1945, at 10:00 o'clock A M with J B Ennis, Chairman, L R Byrd, Ferd D Jackson, A A
Cameron and R L Pate present. Also present were H C Strickland, County Attorney
and Inez Harrington, Clerk to the Board.
It is ordered that poll tax for 1945 charged to H V Underwood Barbecue Township
be released as Mr. Underwood is and was at tax listing time a non - resident of North
Carolina.
It is ordered that W J Hawley U L R Township be released X3.77 penalty to late
listing of property year 1945.
It is ordered that T R Brown be believed of $11.43 penalty for late listing of
property in listing property in Buckhorn Township for the year 1945.
It is ordered that L M Chaffin be released "19.17 penalty for late listing bf
property in Anderson Creek Township for year 1945.
It is ordered that William Duke of Buckhorn Township be relieved of poll tax
for the year 1944 on account of physical disability.
The monthly report of Howard Godwin C S C was approved and ordered filed.
The monthly report of Inez Harrington, Register of Deeds was approved and ordered
filed.
The monthly report ofW D Harrirg'ton, Tax Collector was approved and erdered filed.
The Board appointed Rachel D Herring as Assistant Home Demonstration Agent for
Harnett County to begin her duties. on December 1, 1945. The salary to be in accord
with merit system.
It is ordered that Beer license be granted to Robert Lexton Taylor at hill Top
Service Station 1 mile North of Coats.
It is ordered that Beer "License be granted to Mrs. J L Moore at Dixie Grill on
the Highway to Coats.
RESOLVED THAT E C Byrd 20 acres described in Book 289 page 385 formerly I K
Byrd land be after listed for the years 1940, 1941, 1942, 1943, and 1944 and the
valuation of 5200.00 per year and that County taxes be discharged upon payment of
said after list. Said property having beenl.listed previously for 1945.
The following road petitions were approved and ordered forwarded to the State
Highway & Public Works Commission:
(1) Leading from U S Highway No 301 in Johnston County North Carolina in a
westward direction through Johnston County, and across Mingo Into Harnett County to
teadibg bydHodges Chapel Road in Harnett County, petition and request that said road
be opened up and made a State road.
(2) The road commonly known in Harnett County as the "Old River Road" which
branches off of Highway #421, respectfully petition your Honorable body to take
over and maintain the said road. It would be a distance of approximately (4) miles
and would shorten the distance from Old River Road into the Town of Buies Creek by
a distance of approximately one mile to Citizens liming along Highway wire Road and
in addition to this it would serve at least one (1) school bus.

beginning at a pointy on the Mamers Spring hill road known as the Talley farm and runs
westwardly and curving to a point on the McDougald road on the Bullard land, a
distance of approximately two miles.
(6) That the State Highway Commissionobuild and construct an all weather road
from Kipling, N C to Buckhorn School in Buckhorn Township, Harnett County via R T
Johnson and Christian Light Church.
(7) Begin at the old wire road in front of the home of D T Lewis and follow
said Wire Road in a southernly direction 3 miles to the farm of W P Kickey; thence in
an eastern direction with an old road about .6 miles to the residence of J H Williams
thence in a northernly direction through the Byrd and Layton farm 1.2 miles to A L
Honeycutt¢s home or farm; thence about west .8 miles to the Old Wire Road, the
beginning point.

road leading from Matthews Mill to J 0 McLeod's Store, be improved and made fit
for public travel. The distance is less than one mile and has always been maintained
as a public road until recently and is a mail route.
(9) To rebuilt that dirt road known as the Gainey Bridge Road which begins at
a point on U S Highway No 301, about two miles South of the Town of Dunn, and runs
in a Western direction across Gainey's Bridge; thence in a Southern direction to tie
Hemingway Road, and thence in a Western direction along the Hemingway Road W!C
Highway No 82; a total distance of said road being about five miles.

HARNETT CCUNTY
WHEREAS, Walter Lee Johnson is the owner of 25 acres McCormick Land in Barbecue
Township, Harnett County under deed by IC 0 Lee Commissioner dated October 12, 1945
and recorded in Book 294, page 473 Registry of "arnett County, under No 2280 and
No A -1348, and whereas purchase was made subject to taxes for the years 1940 to date;
and whereas there has been no listing of said property since the tax sale June 1939
and the present owner desires that said property be after listed:
NOW THEREFORE, be it resolved, that said 25 acres be after listed for the years
1940 to 1945 inclusive at the valuation of $200.00 and that said 25 acres be released
of all county taxes upon payment of taxes on said after listing.

WHEREAS Walter Lee Johnson is the present owner of T V Stewart lot in Lillingtm
as described in Book 295 page 499 Registry of riarnett County; and whereas the taxes
of county f r years 1929 and 1935 to 1945 inclusive are unpaid and whereas the said
property has for the said years been on the tax book in the name of T V Stewart
Estate at the valuation in 1929 of $100. $85 for 1935 and 36 and for $60. for
years 1937 to 1942 and for the years 1943 to 1945 said property has not been on the
tax books; and whereas said listing is a mere carrying forward of said property and
lot a legal listing or at best an irregular listing; and whereas said owner desires
that same be after listed for said years:
NCW THEREFORE, BE IT RESOLVED, That the said property be after listed for

RESOLUTION
WHEREAS, the Board of Commissioners of Harnett County have learned with much
regret of the almost sudden and unexpected death -of Mr. J. Earl Ward; and
WHEREAS, the late Mr. Ward served as Tax Supervisor and Accountant for more than
a year and discharged his official duties with marked effidiency and cooperatively
and
WHEREAS, Mr. Wardts conduct and demeanor in both public and private life endeared
him to the officials of Harnett County and all its citizens with whom he came in
contact;
NOW, THEREFORE, BE IT RESOLVED by the Board -of Commissioners of Harnett County
in regular session es_follows;
1. That it is the sense of the members of this Board that in the passing of Mr.
J. Earl Ward -Harnett County has lost one of its most capable and valued officials, and
that each and every member of its Board c;of Commissioners feel keenly the loss which
has been sustained.
2. That the deep and sincere sympathy felt by all the County Commissioners be-
cause of the death of Mr. lard be hereby communicated to Mrs. J1 Earl Ward and his
child, Kenneth Earl Ward.
3. That a copy of these resolutions be spread upon the Minutes of the Board
of Harnett County Commissioners, and that a copy be given the press.
Unanimously adopted this November 5, 1945.

Dr. H W Jordan and- L E Whitfield of State highway and Public works Commission
met with the Board of dnd discussed the road situation in Harnett County.
It is ordered that A L Smith be released of taxes in the amount of $1960.00 on
personal property listed to him in Upper Little River 'township for the year 1945 on
account of error in double listing.
Upon motion of Commissioner L R Byrd, seconded by Commissioner A A Cameron and
unanimously carried, Mr. H D Carson, Jr., was appointed to the position of Harnett
County Accountant to fill the unexpired terry of J. Earl Ward. His compensation to be
$200.00 per mohth, payable monthly; conditioned, however, .upon his given surety bond
for the faithful performance of his duties. `he bond to be approved by the Board
Of County Commissioners. The expense incidental to necessary travel will paid
upon monthly claim therefor. The Bond to be in the amount of $10,000.00.
Upon motion of Commissioner F D Jackson, seconded by Commissioner R L Pate and
unanimously carried, ter. Berlis Johnson was appointed to the position of Harnett
County 'ax Supervisor to fill the unexpired term of J. Earl Ward. His compensation
to be $200.00 per month, payable monthly, and his duties to begin on December 1, 1945.
Travel expense: will be paid monthly upon claim therefor.
It is ordered that the salary of the late J. Earl Ward be paid to the administra-
trix of his estate for the currept month.
