County Attorney, and Inez Harrington, It is ordered that Harvey Deal, of Angier,Black River Township, HarnettCounty N.C., be granted free Peddler's license for the year 1944 on account of Physical disability. It is ordered that the time for listing County taxes for the year 1944 be extended to February 15,1944. It is ordered that Alton L.Oldham of Duke be relieved of Poll taxes for the year 1943 on account of physical disability. It is ordered that J.P.Davis of Erwin be relieved of Poll taxes for the years 1936, 1937, 1940, and 1943 on account of physical disability. It is ordered that Mrs. Ozella B.Adams,Case Worker be allowed an increase of $10.00 per month. on salary beginning February. It is ordered that the Board approved the suggestion of Miss Maude Searcy, Home Demonstration agent, that the services of a colored Home Demonstration agent be otbained, and that she be given Office space to work with the Colored County Farm Agent, without compensation. - The Board approved the report of Inez Harrington, Register of Deeds' and ordered The Board approved the report of W.D.Harrington,Tax Collector and ordered it . MEMBERS PRESENT: Mr.J.B.Ennis, Chairman; Mr.L.R.Byrd,Mr.A.A.Cameron, Mr.F.D. Jackson,Mr.R.L.Pate.. MEMBERS ABSENT: Nox Mr.J•B.Ennis introduced the following order which was read at length: ORDER ESTABLISHING A CAPITAL RESERVE FUND FOR THE COUNTY OF HARNETT' BE IT ORDERED by the Board of Commissioners of the County of Harnett, North Carolina Section 1. That pursuant to the County Capital Reserve Act of 1943, a capital reserve fund is hereby authorized and declared to be established for the County of Harnett. Section 2. Said capital reserve fund shall consist of moneys derived Prom unappropriated surplus revenues and unencumbered balances arising from collections of ad valorem taxes levied on all taxable property in t he county for school capital outlay purposes of the amount of $21,500. Section 3. That the First Citizens Bank & Trust Company of Dunn, North Carolina, is hereby designated as depositary of the .capital reserve fund herein established. Section 4. That the Local Government Commission of North Carolina is hereby requested to approve the provisions of this order. Section 5. That. this order'shall take effect when the provisions hereof are approved. by the Local doverhment Commission as provided in the County Capital Reserve Act of 1943. • Mr. F.D.Jackson made the motion that the foregoing order be passed. The motion was seconded by Mr.R.L.Pate and after some discussions, said order was passed b&-the following roll.call voted Ayes: Five Noes: None Thereupon, Mr.L.R.Byrd introduced the following resolution which was read: RESOLUTION AUTHORIZING WITHDRAWAL FROM THE CArTTAL RESERVE FUND OF THE COUNTY OF HARNETT BE IT RESOLVED byt he Board of Commissioners of the County of Harnett, North Carolina :. Section 1. That pursuant to the County Capital Reserve Act of 1943, withdrawal from t he capital reserve fund of the County of Harnett is hereby authorized of the amount hereinafter stated and for the purpose of investment in the following described obligations of the United States of America: $29,.000, maturity value, War Savings Bonds Series F. dated February 1944 and consisting of five bonds of $5,000 each and four bonds of $1,000 each. Section 2. That the amount of the withdrawal herein authorized shall be $21,460, the source of moneys in said capital reserve fund for such withdrawal being unappropriated surplus revenues and unencumbered balances consisting of collections of ad valerem taxes levied on all taxable property in the county for school capital outlay purposes. Section 3. That said War Savings Bonds shall be registered in the name of County of Harnett, North 0arolina, Capital Reserve Fund. Section 4. That the Local Government Commission of North Carolina is hereby requested to approve the provisions oft nisresolotiest• Section 5. That this resolution shall .take effect when the provisions hereof are approved by the Local. Government Commission as provided in the County Capital Reserve Act of 1943. Mr.F.D.Jackson made the motion that the foregoing reselutiort be adopted. RE: HARNETT COUNTY CAPITAL RESERVE FUND ACCOUNT Dear Mrs.Harrington: You will find enclosed formal notice of approval of the order passed by the Board of County Commissioners establishing a capital reserve fund for the county. Section 6 of the County Capital Reserve Let of 1943 provides "Upon receipt of the notice of such approval the clerk shall thereupon notify the financial officer of the county who shall immediately deposit in the designated depositary the moneys stated as available in said order for the capital reserve fund and simultaneously report said deposit to the Local Government Commission." I asmuch as your county does not have the office of county treasurer and all of thenmoney with which the capital reserve fund is to be established is in t he charge of the County Board of Education, you may notify the secretary and chairman of the County Board of Education to make the deposit at First Citizens Bank & Trust Company,Dunn,N.C., in a special account to be designated "HARNETT CD UNTY CArITAL RESERVE FUND ACCOUNT" and to report the deposit to the Locak Government Commission.
