The Board of Commissioners met in a call session Monday, September 25th at
10:00 A M with all members present, also the Clerk to the Board.
It is ordered that $10.00 per month be allowed Adolphe Bundy for firing
furnace at County Home for winter months.
It is ordered that $6.66 be accepted as full payment for taxes for year 1939
and being 40 acres in Stewartts Creek Township formerly listed to Henry Byrd,
col. now H E Truelove Est.
Insurance policy number 17202 with the Grantie State Fire Insurance Company
in the amount of $2,500.00 on the Court House was approved and ordered filed.
Insurance Policy Member 17201 with the Granite State Fire Insurance Company,
in the amount of $9,000.00 on the Jail and living quarters was approved and
ordered filed.
Official bond in the amount of $35,000.00 with the Maryland Casualty Co.
on behalf of William Dalrymple Harrington was approved and ordered filed with
the C.S.C.

KNOW ALL MEN BY THESE PRESENTS,
That William Dalrymple Harrington,Lillington, North Carolina as Principal,
(hereinafter called Principal) aid the Maryland Casualty Company, a corporation
of the State of Maryland, having its principal office in the City of Baltimore,
Maryland, asSurety, (hereinafter called the Surety) are held and firmly bound unto
the State of North Carolina, for Benefit of Board of Commissioners, iaxn'ett
County, North Carolina in the penalty of Thirty Five Thousand and 00 /100 Dollars
($35,000.00) to the payment whereof, well and truly to be made and done, the said
Principal binds himself,his heirs, executors and administrators, and the said Surety
binds itself, its successors and assigns, jointly and severally, firmly by these
presents.
HE CONDITION OF THE AFOREGOING OBLIGATION IS SUCH, that WHEREAS, the said
Principal was appointed Harnett County Tax Collector for the term beginning
on the 15th day of September 1944, and ending on the 15th day of September 1945.
NOW THEREFORE if the said Principal shall, during the term of this bond,
well aid faithfully perform all and singular the duties incumbent upon him by
reason of his appointment as said Harnett County Tax Collectage ;cept as hereinafter
limited, and honestly account for all moneys coming into his hand as said
Harnett County Tax Collector, according to law, then this obligation shall be
null and void; it is otherwise to be and remain in full force and virtue.
THIS BOND is executed by the Surety upon the following express conditions,
which shall be conditions precedent to the right of recovery hereunder:
IT IS MUTUALLY UNDERSTOOD AND agreed between all parties hereto, that if
the Surety shall so elect, this bond may be cancelled by giving thirty (30) days}
notice in writing to the said Board of Commissioners, Harnett County, North Carolina
and this bond shall be deemed cancelled at the expiration of said thirty (30) days,
the said Surety remaining liable for all or any act or acts covered by this bond
which may have been committed by the Principal up to the date of such cancellation
under the terms, conditions and provisions of this bond, and the Surety shall, upon
surrender of this bond and its release from all liability thereunder, refund the
premium paid, $bstl? pro rata part thereof, for the tine this bond shall have been
in force.
AND IT 1S FURTHER MUTUALLY UNDERSTOOD AND AGREED BETWEEN ALL PARTIES HERETO,
that the Surety shall not be liable to said Board of Commissioners, Harnett
County,N.C. for any loss or losses resulting by reason of the failure of the said
Principal to collect any portion or all taxes which he may be chargeable to collect
by reason of his appointment as said Harnett County Tax Collector and that said
Surety shall not be liable for failure of the said principal to take any legal
action to dol.lect such taxes.
AND .IT IS FURTHER MUTUALLY UNDE<ST00D AND AGREED BETWEEN ALL THE PAiTir'S
HERETO, the the said Surety shall not be liable to said Board of Commissioners,
Harnett County,N.C. for any losses resulting to said Board of Commissioners,
Harnett county,N.C. by reason of any :ublic moneys being now on general or special
deposit or hereafter placed on general or special deposit by the said Principal,
with any bank, depository, or depositories, or by reason of the allowance to or
acceptance by said t'rinci. pal of any interest thereon, any Law, Decision or Statute
of the State of North Carolina or Ordinance of the said Board of Commissioners,
Harnett County, North Carolina to the contrary notwithstanding.

W.D.Harrington, firs t being duly' sworn, says:
That he is the duly appointed Tax Eollector of Harnett County for the tax year
1943 -1944 county tax levy; that as such collector he or his deputies visited the
dwelling places of each of the persons whose names are listed as insolvent on the
attached list; or that he or his deputies visited the usual place of abode of
each of said persons, aid that he or their, the said deputies, could not find at
the dwelling or place of usual abode of each of the said respective tax payers
on said attached list, or elsewhere in said County of Harnett, any property where
with to discharge said 1943 taxes, or such part thereof as is returned unpaid on
the said attached list; and that said persons so named on said list were insolvent
at the time when by law he, the said Tax Collector, ought to have endeavored
to collect said taxes of said persons so listed on the said attached list.

RESOLUTION
WHEREAS W.D.Harrington was appointed and duly qualified as Harnett County
Tax Collector for the levy of 1943 county taxes; and
WHEREAS, by virtue of a resoluuion heretofore adopted by the Board of
Commissioners of Harnett County, the said W.D.Harrington, as County Tax
Collector, was charged with the duty of collecting all delinquent taxes and
revenues due the County of Harnett, beginning and as of September 15,1943; and
WHEREAS, the said W.D.Harrington, as Harnett County Tax Collector for the
1943 county tax levy, has submitted thl s official insolvent list of persons
charged with the payment of taxes to Harnett County for the 1943 county
levy, and has made settlement as provided by law of all items with which he was
charged in connection with the 1943 levy of Harnett County taxes; and the said Tax
Collector' has made full settelemen.t with the County of Harnett for all delinquent
taxes collected by him through September 15,19441
NOW, THEREFORE, be it resolved by the Board of Commissioners of Harnett County
as follows
1. That the list submitted by W.D.Harrington, Harnett County Tax Collector
for the county levy of 1943, of insolvents in his final settlement in connection
with said levy, be and the same hereby is accepted and - approved.
2. That the final settlement of said W.D.Harrington, Harnett County Tax
Collector for the county levy of 1943, having been examined and found correct,
be and the same hereby is accepted and approved.
3. That the accounts and settlement of W.D.Harrington Harnett County Tax
Collector, relating to taxes and revenues other than items in connection with the
County tax levy of 1943, particularly including' delinquent taxes which became due
to the County of Harnett prior to the levy of 1943, having been examined and
found correct as of the close of the day on September 15,1944, is hereby
accepted and approved.
4. That subject to the provisions of law,W.D.Harrington, Harnett County Tax
Collector for the county levy of 19 43, and as the Collector of delinquent taxes
due Ha- nett Countir, for the period ending at the close of September 15,1944;
together with the surety on his official bonds covering liability for the 1943
county tax levy and the collection of delinquent taxes from September 15 1943
to aid cincluding September 25,1944, to wit: Maryland Casualty Company of -
Baltimore, Maryland, be and they are hereby relieved of liability during said
periods.
5. That Iva J.Sloan,.who during the collection of taxes due the County of
Harnett under the 1943 county tax levy served as assistant to W. D.Harrington,
Tax Collector, and Maryland Casualty Co . on her official bond, in connection with
said levy, be aid they hereby are relieved and released of liability, subject
to the provisions of law, her accounts having been addited and found correct.
6. That W.D.Harrington,Harnett County Tax Collector for the year 1943 county
tax levy, be and he hereby is allowed the sum of $1.20 for each and every land
sale made by him in connection with the cointy. levy-of 1943 taxes,: and salary
up to October 1,1944; provided the said W.D.Harrington shall from the compensation
herein allayed for land sales, pay all expenses in connection with said land sales,
including the account of newspapers for publication of land sale notices.'
7. That this resolution be recorded in the Minutes of the Board of Commissioners
of Harnett County._
Adopted and Done by order of the Board of Commissioners of Harnett County, all
members of said Board being present and voting for adoption, this 25th day of
September, 1944.

BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF HARNETT COUNTY:
1. That W.D.Harrington be and he hereby is appointed Tax Collector for the
County of Harnett for the tax year beginning September 15,1944, and ending
September 15,1945.
2. That the official bond of W.D.Harrington, the duly appointed Tax Collector
of Harnett County,in the sum of $35,000.00 with Maryland Casualty Company
as Surety thereon, covering the period of September 15,1944, to and including
September 15,1945, be and the same is hereby accepted and approved.
3. That the compensation of the said W.D.Harrington as Tax Collector be and the
same hereby is fixed at the sum of $331.25 per month, payable monthly, together with
travel expense allowance of $125. per month, payable monthly; and he shall also
be paid and receive all lawful levy and garnishee fees allowed by law, together
with such sums for land sales as shall be allowed and fixed by the Board of
County Commissioners; and the expenses in connection with the maintenance of his
clerical force, assistants and incidental expenses, will be paid by the County of
Harnett within the limitations of law and as declared in a resolution adopted by
the Board of Commissioners of Harnett County on July 5,1943.
4. That the designations by the Tax Collector of Iva J.Sloan as his assistnat,
and of Lottie Patterson as his clerk, be and the same are hereby approved.
5. That W.D.Harrington,Harnett County Tax Collector, shall deposit daily all
amounts collected by him in the First Citizens Bank & Trust Company of Dunn,N.C.,
to the credit of Harnett County Tax Distribution Account, and that the said
depository shall issue daily to said Tax Collector a receipt for such deposits,
which said rece.pts shall thereupon be delivered dailey to the Harnett County
Accountant; and that upon compliance with these instructions, the said Tax
Collector and his surety on his official bond, shall be relieved of further
liability for such amounts or sums as may be deposited in said depository.
6. That First Citizens Bank & Trust Company of Dunn,N.C., be and the same
hereby is designated as the official depository of the County of Harnett for all
funds of said County,including all such funds which may be collected by the said
W.D.Harrington as Harnett County Tax Collector; and the said First Citizens Bank
and Trust Company, Depository, shall make bond in keeping with the provisions of law
to secure all deposits of the County of Harnett which may be deposited in said Bank,
in a sum of not less than $75,000.00 to be increased and fixed from time to time
as the amounts of deposits at any one time may require, said bond at all times to be
in a principal amount aggregating more than the total deposits of the County of
Harnett on any given date; and in lieu of said bond, said depository may place in
trust with the Wachovia Bank & Trust Company of Raleigh,N.C., or Central Hanover
Bank & Trust Company of New York City, Trustee, acceptable securities approved by
the County Accountant, for the purpose of securing all the deposits of Harnett
County in said First Citizens Bank & Trust Company, the aggregate amount of such
securities to be a sum not less than the bond rec ±uired by law.
7. That the following order and command be and the same hereby is ordered
delivered to W.D.Harrington, the duly appointed Tax Collector of Harnett County
for the year beginning September 15,1944, and ending September 15,1945:
"To Hon. W.D.Harrington,Tax Collector of Ha nett County:
You are hereby ordered and commanded to forthwith proceed with the collection
of the 1944 county tax levy made by the County of Harnett, North Carolina.
You are further hereby ordered and commanded to forthwith proceed with the
collection of all other taxes and revenues which are now due, or which may
hereafter become due during your term of office with the County of Harnett."
Adopted and done by the Board of Commissioners of Harnett County, North
Carolina, all members of said Board being present and voting or adoption, this
25th day of September,1944.
