The following Road petitions were approved and ordered forwarded to the State
Highway and Public Works Commission,
1. That certain road in Upper Little River Township reaching from D :5 O'Luinn's
farm on Boone Trail Road to L C Patterson's Farm o.. Leaflet Church Road, approximate -
ly one and one half miles.
2. That the public road leading southward from Highway No 55, at a point near the
home of J Preston Gardner, about 1 -2 miles south of Angier, via the farms and homes
of Everett Nordan, Mack Gardner, Preston Butts, Talmage H Gardner, Arthur Jones, Hugh
Green and Alton Johnson, into the IIi;hway No 421, at the old home place of the late
Dr. Janes Archibald Campbell (about 1 mile west of Buies Creek) a distance of approz-
imately 7 miles, be based and all weather sur- faced, that it may be passable at all
seasons.
3. That certain road, situated in the county aforesaid, and reachi_a from above
Leaflet Church on McDougald Road about „- mile to Hudson Ford near the home of Henry
Page and others.
4.For the construction of a hard- surfaced Farm to Market Road from Buckhorn
3c'hool to Duncan, said road being located in Buckhorn Township, This is a distance of
about three 7/10 miles.
5. That certain road, situated in the county aforesaid and reaching from Bullard
Rd. near D T Adcock to Highway #421 at J P
6. Byrd's Service Station U S 421 to Coats U S 55 3 miles.
7. To surface that portion of the state highway Leading from the Johnsonville
Road from a point in the town of Lillington and leading to and by Shavtown School
to Highwa; no 210.
8. To have improvements made on the 3/4 miles of Road described below and further
shown by drawing attached, Beginning at the C -rsie Johnson swarm on Turlin_ton X Roads
and Stephens Store Road and leading North ending at R E Harbours.
9. That certain road, situated in the County aforesaid and reaching from 1 R Brad
ley farm to Tiny Weathers Farm, Length of said road .4 of 1 mile.

The Board of Commissioners net in regular session on Monday '"arch 3, 1947 at
10:30 A M. with three members present,.Anrus A Cameron, ` hairman, L R Byrd and L A Tart
also present were H C Strickland, County Attorney and Inez 'larringtn, Clerk to the
Board. Mr Ferd D `Jackson was absent on account of illness but was represented by
proxy Mr R L Pate was absent on account of illness, but his wishes were made known
as to hit vote.
Report of lloward Godwin C S C for the month of Feb was approved and ordered
filed.
Report of Inez "arrington, Register of Deeds for the month of Feb was approved
and ordered filed.
Be it ordained by the Commissioners of the County of llarnett that it shall here-
after be unlawful for any person, firm or corporation engage within the Uounty of
Harnett in the business of a carnival Company or lnthe exhibition of a show of like
kind; and that no privilege licenses shall be issued by the County of "arnett to
permit such Carnivals or shows of like kind.
The Board appointed 'John D Truner Lillington ##3 as Fire Harden for Barnett County
to fill out the Unexpired ter! of J D Brown Jr who has resigned.
Beer lisense for Lloyd `Jarrell, and Horace Ntlborn Dunn N C was approved for
Jarrell and Walborn Place on Benson Highway #301.
Beer License was approved for as W Thornton, Dunn #3, at Thorntoris place.
Beer License was approved for Jas Melvin Byrd at Erwin N C #1 at 4 Way Service
Station.

It is ordered that J Garlic Adams, be refunded 322.15 for taxes on 452 acres of
wood land on the tract listed as 370 acres in Anderson Creek Township, known as
Andrsws land, for theyears 1946, 1945 and 1944 and that it be listed for 1947 as
3252 acres, the true acreage having been ascertained by actual survey.
The following road petitions were approved and ordered forwarded to the State
Highway & Public Works Commission.
1. That road in Johnsonville Township reaching from Joe HIawley's Store to the
Marks Road for improvement.
2. For the construction of a road in Barbecue Township running from a point on the
MdDougald Road near the J T Leslie home place southwest to the Benhkven School road
just west of 9 J Morrison's a distance of one mile or less.
3. Beginning about 3 miles 'Nest of Flat Branch Church near the hom of J A (Amos)
Powell and runs in a Southern direction with an old fire lane (old Tfc'Neill Rd) pass ng
thehbme of T J Gilchrist, Floyd Coats and others and neat the home of L D Black about
three miles until it intersects the road from Senter's Store to Anderson Creek School.
4. For a County Road ne mile on Jonesboro #1 Mail Route and will also be a help
for Benhaven School Bus.
EXCERPT FROM MINUTES OF MEETTNG OF HARNETT OOT'NTY BOARD OF COM°°ISDTONERS,
MONDAY, MARCH 3, 1947
The members of Harnett County Hospital Board of Trustees, together with members
of "arnett County Medical Association, met with the Board of Harnett County Commissione
at 2:45 o'clock P M at the Courthouse in Lilltngton. The purpose of the meeting was
stated by Mr. H M Tyler, Chairman of the "arnett County Hospital Board of Trustees.
Senator L M Chaffin and Representative Allison L Overby were present, and the
purpose of the meeting as stated was to make known the sentiment of the interested
delegations and the public generally with respect t- the rec-nveyance by the County
of "arnett of the farnett County Hospital to Dunn Hospital, Inc., the entire investment
in said Hospital having been heretofore made by Dunn Hospital, Inc., Many individuals
of the delegations present expressed themselves as flavoring the enactment of proper
legislation by the North Carolina General Assembly to authorize and direct the
"oard of Commissioners of the County of "arnett to reconvey to Dunn Hospital, Inc.m the
property nou known as "arnett County Hospital, and no opposition to the proposed
legislation or reconveyance of the subject property was voiced by anyone present.
It was made to appear to all who we -e present that Dunn Hospital, Inc., is a
non - stock, non profit, charitable oorporation, and will hw controlled by the same
Board of Trustees as have heretofore operated the "arnett County Hospital, and that
the Hospital will be conducted generally in keeping with the policies which have
prevailed in its operation to date. It was further made fo appear that Dunn Hospital
Inc., has been promised the aid of geneffonS gifts and in substantial amounts with which
to permit the imperative enlargement and expansion of the physical plant of said
hospital, and to enable It to care to patients of all colors, creeds, andof economic

status, and that eeconveuance of the subject propertywould eliminate the hazard
of deficits in the Hospital's operations, which otherwise would become a liability
of the County of `larnett.
The members of the Barnett County Beard of Commissioners indicated that they
unreservedly favored the idea of reconveying the subject property to Dunn Hospitals
Inc under the conditions mentioned, one of which was to the effect that no money of
the tax payers of the County of Aaraett would be sacrificed in connection with the
proposed reconveyance, and that the reconveyance would be authorized and directed
by Act of the North Carolina Legislature.

and Mr Brame of the State Highway and Fublic 'Works Commission and discussed the
road problems in the County.
The Board of Commissioners will sit as a Board of Equalization as required by
law on "larch 17 and continue to street as-Eu7Board of •Equalization at the pleasure of
of the Board.

Monday, March 17, 1947
Members al of the Board of "arnett County Commissioners met
as the County Board of Equalization and Review at the Courthouse in Millington,
North Carolina, Monday, March 17, 1947 it being the initial sitting of the Board.
Present were Chairman Angus A Cameron, and commission ers L R Byrd, R L rate,
L A Tart, and Tax Supervisa r Berles C Johnson, who served as Secretary to the Board.
Commissioner Ferd D Jackson w as absent on account of illness, but he was represented
by proxy, by Mr L R Byrd,
The following business was transacted:
A few minor complaints were presented, due to the fact that the ones involved
did not understand just how their values were arrived at. The Board recessed
as an Equalization Board until March 24, 1947 at which time they will meet for
their decond meeting as a Board of Equalization and Review.
The Beard of Commissioners of `arnett County met Monday March 17, 1947. At
the conclusion of the sitting of the Harnett County Board of Equalization and Rewiew
for the day, the members of the Edgard of Commissioners of "arnett County convened
rresdnt were Chairman Angus A Cameron, and Commissioners L H Byrd, L A Tart and R L
Pate, Commissioner Ferd Jacks '-n was represented by proxy directed to +'ir L R Bvrd.
The Commissioners by unanimous vote requested Senator L M Chaffin and Representati
A L Overby to prepare and sponsor thronh the Legislature legislation providing for
a revaluation of all real property in Barnett County for purposes of taxation, the
new valuation of properties to become effective either as of " anuary 1, 1948, or as
of `January 1, 1949, as the Commissioners may later determine.
The Board ordered that C H Avery be gtven $40.00 for patrolinr= street during
school hours in Erwin.
The Board of Education has authorized the transfer of $500.00 from Code 694 -1
to Code 682 -1 within the Capital Outlay current budget. The Board of Education
requests that the Board of County Commissioners make this transfer on their copy
of the approved shhool Budget for the c1irrent year.
Upon bhnsideration of the foregoing request, IT IS ORDERED that within the Capital
out -lay funds of the Barnett County Board of Education, the transfer of$500 from
Code 684 -1 to Code 682 -1 be made.
The Board recessed to reconvene March 24, 1947 at 10:00 to sit as a Board of
Equalization and Review.

The members of the Board of "arnett County Commissioners met as the Comfy --
Board of Equalization and Review at the Courthouse in Ltllington, `'orth Carolina,
Monday iv'iarch 24, 1947 it being the initial sitting of the Board.
Preserht were Chairman Angus A Gamer n, and commissioners L R Byrd, R L Fate,
FerdlD `Jackson, L A Tart, and Tax Supervisor Berles C Johnson, who served as
Secretary to the Board.
The following business was transacted;
The Board of County Commissioners convened as a Board of County Commissioners
after the Board had adjourned as a Hoard of Equalization and Review. It was ordered
that the lands belonging to the 7ounty of " arnett on the west side of 15A and south
of Cape Fear River up the the County Garage property be surveyed before the first
i :onday in April. It *as further ordered that Berles Johnson contact a surveyor to
survey said land.
It was further ordered that L D Forbes of Creek Township be exempt from
poll tax for the year 1946 due to physical disability .
