HomeMy WebLinkAbout11021953279 1 November 2nd. 1953 The Board of County Commissioners met in regular session on Monday, November 2nd. 1953, at 10:04 A.M. with all members present. Also present were the County Attorney, the Auditor and the Clerk to Board. The report of D. P. Ray, Tax Collector, was approved and ordered filed. The report of Inez Harrington, register of Deeds, was approved and ordered filed. The report of Hobert B. Morgan, Clerk of buperior Court, was approved and ordered filed. The report of L. B. McLean, Veteran Service Officer, was approved and ordered filed. The following road petition was approved and ordered forwarded to N. C. State Highway and Public Works, Haleigh, N. C., attention L. E. Whitfield, Division Engineer. (1) To maintain by the state, teat certain road in Grove Township, which begins at a point on N. C. Highway # 40 where the land of W. T. Hodges and B. A. Norris joins and runs approximately the line between them in a northern direction and over the lands of Herbert J. Wood, Mrs. Maggie Ennis, Chick Ennis, Lonnie Stanley, W. R. Denning Heirs, Delphia Bailey, (Mack Reed Hudson) Harvey B. Barefoot, Joe Johnson and Bailey Hudson to a point near the land line of Joe Johnson and Bailey Hudson on the hard surface road leading from Bailey's cross road to Coats a distance of approximately 1/4 mile. B. P. Ingram moved, seconded by Worth Lee Byrd, that the salary of Rural Policemen, A. W. O'Quinn and J. S. Byrd, be increased to $250.00 per month be- ginning Nov. 1st., 1953, motion carried. Mr. Tart, the chairman reported to the Board the offer of C. 0. Warren to purchase the county's interest in a lot on East Broad Street in the Town of Dunn, the same being the property acquired under tax foreclosure judgment No. A -959 by deed recorded in book 247 at page 278, Harnett County registry, for the sum of $462.00. Upon Motion of Comr. Byrd, seconded by Comr. Lasater, the offer was ar epted and the 6hairman authorized to make and executed deed, attested by the Clerk, conveying the County's interest in said lot to C. 0. Warren upon the payment of the purchase price of $462.00. A delegation of citizens from the Town of Dunn appeared before the Board and urged that the Board of Commissioners protest the proposed alternation in and relocation of Highway No. 301 as shown on the map previously posted at the Court- house door by the State Highway Commission. After hearing the delegation, Commissioner Ingram moved that the Harnett CountyBoard of Commissioners disapprove the proposed relocation of Highway No. 301 in Harnett County as shown on the estate Highway and Public Works Commission map heretofore posted at the Courthouse door in Lillington, North Carolina on October, 7, 1953, that the CountyBoard of Commissioners portest the proposed alternation and change in the location of said highway, and that the Board of Commissioners cause written notice of such protest to be filed with the State Highway and Public Works Commission at Raleigh, North Carolina. The foregoing motion was duly seconded by Commissioner Byrd and unanimously adopted. NORTH CAROLINA HARNETT COUNTY I, Inez Harrington, Clerk of the Harnett County Board of Commissioners do hereby certify that the foregoing is a true and correct copy of a motion adopted by the narnett County Board of Commissioners at the regular meeting held on November 2, 1953, and that the original thereof is on file in my office and in- corporated in the minutes of such meeting. Inez Harrington Clerk to the Board of Harnett County Commissioners 28© Suggested Resolution for Counties, Cities and Towns Making Application for Coverage of Employees Under the Old Age and Survivors' Insurance Provisions of Title 11 of the Federal Social Security Act. WHEREAS, Title 11 of the Federal Social Secuirty Act has been amended for the purpose of extending to the employees of political subdivisions of the State and 'their instrumentalities, and to the dependents and survivors of such employees, the basic protection accorded to other by the Old Age Survivors' Insurance Sys- tem as embodied in the Social Security Act, and WHEREAS, the provisions of Chapter 562, of the Session Laws of 1951 designate the Executive Secretary of the State Retirement System, whose title is: Director of the North Carolina Public Employees Social Security Agency, as the State Agency authorized to enter 'into agreements or coverage plans for the pur- pose of extending such benefits to employees of such political subdivisions, and WHEREAS the governing authority of this polictical subdivision of the State desires to'extend to its eligible employess or eligible coverage groups of such employees, and their dependents and survivors, the security, protection and bene- fits provided by said laws and the regulations established thereunder; Now, Therefore, Be it resolved by the Harnett County Board of, Commissioners in regular meet- ing, a quorum being present: 1. That the governing authority of this political subdivision of the State, to the extent of its lawful authority and power, does hereby extend to the em- ployees of the Harnett County Health department retroactive to January 1, 1953, the benefits authorized by Title 11 of the Federal Social Security Act, asamend- ed, and as authorized by Chapter 562 of the Session Laws of 1951. 2. That W. A. Johnson, County Attorney, is hereby fully empowered and auth- orized, and is hereby ordered anddirected, to prepare, with the cooperation of the Director of the North Carolina Public Employees Social Security Agency, a suitable agreement or coverage plan as provided by law, the same to be properly executed by this governing authority and approved by said Director, the State Agency, for the purpose of making available to such employess the benefits men - tioned in Paragraph 1 and the preamble of this Resolution. Upon motion of Com.Byrd and seconded by Com. Lasater, the above Resolution was introduced for passage and the same was duly passed, the following number voting in the affirmative: 4, and the following number voting in the negative 0. The Board ordered the County offices to be closed on November llth. Armistice Day, -and on November 26th, Thanksgiving_ Day. The Board adjourned. Clerk to Board
