At 5 o'clock P M the Members of the Board of Commissioners of Harnett County, not having completed the business to be considered, recessed their meeting until 11 o'clock A M Thursday, August 8, 1946, to reconvene at said time for the further dispatch of business of its regular meeting of this date./:- J. Inez Harrington, Clerk to the Board MINO An adjourned regular meeting of the Board of Commissioners for the County of Harnett convened at the County Courthouse in Lillington, North Carolina, the usual plac of meeting, at 11:00 o'clock, A.M. on August 8, 1946. -- Present: Chairman, J.B. Ennis , and Commissioners R.L. Pate, Angus A. Cameron. Ferd D. Jackson and Lonnie R. Byrd Absent: none - After calling the meeting to order and after the Clerk had called the roll, the members of the Board of Commissioners for the County of Harnett set at the table at which the Board of Elections was holding its meeting and thereupon said County Board of Elections and said Board of Commissioners, as two separstenbodies,separately receiv- ed from the registrars and judges of election in the various precincts of the County of the County of Harnett the returns of the special bond election held August 6, 1946. After said returns had been canvassed by said Board of Commissioners, being simul taneously with the canvassing thereof by the County Board of Elections in the sass plats Commissioner Ferd D.Jacksrn introduced the following resolution, which was read: RESOLUTION CONVASSING THE RETURNS OF A SPECIAL BOND ELECTION HELD AUGUST 6, 1946, AND DETERMINING THE RESULT THEREOF. BE IT RESOLVED by the Board of Commissioners for the County of Harnett: _.Section 1. That the returns of the special bond eledtion held August 6, 1946, having been received from the proper election officers and the Board having canvassed the same, the following facts are hereby found and determined: (a) That each registrar and judge for the special bond election held in the County.of Harnett on August 6, 1946 was duly nualified by law and had taken the necessa oath. (b) That the election officers had incor" orated in their returns not only the number of votes cast for and against the question submitted, but also the number of vot era registered and qualified to vote in each precinct in the election. (c) That at said election there was submitted to the qualified voters of said County the following question: Shall an order finally passed July 1, 1946, authorizing not exceeding $750,000 School Building Bonds of Harnett County for the purpose of erecting new school buildings, and remodeling and enlarging existing school buildings, including the acquisition of necessary land and the equipment therefor, and a tax for said bonds be approved? That no complaints have been made to this Board against the te- gulas'ity of such election, and that this Board .belieies that such election was conduct- ed in full accordance with law and with the orders of this Board. Section 4. That from the canvass so made by this Board it is determined: (a) That 16835 voters were registered and qualified to vote. (b) That at said election 1082 votes were cast for the order authorizing not exceeding $750.p00 School Building onds of Harnett County for the purpose of erecting new school buildings, and remodeling and enlarging existing school buildings including the acquasttion of necessary land and equipment therefor, and a tax for said bonds, and 592 votes were cast against said order, and that a majority of the qual- ified voters of `said Cbantrcavoting at said . election voted in favor of said order, and that said order was thereby approved and is in force and effect. Upon motion of Commissioner Ferd D. Jackson , seconded by Commissioner R.L. Pate , the foregoing resolution entitled "Resolution. canvassing the returns of a ;7767 1a1 bond election held August 6, 1946 and determining the result thereof" was passed by_the following vote: Ayes: Commissioners Ferd D. Jackson, R.L. Pate, Lonnie R. Byrd, and Angus A. Cameron. - Noes None Thereupon Commissioner Angus A. Cameron introduced the following resolution, which was read; RESOLUTION i'ROVIDING FOR THE'UBLIDATION OF THE STATEMENT OF THE RESULT OF THE SPECIAL BOND ELECTION HELD AUGUST 6, 1946. BE TP RESOLVED by the Board of Commissioners for the County of Harnett: 251 Section 1. That the Board of Commissioners has prepared and does adopt the following statement of the result of the special bond election held in the County of Harnett on August 6, 1946: RESULT OF SPECIAL BOND ELECTION In the COUNTY OF HARNETT, NORTH CAROLINA HELD AUGUST 6, 1946. At a special bond election held August 6, 1946, 16533 voters were registered and qualified to vote. 1082 votes were cast for the order authorizing not exceeding $750,000 School Building Bonds of Harnett County for the purpose of erecting new school buildings, and:re&nndeling and enlarging existing school buildings, includingsthe acquisition of necessary land and equipment therefor, and a tax for said bonds, and 592 votes were cast against said order, aid said order was thereby approved and is arfrice sad effect. That when the foregoing statement shall have been signed by a majority of the members of this Board aifd'.delivered to the Clerk, the letter shall record it in the minutes of the Board, and such statement shall be filed in the office of said Clerk and published by said Clerk once in the Harnett County News, a newspaper published in Barnett County. A Notice substantially in the following farm, with the printed signature of the Clerk appended thereto, shall b e published with the foregoing statement: TO THE CITIZEN AND TAXrAYERS OF HARNETT COUNTY: No right of action or defense founded upon the invalidity of the election mentioned in the foregoing statement shall be asserted, nor shall the validity of such election be open to question in any court upon any ground whatever, except in an actio, or proceeding commenced within thirty days after the publication of the foregoing statement.
