The Board of Commissioners met in regular session on Monday Dec 2, 1946 with A A
Cameron Vice Chairman, R L Pate, Ferd D 'Jackson and L R Byrd, H C Strickland, County
Attorney and Inez Harrington, Clerk to the Board were also present. J B Ennis was
absent on account of illness.
The report of Inez Harrington, Register of Deeds was approved and ordred filed.
The report of W D Harrington, Rax Collector, was approved and ordered filed.
The report of Howard Godwin, Clerk Superior Court was approved and ordered
filed.

A report of the Grand Jury was read and ordered filed.
It appearing to the "oard of Commissioners of "arnett County that the Grand Jury
has made recommendation that certain improvements, renovations, etc., be made to the
County Jail, and that the foregoing renovations and items of equipment are reasonable
necessary or concerned in by the Jailor and Sheriff;
It is ordered that the above mentioned equipment be purchased and the improvement
be made.
It appearing to the Board of Commissioners of "arnett County that, c®nditioned
upon the services of an assistant libraian being obtained for the fiscal year ending
June 30, 1946, the appropriation by the County of Harnett for library service was
increased for the fiscal year 1945 -1946 from 81800 to 4,12400, and it now appearing that
because during the one and only year ended7June 30, 1946 and increase of appropriation
so conditionally was made, the State Library Commission has indicated that, or only
$1800 was appropriated by the County for the fiscal. year 1946 -1947 the State allocation
to Harnett County might be reduced by the extent of 51835:
Be it therefore resolved, that if the allocation by the State as aforesaid for
the fiscal year 1946 -1947 should properly and justly be reduced to "arnett County,
that from miscellaneous Revenues levied the Harnett County Budget for saidyear be
increased from 81800 to 52400 (the same that it was during the fiscal year 1945 -1946)
Recommendation having been made by Ga) rge G Scott Company Certified Public Accoun-
tants that the items appearing below and carried as accounts receivable by the County
be charged offm and it further appearing that the last item listed below was paid;
It is thereupon ordered that the following items be and the same are hereby
charged off, so they will not recur andbe reflected in future accountings.

County, North Cirolina, acquired by the County of "arnett at a tax foreclosure sale
under Judgment No A -1338, be sold to J '•1 White for th sum of $190.88 cash upon
delivery of deed from the County, said property being that certain tract of land des-
cribed in deed from M 0 tee Commissioner, to the County of Harnett, of record in
Book 247, page 244, Registry of "arnett County:
Al] that certain tract or parcel of land containi_na 25 acres, more or less,
lying and be'ng in Johnsonville Township, fully described as Lot No 1 in the Report
of the Division of the Estate of Ben ;icKeithan, and recorded in Book of 'divisions
No 2; page 271, in the Registry of Harnett County, reference to which is hereby made.

r -ads in Harnett County wasthe road leading eastward by the Angi r High School from
Highway No 55 to the Old Stage Road at the home of J M Williams, a distance of
approximately three miles; and
WHE:4AS, A second preferred project of surface treatment was the continuation of
said Road from Angier to Highway No 15 -A at LaFayette -sigh School, a distance of approx
mately six miles; and
"RIERE,A.S, a project of treatment of the thickly populated road from Butes Creek to
Highway No 55 at E zv1 Currin's store, an i.ncompleted distance of about three miles, pro=
posed.and agreed upon as early as 1938, has not begun:

that the State highway & Public Works Commission be urged to take steps immddiately
to let contracts, or to otherwise undertake, the surface treatment at all seasons

Carolina as Principal (hereinafter called Principal) and the Maryland Casualty Company
a corporation of the State of Maryland having its ) Principal office in the City of
Baltimore, Maryland as Surety (hereinafter called Surety are held and firmly bound
undo the State of North Carolina in the penalty of One Thousand and No /100 Dollars
($1000.00); to the payment whereof well and truly to be made and : -done the said
Principal binds himself, his heirs, executors and administrators, and the said Surety
binds itself its successors and assigns, jointly and severally firmly by these

THE CONDITION OF THE AFOREGOING OBLIGATION IS SUCH that WHEREAS the said Principal
was elebged or appointed County Surveyor for Barnett County, N 0 for the term beginning
on the 2nd day of December 1946 and ending on the 2nd day of December 1948.
NOW THEREFORE if the said Principal shall, durthng the term of this bond well
and faithfully perform all and singular the duties incumbent upon him by r eason
of his election or appointment as said County Surveyor for Harnett County N C except
as hereinafter limited, and honestl y account for all moneys coming into his hands
as said County Surveyor for Harnett County N C according to law then this obligation s
shall be null and void; it is otherwise to be and remain in full force and virtue.
THIS BOND is executed by the Surety upon the following express condition, which
shall be a condition precedent to the right of recovery hereunder;
IT IS MUTUALLY UNDERSTOOD AND AGREED BETWEEN ALL PARTIES HE'ET0 that if the Surety
shall so elect this bond may be cancelled by giving thirty (30) dayst notice in
writing to the said State of North Carolina and this bond shall be deemed cancelled
at the expiration of said thirty (30) days the said Surety remaining liable for all
or any act or acts covered by this bond, which may have been committed by the Principal
up to the date of such cancellation, under the terms, conditions and provisions
of this bond, and the Surety shall, upon surrender of this bond and its release from

The following road petitions were annroved and ordered forwarded to the State
Highway and Public Works Commission:
(1) Beginning at the Beacon (Airplane Guiding) Light in North Angier, to the
Wake County Line, bu waynof the Home of Malpass 'Wimberly and others, be taken over
and improved for a distance of approximately 1 and 1 -2 miles. R xI more that 115
years old.
(2) J A Campbell Ole Home Highway #421 to M P Matthews Home 4/10 miles.
(3) Malcom Norris en Angier road to the Old Lilltngton and Coats road near Nina
Barnes.
(4) Harnett County Prison Canp to Bunn]evel and Erwin Highway.
(5) Road leading from the Town of Angier northwesterly via the home of Da las
F Collins and others to the old stage road which has been recently surfaced, be
improved immediately with gravel sub soil; and that when weather conditions permit, be
surface treated. The distance being about 2 miles.
(6) A point on road from 3utes Creek to Residence of E '.1 Currin at the house
of 0 B Currin farm a point on Lilltngton Coats Road near the home of Mrs Nina
Barnes a distance of 2 males.
It appearing that taxes for the year 1937 assessed by the County against 4 E Norri
West Edgerton St Dunn, N C in Averasboro Twp were paid by Tmergency Relief good
Order Credits the tax for said year In the amount of $26.78 be and the same is
hereby released.
The Board ordered that the Offices of the Counts be closed December 24 to
Dedember 30 for the Christman Holidays and the Clerk to the Board was authorized
to publish a Notice in the Local Papers.
The Board recessed to reconvene at call of Chairman.
