OCTOBER 1, 1945
The Board of `'cmmissioners met in regular session on Monday Octoberl, 1945 at
10:00 o'clock A M with all members present also present were the Clerk to the Board
and the Athditor.
The monthly report of Inez "arrington, Register of Deeds was presented and approved
The monthly report of Howard Godwin, C S C was presented and aproved.
The monthly report of W D Harrington, Tax Collector was presented and approved.
The following road petition was approved and ordered forwarded to the State
Highway and Public Works Commission.
(1) Request for the maintainance of that road in Upper Little River Township
Beginning in the Norrington road about 200 yards East of June E Darroch's home and
runs East into the Campbell Road by the homes of Eaggie Autry and J H Autry, a dis-
tance of approximately 3.4 miles. This road needs grading, clearing out ditches and
an pipe for a branch.
Beer and wine license were granted to D M Darroch & Son Lillington, T' C # 2 on
Highway from Lillington to Fayetteville ad„oinIng the ice Plant.
The preparation of the Jury list began in June was not completed on schedule, the
Board finding as a fact that clerical workers were not available to complete the work
until last week. The list as made was submitted to the Board for consideration and
revi::ion, to be returned and acted upon October 15th, 1945. The Board recessed to
reconvene Monday, October 15, 1945 at 10 o'clock A M.
It is ordered that Beer on premises license be granted to Mary Ferrell (col) at
the place of Percy Ferrell store in Shawtown.
Be it resolved that that property acquired by Harnett County and town of Dunn at
a tax foreclosure sale under judgment #A 107£ (Arthur Hinton) be sold to Ed W Holden
for the sum of $450.00 on the following terms: $100. cash with this offer and $12.50
per month until the entire balance of #350.00 is paid. The first payment being due
Oct 29, 1945. The Chairman of the Board is hereby authorized to execute deed to Ed W
Holden and the Clerk to the Board will attest same.
Be it resolved that that property acquired by Harnett County and Town of Dunn
at a tax foreclosure sale under judgment # A 1056 (norman Rose) be sold to Connie D
Smith and Lela S Smith for the sum of $275. on the following terms $50.00 cahh and
$7.00 until the entire balance of $225. is paid. The first payment being due Oct 29
1945. The Chairman of the Board is hereby authorized to execute deed to Connie D Smith
et als and the Clerk to the Board will attest same.

MINUTES OF BOARD OF CCUNTY COIMMMISSIONERS OF HARNETT COUNTY COUNTY
Date Oct?, 1945
At a meeting of the Board of Ccunty Commissioners of Harnett County held on the
1 day of Oct 1945, the gollowing memebers were present, the same being a quorum of said
board':
Messrs: J B Ennis, L R Byrd, R L Pate, Fred D Jackson, A A Cameron.
The following resolution was offered by Mr. Fred D Jackson and seconded by Mr. A A
Cameron.
BResolved by the Board of County Commissioner of Harnett County:
(1) That in order for the schoold in Harnett County and City School administrative
units to provide low cost lunches for the school childred of said administrative units
and in order that funds'may be made quickly available to supply the casual deficits
incurred by the schools, it is necessary to obtain an advance of funds from the State
Board of Education as provided in Ch, 777 of Session Laws of 1945.
(2) That the Board of County Commissioners of Harnett County does hereby authorize
and apply for an advance not to exceed so% of each monthly claim of Harnett.` County and
City school administrative units for said purpose from the State Board of Education.
The said County Board of Commissioners does hereby authorize the State Board of Educatio
to credit any funds coming into its hands from the Federal Governtyent for use in the
lunchroom program against any claim which the State Board may have for funds advanctd:
to Harnett County and City school administrative units.
(3) That the funds advanced to City admininstrative unit puruant tp this
resolution may be paid directly to the Treasurer of the City School administrative Unit.
(4) That the Board of Couhty'Commissioner of Harentt County does hereby pledge the
faith and credit of said County in accordance with Section 4 of Article V of the Con-
stitution of the State of North Carolina for the repayment of any advance made to
Harnett County and City School Administrative Units under Ch 777 of Session Laws of
1945 and the rules and regulations of the said State Board of Education. "

The Board recessed to reconvene an Oct 15, 1945 at 10 :00 A M
The Board of harnett Commissioners met in session in their room at the County
Courthouse on Monday, October 15, 1945, at 10 o'clock A M upon expiration of the recess
taken on Monday, October 1st 1945, Present: Chairman J B Ennis, Commissioners L R
Byrd, A A Cameron, Fred D "ackson and R L Pate, and the Clerk, Inez narrington and
their Counsel H C Strickland:
Because of the scarcity of clerical workers and heavy volume of business trans-
acted by the Register of Deeds, who is Clerk of the Board of Commissioners, the
names of the tax payers in Barnett County, as shown by the returns for the preceding
year, were not presented to the members of the Board of Commissioners until October
1st, 1945. The members of the Board of Commissioners having from the said lists of
tax payers so prepared, selected the names of those of good moral character and of
sufficient intelligence to serve as jurors, and who were otherwise qualified by law
for Jury service, Commissioner L R Byrd introduced the following resolution and moved
that it be adopted, which motion was seconded by Commissioner A A Cameron, and there-
upon unanimously adopted:
"Be it resolved that, from the names of tax payers in Harnett County as shown
by the tax returns of the preceding, year, the names on the attached lists, not
excinded, have been found and are hereby determined as the names of lawfully qualified
persons to serve as jurors in the County of narnett.
Be it further resolved that the Clark of the Board of County Commissioner shall
make a list of the names so selected and shown as qualified persons for jury duty
and that said list shall constitute the Harnett County jury list and shall be pre-
served as such.
Be it further resolved that the Clerk of the said Board of Commissioners shall
copy the names oz' said jury list on small scrolls of paper equal size and put them into
the jury box in the manner prescribed by law, and that henceforth the said new and
revised list shall constitute the official jury list of "arnett County."
It is ordered that the sum of $55.00 be paid to the State for the purpose
of running an ad in the State iYiagazine.
The Board adjourned to meet the first Monday in November.
The Board of Commissioner met in special session at their room in the courthouse
on Friday, October 26, 1945, at 12 o'clock, Noon
rresent were chairman J B Ennis and Commissioners, R L Pate and Ferd D Jackson,
with their attorney, and Clerk.
The attention; of the Foard was directed to the illness of Mr. J. Earl Ward,
County Accountant, and they were informed that, in the emergency, certain papers and
vouchers required the',signature or approval of the accountant who, temporarily is
so indisposed that he is unable to perform the particular duties mentioned. There-
upon, on motion of Commissioner oackson, seconded by Commissioner rate it was ordered
that Inez narrington, Clerk to the Board, be and she was, authorized to countersign
for the accountant, as may require the approval of the accountant, within :the confines
and limits of the authority of the County accountant.
It was further ordered that a copy of these minutes be transmitted to the County
Depositary, that the Depositary may be governed accordingly, until further notice
from the Board.

It is ordered that Geo Minton be paid $25&00 and helper be paid 50¢ per hour
this amount not to exceed $17.50 per week for janitor work for County.
The Board recessed to reconvene at the call of the Chairman.
