The Board of Commissioners met in regular session on Monday, December 3, 1945
with all membe is present also present were the County Attorney and the Clerk to the
Board.
It is ordered that pedlars license be granted free to E A Jaggers in Barbecue
Township, Broadway, N C ip1.
The Board voted to donate 5150.00 to complete a community House in Johnsonville
Township.
It is ordered that penalty in amount of $8.40 for B B Wilson $100.00 for Mrs. B B
Wilson $1.28 for Gordon Wilsdn be released for late fisting. The error occured in the
listing.of property in Upper Little Diver Township.
Upon recommendation of Berles Johnson tax supervisor the following were appointed
tax linters in the townships:

The monthly report of Inez Farrington, Register of Deeds was approved and ordered
filed.
The monthly repdrt of W D Harrington, Tax Collector was approved and ordered
filed.
The monthly report of Howard Godwin, C S C was approved and ordered filed.
It is ordered that, pursuant to the judgment entered in the Recorder's Court of
Dunn,.Kirby Smith, serving 30 days at the County Home for drunkeness be hired to J R
Young at $2.00 per day for the unexpired time which said Kirby Smith might otherwise
serve; and that upon payment to the County of Harnett of said su, Smith be released.
The Board ordered that the Offices of the County be closed December 24, 25, 26,
and 27 for the Christmas Holidays.
It is ordered that upon payment of the County of Harnett of the sum of $82.00
said sum be accepted in full discharge of the lien of taxes for the year 1945, 1944,
1943, 1942 and 1941, against tands>.listed in the names of Cora Annie and Graham Mc-
Donald in Johnsonville Township, containing ab out 130 acres.
It is ordered that Miss Anne Goodloe Brown be appointed Librarian for Harnett
County at it salary of $150.00 per month to begin her duties immediately.
Insurance policy #1012 for fire and lightening on a dwelling on the courthouse
square was approved and ordered filed.
It is ordered that the sum of $1000.00 be transferred from accounts payable fund
to the General fund.
It is ordered that Beer license be refused to E A Jaggers in Barbecue Township
for reason of the sentiment against selling beer in that Township/
WHEREAS, Harnett County is one of the large tobacco growing counties of North
Carolina; and
Whereas there is no tobacco market in Harnett County and the farmers are desired
the facilities of marketing their tobacco in the county but find it necessary to haul
their tobacco to other counties to seliit.
Now, therefore, be it resolved by the;:members of the Harnett County Board of
Commissioner that, in their thpixrion, the people of Harnett County are entitled to the
benefits which a tobacco market in the county would afford, and that a tobacco market
should be established in Harnett County.
It is ordered that Sam Ashworth be released $8.88 for late listing year 1945
in Upper Little River.
D R Barnes, the duly elected constable in Black River Township, having resigned,
it is ordered that Alton Cobb be, and he hereby is, appointed as constable in said
Township to fill out the unexpired term of Dester Barnes, duties not to begin until he
shall have given official bond in the sum of 1,000.00 with surety to be approved by
the Board of County Commissioners.
It is ordered that fees for Certified copies of real property, vital statistics,
etc. be allowed to the Register of Deeds for compensation.

WHEREAS B H SPEARS is theowner of 55 acres of 0 J Spears land in Flat woods of
Lillington Township as described in Deed recorded in Book 176 page 227 Registry of
Harnett County; and whereas said land has not been listed by Harnett County or on
Book since 1934 and possibly not listed for several years prior thereto; and whereas
the said B H Spears desires that said land be after listed to end that taxes may be
paid and discharged: and whereas said land is almost entirely waste or low lands:
NOW THEREFORE BE IT RESOLVED, that said B H Spears 55 acres be after listed for
the years 1940 1941 1942 1943 1944 and 1945 at the valuation of $400.00 per year in
Lillington Township; and that upon payment of said after listing, that said lands be
released and discharged of all Harnett County taxes for year 1945 and priorryears.

WHEREAS, Walter Lee Johnson and K R Hoyle Trustee are owners of land described in
deed by C G Hatch and wife dated Nov 10 1945 and recorded in Book 294 page 579,
Registry of Harnett County; and whereas said lands are situate partly in Chatham
County and partly in Harnett County, with portion in Buckhorn Township and small
part undivided S P Hatch land in Upper Little River Township, Harnett County; and
Whereas the location and acttal acreage of said land is not now ascertainable or
definite, either as to portion in harnett or Chatham Counties, or as to portion in
Buckhorn Township or Upper Little River Township; AND WHEREAS said property has not been
listed for taxes by County of harnett in recent years and probably not listed for
several years; and WHEREAS said owners desire that said property be after listed for
years 1940 to 1945 Inclusive to end that taxes may be paid and discharged:
NOW THEREFORE BE IT RESOLVED, that the said Ladd be after listed for the years
1940, 1941, 1942, 1943 1944 and 1945 at the following acreage and valuation and
township, towit:
250 acres Buckhorn Twp Harnett County Value $600.00
25 acres Upper Little River Township Harnett County at value of $100.00
and that upon payment of said after listing for said six years, that all Harnett
County taxes for year 1945 and prior years be satisfied, discharged and released.

The following road petitions *ere
"ighway & Public Workd Commission:
(1) to build and maintain a road starting at Mrs. Lelia Upchurches residence
on No_420 N C Highway arnd running the old road to Coats -road at J R Byrds place in
Stewarts Creek.Townshipi
(2) To approve the building and maintaining by the State Highway Commission a
cirtle drive to the Johnsonville Community House, approximately ninety feet.
(3) this road to be improved and that they recommend totthe State Highway
Commission that this road which leads from Dunn along the old Fayetteville Highway to
Long Branch Church and the Freewill Baptist Orphanage which is a distance of about t
three miles.

approved and ordered forwarded to the State
(4) to build and maintain certain road in Anderson Creek Township beginning at
new Bethel Church and ending at a point between the old Powell place, now owned by
M L West and the old West place now owned by 0 E Dixon. This is a distance of about
1*_miles.
(5) to improve road known as McBryde road starting belww W L Byrd's home and
extends_to Henry Elliott's home about 3* miles. This is a secondary road and is too
narrow to pass vehicles.
(6) We the undersigned citizens, landowners and taxpayers of Harnett County, do
hereby present the following resolutions for your approval:
Since there has been a number of petitioners to your Board that an all weather
toad into Buckhorn Township, harnett County be constructed, we wish to submit the
following to take the place of all previous petitions:
First, that an all - weather road begin at end of the 1 -sfile all- weather road al
ready built at Senter's Farm and go to Christian Light, and if possible, to build
two roads from Christian Light, one to Buckhorn School ar Cokesury and the other to
go up the ride road by Baptist Grove, to intersect the Duncan Fuquay all weather road
at points Highway Commission deems proper.
Second, that if the State highway Commission finds that after building the above
road to Christian Light that at the present time they could not build both roads to
Tubkhorn School and ride road by Baptist Grove that -it be left to the State Highway
Commission to determine which of these two roads should be built first and that if
one of these roads should not be built at the present time that the other mentioned
road should have all priority over any other road to be built in this section of
Harnett County.
Third, that it is the opinion of the undersigned that road from Christian Light
to Senter's Farm, intersecting 15A near tld Benson Light, should be built before
road from Christian Light to Kipling.
