A regular meeting of the Board of Commissioners
convened at the County Courth :use, in Lillington, N.
meeting, at 10 o'clock A.M, July 1, 114 6.
Present: Chairman J. B. Ennis, and Commissioners
Ferd D. Jackson, and R. L. Pate
Absent: None
The Chairman announced that this was the date an
the public hearing upon the following bond order=

and that the Board would immediately hear any and all citizens and taxpayers who
might desire to protest against the issuance of said bonds.
No citizen or taxpayer of the County appeared, either in person or by attorney,
to protest aga nst the issuance of any of said bonds, and the Clerk announced that
no protest in writing, signed by any citizen or taxpayer, had been presented.
Thereupon, upon motion of Commissioner L. R. Byrd, seconded by Commissioner
R. L. Pate and carried, the order introduced and passed on first reading on June
17, 1946 authorizing 4750,000 School Building Bonds was read a second time aid
placed upon its final passage. The vote upon the final passage of said order was:
Ayes: Commissioners Ferd D. Jackson, A. A. Cameron, R. L. Pate, and L. R. Byrd.
Noes: None
The Chairman then ann unced that the order authorizing 4750,000 Sch.00l'Build-
ing Bonds had passed.
The Clerk was thereupon directed to publish in the Harnett County News, once
in each of two successive weeks, the bond order which was finally passed this day,
and to publish at the foot of said bond order the appended note as required by the
County Finance Act, as amended.
Commissioner Ferd D Jackson there upon introduced the following resolution which
was read:

Section 1. That a special election is hereby called to be held on Tuesday
August 6, 1946, between: 6:30 A M and 6 :3D P M Erstern Standard Time, at which
there shall be submitted to the :qualified voters of -- arnettt County the following
question:
Shall an order finally .gassed July 1, 1946 authorizing not exceeding 4750,000
School Building Bonds of Harnett County for the purpose of erecting new school build-
ings, and remodeling and enlarging existing school buildings, including the acquisi-
tion of necessary land and equipment therefor, and a tax for said bonds, be approved?
Section 2. That for said election the regular registration books for electi ns
in said County shall be used and such books shall be open for the recistration of
voters, not theretofore registered, from 9 A L' until sunset on each da ;, except
Sundays and holidays, begirrire Saturday July 13, 1946 and closing Saturday, July 27,
1:-46. On each Saturday during such registration period such books shall be open
at the polling places. Saturday, August 3, 1946, shall be Challenge Day.
Section 3. That the Clerk shall cause to be published in the Harnett County
News, not later that July 4, 1946, and again; not later that Jaly 11, 1946, and

certified copy of this resolution to the Chairman of the County Board of Elections
with the request that the jounty Board of Elections take all necesseryhsteps re-

Upon motion of Commissioner Ferd D Jackson, seconded by Commissioner L R Byrd
the foregoing resolution entitled "Resolution calling an election to vote upon an

W D Harrington, first being duly sworn, says:
That he is the duly appointed Tax Collector of Harnett County for the tax year
1945 -46 county tax levy; that as such collector' he or his deputies visited the dwell-
ing places of each of the persons whose named are listed as having insufficient pre -
perty with which to pay taxes for said levy; or that he or his deputies visited the
usual placesof abode of each of said persons, and that he, or they, the said deputies
could not find at the dwelling or p&ace'of usual abode of each of the said respective
tax payers on the attached list, or elsewherein said County of Harnett, any property
wherewith to discharge said 1945 taxes, or such part thereof as is'returned unpaid on
the said attached list; and that said persons so named on said list were insolvent at
the time when he, the said collector, by law ought to have endeavored to collect said
taxes from said persons so listed on the said attached list.

BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF HARNEETT COUNTY
1. That W D Harrington be and he hereby is appointed Tax Collector and
Collector of Revenue for the County of Harnett for the fiscal year beginning July
1, 1946 and ending June 30, 1947.
2. That the official bond of -W D Harrington, the dul# appointed Tax Ceollector
of Harnett County, in the sum of $35,000.00 withMaryland Casualty Company as Surety
thereon, covering the period of July 1, 1946 to and including June 30, 1947, be and
the same is hereby accepted and approved.
3. That the compensation of the said W D Harrington as Tax Collector be and the
same hereby is ffixed at the sum of $331.25 per month, payable montTlye' together With
travel expense allowance of $125.00 per month, payable mohthly; and he shall also be
paid and receive all lawful levy and garnishee fees allowed by law, together with
such sum for land salws as shall be allowed and fixed by the Board of ,County Commissioners
and the expenses in connection with the maintenance of his clerical force, assistants
and incidental expenses, will be paid by the County of Harnett. within the limitations
of law and as declared in a resolution. adopted by the Board of Commissioners of
Harnett County on July 5, 1943.
4. That the designation by the Tax Collector of 1

5. That W D Harrington, Barnett County Tax Collector, shall deposit daily all
amounts collected by him in the First Citizens Bank and Trust Company of Dunn, N C to
the Credit of Harnett County Tax Distribution account, and that the said depository
shall issue daily to said Tax Collector a rec8ipt for such deposits, which said
receipts shall thereupon be deliVer4d daily to the Barnett County Accountant; and
that upon compliance with these instructions, the said Tax Collector and his surety
on his official bond, shall be relieved of further liability for such amounts or sums
as may be deposited in said depository.
6. That First Citizens Bank & Trust Company, Dune, N C be and the same hereby
is sesignated as the official depository of the County of Harnett for all funds of
said County, including all such funds which may be collected by the said W D Harrington
as Harnett County Tax Collector; and the said First Citizens Bank and Trust Company,
Depository, shall make bond in keeping with the provisions of law to secure all de-
posits of the'County bf Harnett which may be deposited in said bond, in a sum of not
less than $75,000.00 to be increased and fixed from time to time as the amounts of
deposits at any one time may require, said bond at alltimes to be in a principal
amount aggregating more that the total deposits of the County of harnett on army given
date; and in lieu of said bond, said depository may place in trust with the Wachovia
Bank and Trust Company of Raleigh, N C or Central Hanover Bank & Trust Company of New
York City, Trustee, acceptable securities approved by the County Accountant, for the
purpose of securing all the deposit's of Harnett County in said First Citizens Bank
and Trust Company, the aggregate amount of such securities to be a sum not less than
the bond required by law.

WH REAS, D Harrington Vias appointed ard duly qualified as Harnett County Tax
Collector for the levy of 1945 county taxes, and by virtue of a resolution heretofore
adopted by the Board of Commissioners of harnett County, he was charged with the
duty of collecting all the current and delinquent taxes and revenues due the County
of Harnett beginning as of "uly 1, 1945; and
WHEREAS, the said D Harrinmton, Barnett County Tax Collector for the 1945 levy,
has submitted his official list of insclvents who were charged with the payment of
taxes to said county for the 1945 levy, ant has made settlment as provided by law of
all items with which he was charged in connection with the said 1945 levy of Harnett
County taxes and revenues, including delinquent taxes collected by him through June
30, 1946:
NOW, THEREFOR::, Fa IT ESCLVED by the Board of Commissioners of Harnett County:
1. That the list submitted by El D Harrin; -;ton, Harnett County Tax Collector for
the levy of 1945 of insolvents in his ginal settlement in connection with said levy,
by and the same hereby is accepted and approved; and that the final settlement made
by him for the county levy of 1945, having been examined and found correct, be and the
same hereby is accepted and approved; and that his accounts and settlement relating
to taxes and revenues, includir,; delinquent taxes which became due to the County
prior to the levy of 1945, having been examined and ,found correct as of the close of
business on June 30, 1946, is hereby accepted and approved.
2. That subject t the provisions of law, 'r': D Harrington, Collector of taxes
and revenues for Harnett County for the levy of 1945, and as collector of delinquent
taxes for the period ending June 30, 1946, together with the surety on his official
bond covering liability for the 1945 levy and the collection of delinquent taxes
from July 1, 1945, to and including June 3s, 1946, to -wit, Maryland Casualty
Company of P.altimore, Maryland, be and they are hereby relieved of liability during
said period.
3, That said + D #Iarrin ;ton, as Harnett County Tax Collector for the 1945 tax
levy, be and he - hereby is allowed $1.20 for each and every land sale made by him in
connection with the county levy of 1945 taxes, and other lawful compensation until
July 1, 1946; provided, he shall from the compensation herein allowed for land sales
pay all expenses in connection with §aid land sale, including the accounts of news -
,a;ers for publication of land sales notices.

THIS BOND is executed by the Surety upon the following express conditions, which
shall be conditions precedent to the right of recovery hereunder;
IT IS MUTUALLY UNDERSTOOD AND AGREED BETWEEN ALLPARTIES HERETO, that if the
Surety shall so elect, this bond may be cancelled by giving thirty (30) days' notice
in writing to the said Board of Commissioners, Harnett County, North Carolina and
this bond shall be deemed cancelled at the expiration of said thirty (30) days, the
said Surety remaining liable for all or any act or acts covered by this bond which
may have been committed by the Principal up to the date of such cancellation, under
the terms conditions and provisions of this bond, and the Surety shall, upon
surrender of this bond and its release from all liability thereunder, refund the
premium paid, less a pro rata part thereof, for the time this bond shall have been
in force.

the Surety shall not be liable to said Board of Commissioners Harnett County, North
Carolina for any loss or losses resulting by reason of the failure of said Principal
to collect any portion or all taxes which he may be chargeable to collect by reason of

Surety shall not be liable for failure of the said principal to take any legal action
to collect such taxes.

Harnett County; North Carolina for any losses resulting to said Board of Commissioners
Harnett County, North Carolina by reason of any public moneys being now on general or
Special deposit or hereafter placed on general or special deposit by the said Principal
with any bank, depository, or depositories, or by reason of the allowance to or
acceptance by said Principal of any interest thereon, any Law, Decision or Statute of
the State of North Carolina or Ordinance of the said Board of Commissioners, Harnett

Highway and Public Works Commission:

The Board ordered that Broncho West, Erwin, N C Duke Township, be relieved of Poll
Tax permanently because of Physical Disability, he being a Veteran of War II.
The Board ordered that Missie Richardson be released on Tax Valuation of 0500.00
in Lillirgton Township on house which was burned in 1944. Taxes for 1945 amounting
to 07.15. The Board also orderer'-" that same be released of listing the 0500. parcel
for 1946.
The monthly report of Howard Godwin, C S C for the month of June was approved and
ordered filed. .
The report of Inez Harrington, Register was approved and ordered filed.
Beer license were granted to Robert Taylor, Coats, N C J1 at Hill Top Service
Station.
Beer license were granted to George Jginnette and George Rose at Tart's Grill in the
Town of Dunn, N C
Beer license were issued to Carl Edwin Lucas, Erwin, N C at Carl's Auto Parts
and Billard Parlor on the Erwin -Dunn Highway.
Beer license were issued to William 0 Moore and Rupert J Lee at Archies Place Dunn -
Goldsboro Highway.
Bond in the amount of $2000.00 was approved for C. B. Allred appointed Coroner
for the unexpired term beginning June 5, 1946 to December 6, 1946.
