter 1015 of the Public Laws of North Carolina, 1947 Session (H B 754) that effective July 1, 1947, the paytof all jurors and grand jurors in the Superior Court of Harnett County be and the same is hereby fixed at $5. per day; and that travel allowance of 5 ¢ per mile while coming to the County Seat and return, on the basis of one round trip per calendar week for each calendar week in which attendance may be required, be paid saidjurors and grand jurors for their services.
