The Board of Commissioners met in regular session Minday, February 4, 1946 at
10:00 o'clock with J B Ennis, Chairman, Ferd D Jackson, Angus A Cameron, Lonnie R
Byrd, R L Pate, Inez Harrington Clerk to the Board and H C Strickland, County Attorney.
The Board ordered that time for tax listing for 1946 be extended and including
Feb 15, 1946.
Report of Howard Godwin C S C was approved and ordered filed.
Report of W L Harrington, Tax Collector was approved and ordered filed.
Report of Inez „arrington, Register of Deeds wqs approved and ordered filed.
The Board requested Tax Supervisor Berles Johnson to appraise at marked value a
acre of land consisting of 3 lots in Pineview adjoining right of way of A C L Railroad
on which ' C Douglass and wife resided and report td the Board.
Beer license were granted to Harvey McLeod at 'sack's Place Coats, N C.
Be it re &olved that those lots formerly listed to may Tag Link Co and foreclosed
for taxes by the County for non payment of taxes in 1938 be sold to W H Hamilton and
4'V B Williams for the sum of $100. and the Chairman is hereby authorized Eorexecute deed
to 'VV H Hamilton and W B Williams, the Clerk to the Board will attest same.
The following road petitions were approved and ordered forwarded to State
Highway & Public Works Commission:
(1) to construct a public road and maintain same, leading from the vicinity of
the home of Malcolm Dickens in Upper Little River Twp to the Lee County line in the
vicinity of Moore's Store a distance of 3 miles.
(2) to work up and maintain that rlad called the Cameron road in Anderson Creek
Township. Beginning at a .'pint on the east side of Sanford Fayetteville Highway at
SpoutSprings and runs east by the John S Johnson old place and Apex Phail to a point
on the road leading from Clark's Bridge to the Nursery a distance of approximately
4* miles.
(3) Beginning on Erwin Bunnlevel Road about 150 yards beyond J R Byrd Farm and
running .in a Southerly direction by Marvin Word's house then South Eastern by home
of R G McNeill across the Casper Tart Farm to the old Averasboro Road then along
this old road by or near the lands of E J Byrd, R o Kelly, J S Byrd and others to a
point on the Erwin Linden Road just beyond the Bever Dam Canal Bridge a distance of
22 to 2:3/4 miles.
(4) The road known as the Bradley Road and extends from a point near Cool. Springs
Church in Upper Little River Township, on the road leading from Mamers toward Cape
Fear and extends via Chapel Hill colored church to the Lee County Line, a total
distance of about two and one half miles.

home of J H Hayes, Jr., and Cetphas West to Bethel Church by the farms of Carl West
R F Hayes, J B Hayes, Sr., 011ie Matthews, W G Elmore, Johnson Farms, and their tenant
houses in Anderson Creek Township.
(6) A Proposed road to be built in Upper Little River Township, Harm tt County,
North Carolina, beginning at a point approximately two - tenths of a mile east of the
McDougald Bridge of Upper Little River on the McDouglad Road, and running east a
distance of approximately one and one half to two miles to intersect with the Spring
Hill - Leaflet Road.
WHEREAS, the Board of County Commissioners of £arnett County are informed that the
State Highway & Public Workds0ommissionenow has an engineering party located at
Lillington, and that it will be possible to use th s engineering service to locate
some of the contemplated secondary road projects in this County:
Now, Therefore, be it resolved, that we again respectfully urge upon the State i,. -r,:
Highway & Public 4orks Commission the importance of giving early consideration to the
development of the Johnsonville Road from the end of the present pavement to the
Moore County line via Pineview, with a surfaced connection from Barbecue Church
to Benhaven School, and to the proposed surfaced road from Buies Creek to Coats,

It is ordered that upon receipt of $100 by the County of rarnett, the Chairman
of the board of 'commissioners of Harnett County executed and deliver a deed on behalf
of the County to W H smitten and W B Williams for that parcel of land 100 by about
155 feet on the South side cf Dupree Road in Black River Township described in
Judgment No A -932, and the Clerk to the Board will properly attest sane.
The Board of commissioners recessed to reconvene on Monday, February 11, at
10 :00 o'clock with the Board of Education.

The Members of the rarnett County Board cf Commissioners met at the Courthouse
on Monday February 11, 1946, upon expiration of the recess taken February 4, 1946,
Present: Chairman J B Ennis,..Ferd D Jackson, L R Byrd, A A Cameron and R L Pate.
Mr. Reid Ross, County Supt. of Schools, and Mr. G T Profitt acting Supt of
County -chools, lair/ Sidney Thomas and others interested citizens, appeared and
presented facital data, and asked, on behalf the County Board of Education, that
the Commissioners submit to the voters of the County the question of a County bond
issue for approximately f1,000,00p. for expension of the physical school plants of
the County.
Also, the rarnett County Hospital was represented by Messers. H M Tyler and
Administrator Winston, through whom request was made for approximately $15,000.
to provide for the accommodation of about 60 more patients at the Hospital, suggest-
ing a Count,: Nide bond issue for that purpose.
The County Commissioners after carefully considering the two requests, and
after Laving examined the facts, indicated that they would be cooperative, and
asked that respective resolutions be prepared and presented in proper forge, the
formal resolution to form a part of the abstract of proceedings relating to bond
issues for the two purposes mentioned all to the end that the voters of the county
may be afforded opportunity to express themselves in respect of the issuing of t }e
proposed county bonds.
It is ordered that the offer of A C Douglass and wife, Susan C Douglass of
$100 for the lot of land le0 X 100 feet in Barbecue Township, Harnett CoL.nty, formerly
listed to A C Douglass, be sold to the,; and upon receipt by the County of "arnett
of $¢75.00 (the County having heretofore been paid $25.) the chairman of the Board
of Commissioners will execute deed on behalf of the County and the Clerk will attest
the same, conveying to C Douglass and wife, Susan C Douglass, the interest of the
County in said property.

WHEREAS, The Board of County Commissioner of Harnett County has been informed
that there willbe a hearing at 2 :30 P M on Thursday, February 14, 1946, before the
Utilitied Commission of NorthtCarolina concerning the Petiton of Charles M Reeves, Jr.,
and others for a franchise to operate busses between Bunnlevel, N C via Erwin N C to
Dunn, N 0 for the purpose of transporting passengers and their baggage;
AND WHEREAS, each Mamberof the Board of Said Commissioners is thoroughly familiar
with the public traveling conditions now existing between Bunnlevel, N C and Dunn N C
AND WHEREAS, each member of the said Board of Commissioners is of the opinion that
a bus line for transportation of passengers and their baggage from Bunnlevel N C to
Dunn, N C is a public necessity:
NOW THEREFORE, BE IT fthSOLVED Ghat the Board of Commissioners of "arnett County
do certify to the Utilities Commission of Harnett County do certify to the Utilities
Commission of North Carolina that in its opinion there is a public necessity for the
granting of a franchise to pperate a bus line for the transportation of passengers and
their baggage from Bunnlevel, N C to Dunn, N C and that the Petition of Charles M
Reeves, Jr., and others, should be granted to operate said bus line;
That this Resolution be signed by each member of the Board of Commissioners and
the County Attorney and certified bopy b# the same forwarded to the Clerk of the
Utilities Commission.

At the expiration of the recess taken February 11 , 1946 the Board of Tarnettion
County Commissioners met at the Courthouse at 10 o'clock A M Tuesday February 19,
1946.
Present: Chairman J B Ennis, and Commissioners L R Pate, A A Cameron, P'erdd
Jackson and R L Pate. -
The members discussed informally information and facts which might relate to a
bond issue informally proposed by the County Board of Education which proposal they had
requested to be in written form for further consideration.
It was the consensus of opinion of the Members of the Board that the most press
ing and urgent needs.of the County school system might be met by ways and means other
than issuing bonds; that interest rates would remain low for some years, and that
building costs prevailing might preclude getting anything like value for an7
considerable fund which might be spent. Therefore, they deferred any action on the
suggdsted proposal that an election be called for the purpose of ascertaining the
wishes of the people with respect to any issue of bonds, but will hear the Members
of the County "oard of Education at the regular meeting March 4, 1946.
The following road petitions were approved and ordered forwarded bo the State
"ighway and Public Workd Commission:
(1) To improve by asphalt surfacing or ell and gravel that road in Upper
Little Fiver Township leading from Highway ;x}421, at D P Cameron's old Service Station
and running via of J K Stewart's Store to the McDoughld road, near the home of
Mitchell Hawley.
(2) That the road leading from Old State Road near
Partin, in said Township and County, and running to the
via the homes of Herman Fish, Mrs. Herbert Partin, John
